huracán al territorio nacional.\n\nIV.- Que con el objeto de resguardar el tráfico ordinario de personas y\nmercancías dentro del territorio de la República resulta de importancia\nestratégica la conservación vial de las rutas que podrían verse afectadas por\nel fenómeno, así como la reparación y reconstrucción de obras de protección en\nlas riberas de los ríos para evitar mayores daños a las comunidades y\nactividades productivas.
