  "body_en_text": "throughout the entire text\n\n                    -\n\n                        Complete Text of Regulation 103\n\n                        Amendment to Agreement AJDIP/210-2016 Approving the granting of five ballyhoo fishing licenses\n\nComplete Text of Minutes: 1158DA\n\nCOSTA RICAN INSTITUTE OF FISHERIES AND AQUACULTURE\n\nAJDIP/103-2017.-Puntarenas, on the twenty-fourth day of February, two thousand seventeen.\n\nConsidering:\n\nI.-That through agreement AJDIP/2102016.-Puntarenas, on the ninth day of June, two thousand sixteen, the granting of ballyhoo licenses was approved, as stated in official communication DRG102062016, by Mr. Ricardo Gutiérrez Vargas, Director of the Guanacaste Regional Office (Dirección Regional de Guanacaste) and Coordinator of the Guanacaste Advisory Commission (Comisión Asesora de Guanacaste), through which, in response to the provisions of Agreement No. AJD1/1702016, he forwards the agreements reached by the Guanacaste Advisory Commission regarding the use of the ballyhoo resource.\n\nII.-That the Legal Advisory Office (Asesorías Jurídica) has made observations on said agreement that warrant its review, which is why it is sent back to the Guanacaste Regional Office for matters within its purview.\n\nIII.-That through official communication DGR-186-12-2016, the Guanacaste Regional Office issues its opinion on this matter.\n\nIV.-That the Board of Directors, based on the technical opinion issued, considers it pertinent to approve the following agreement, THEREFORE,\n\nIT IS AGREED:\n\n1°-To amend Article 1 of agreement AJD1P/210-2016, in its subsections (incisos) fi and iii, so that henceforth it reads as follows:\n\nii A minimum total capture length of 27 cm is established for the capture and commercialization of H. saltator originating solely from the infralittoral waters extending from Punta Descartes (11°02'27.44\" N and 85°44'55.23\" W) southwestward to the waters located off Playa Flamingo (10°26'51.54\" N and 85°46'55.40\" W), excluding those waters within National Parks or other protected zones.\n\niii A total closed season (veda) is established for the capture and trade of H. saltator originating from the zones delimited in the preceding paragraph during the period from December 1 to February 28 of each year.\n\n2°-That Articles 2 and 3 be amended and an Article 4 be added, which textually state the following:\n\nArticle 2.
