  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 109\n\n                        Establece veda total para la pesca en pequeña, veda para la pesca semi-\nindustrial camaronera de arrastre, aprueba pesca de barracudas o candado (Sphyraena ensis) con\nanzuelo N° 6 y N° 7 y sin utilizar carnada viva\n\nTexto Completo acta: 115D53\n\nINSTITUTO COSTARRICENSE DE PESCA\n\nY ACUICULTURA\n\nAJDIP/109-2017.-Puntarenas,\na las diez días del mes de marzo de dos mil diecisiete.\n\nConsiderando:\n\n1º-Que mediante\noficio CNV-005-2017, recibe ésta Junta Directiva la propuesta de veda 2017, por\nparte de la Comisión Nacional de Vedas.\n\n2º-Que en sesión\nordinaria N° 10-2017 el Sr. Álvaro Otárola Fallas, Director General Técnico a.\ní., en su condición de Coordinador de la Comisión Nacional de Vedas (CV),\npresentó la propuesta de veda 2017, para el Golfo de Nicoya, de conformidad con\nlo así acordado por esa Comisión, para lo cual se consideraron, además, las\nrecomendaciones vertidas por la Comisión de Coordinación Científico Técnica\n(CCCT).\n\n3º-Que con la puesta\nen marcha de ésta veda, tal cual se ha concebido, se atiende la imperiosa\nnecesidad de proteger y garantizar los recursos hidrobiológicos de interés\ncomercial del Golfo de Nicoya en su etapa más importante de reproducción;\nademás gracias a los esfuerzos del IMAS en coordinación con el INCOPESCA, se\nlogró coordinar el pago de las ayudas económicas temporales para los pescadores\ncuya licencia solo les permite pescar en dichas zonas.\n\n4º-Escuchada la\npresentación del Director General Técnico a. í., manifiestan los señores\nDirectivos su satisfacción siendo su criterio que la propuesta recibida,\nintegre no solo los criterios de éstas dos Comisiones, sino que la misma se\npresenta con la antelación debida, lo cual permitirá tomar las previsiones\nnecesarias a efecto que su implementación en tiempo y forma en relación a los\námbitos legal y social, razón por la cual,\n\nLa Junta Directiva de\nINCOPESCA. Establecer una\nveda total para la pesca en pequeña escala, en la zona conocida como 201, que\ncorresponde al área comprendida por una línea recta imaginaria que va desde el\nEstero Canjelito (10°01'5\" Latitud Norte, 085°09'47\" Longitud Oeste) hasta\nEstero Moraga (10°08'03\" Latitud Norte, 085°03'51\" Longitud Oeste) y de ahí\naguas adentro hasta la desembocadura del río Tempisque. Esta prohibición de\npesca va desde el 01 de mayo del 2017 hasta el 31 de julio del 2017, ambas\nfechas incluidas.\n\n1.3. Establecer una\nveda para la pesca semi-industrial camaronera de arrastre en el área\ncomprendida por una línea imaginaria que va desde Punta Agujas (09°43'46-\nLatitud Norte, 084°38'57\" Longitud Oeste) al Faro de la Isla Negritos afuera\n(09°49'14\" Latitud Norte, 084M9'35\" Longitud Oeste) y desde ahí hasta la parte\neste de Punta Cuchillo en la Península de Nicoya y de esta líneas aguas adentro\nhasta la desembocadura del río Tempisque. Esta veda va desde el 01 de mayo del\n2017 hasta el 31 de agosto del 2017, ambas fechas incluidas.\n\n1.4.   "body_en_text": "throughout the entire text\n\n                    -\n\n                        Full Text of Norm 109\n\n                        Establishes a total closure (veda total) for small-scale fishing, a closure (veda) for semi-industrial shrimp trawling, approves fishing for barracudas or candado (Sphyraena ensis) with No. 6 and No. 7 hooks and without using live bait\n\nFull Text of Record: 115D53\n\nCOSTA RICAN INSTITUTE OF FISHERIES\n\nAND AQUACULTURE\n\nAJDIP/109-2017.-Puntarenas,\non the tenth day of March, two thousand seventeen.\n\nConsidering:\n\n1º-That through\nofficial communication CNV-005-2017, this Board of Directors received the 2017 closure (veda) proposal\nfrom the National Closures Commission (Comisión Nacional de Vedas).\n\n2º-That in ordinary\nsession No. 10-2017, Mr. Álvaro Otárola Fallas, Acting Technical Director General,\nin his capacity as Coordinator of the National Closures Commission (CV),\npresented the 2017 closure (veda) proposal for the Gulf of Nicoya, in accordance with\nwhat was thus agreed upon by that Commission, for which the\nrecommendations made by the Scientific Technical Coordination Commission\n(CCCT) were also considered.\n\n3º-That with the implementation\nof this closure (veda), as conceived, the imperative\nneed to protect and guarantee the hydrobiological resources of commercial\ninterest in the Gulf of Nicoya during their most important reproductive stage is addressed;\nfurthermore, thanks to the efforts of IMAS in coordination with INCOPESCA, it was\npossible to coordinate the payment of temporary economic aid for fishers\nwhose license only allows them to fish in those areas.\n\n4º-Having heard the\npresentation by the Acting Technical Director General, the\nBoard Members expressed their satisfaction, their opinion being that the proposal received\nintegrates not only the criteria of these two Commissions, but also that it is\npresented with the due advance notice, which will allow the necessary\nprecautions to be taken so that its implementation occurs in a timely manner and in proper form with respect to the\nlegal and social spheres, therefore,\n\nThe Board of Directors of\nINCOPESCA. This fishing prohibition\nruns from May 1, 2017, to July 31, 2017, both dates\ninclusive.\n\nIn\nthis closed (vedada) area, in the zone bounded by the imaginary line running from\nthe Muelle de Cruceros in Puntarenas to Punta Cuchillo, and from there to the Faro de la\nIsla Los Negritos afuera, and from there to Punta Torres, known as Peñón, it is\nrecommended that those fishers whose fishing license allows\nthem to operate in said zone be authorized to fish for barracudas or candado (Sphyraena\nensis), using only handlines and during the months of June and\nJuly 2017\n\n1.2. To establish a\ntotal closure (veda) for small-scale fishing in the zone known as 201, which\ncorresponds to the area bounded by an imaginary straight line running from\nEstero Canjelito (10°01'5\" North Latitude, 085°09'47\" West Longitude) to\nEstero Moraga (10°08'03\" North Latitude, 085°03'51\" West Longitude) and from there\nseaward to the mouth of the Tempisque River. This fishing prohibition\nruns from May 1, 2017, to July 31, 2017, both dates\ninclusive.\n\n1.3. To establish a\nclosure (veda) for semi-industrial shrimp trawling in the area\nbounded by an imaginary line running from Punta Agujas (09°43'46-\nNorth Latitude, 084°38'57\" West Longitude) to the Faro de la Isla Negritos afuera\n(09°49'14\" North Latitude, 084M9'35\" West Longitude) and from there to the eastern\npart of Punta Cuchillo on the Nicoya Peninsula, and from this line seaward\nto the mouth of the Tempisque River. This closure (veda) runs from May 1,\n2017, to August 31, 2017, both dates inclusive.\n\n1.4. To authorize\ntourist and sport fishing permit holders to carry out fishing activities in\nthe zone closed to small-scale fishing, only in the zone\nbounded by the imaginary line running from Punta Torres, known as\nPeñón (09°53'31\" North Latitude, 084°43'52\" West Longitude) to Guayabo,\nlocated on the outer part of Isla San Lucas (09°54'54\".1 North Latitude, 084°53'15\"\nWest Longitude), and from there to Punta Gigante on the Nicoya Peninsula\n(09°50'41\".2 North Latitude, 084°52'45\" West Longitude), and from there offshore.\nThis fishing is only permitted using trolling and\ncasting (\"casting (caña lanzada) directed at pelagic species\") as fishing methods, and using the\ncatch-and-release modality; therefore, no\nspecimen caught as a product of this fishing may be retained.\n\n1.5. Fishing for\nbarracudas or candado (Sphyraena ensis) is approved only with No. 6\nand No. 7 hooks and without using live bait to do so, in accordance with the provisions of\nclause 1 of considering 2°) of this recommendation.\n\n1.6. Likewise,\nthose fishers who decide to fish for barracudas or candado\n(Sphyraena ensis) must identify their vessels by painting a triangle of\nphosphorescent color on both sides of the stern, the dimensions of which shall be 40cm by\n40cm; furthermore, they must notify the\nDepartment of Protection and Registration (Departamento de Protección y Registro) of INCOPESCA at least one month in advance, on the understanding that they will not\nbe granted the right to receive temporary aid during the months they\ncarry out fishing work, but rather they will be entitled to receive fuel at a\ncompetitive price for the exercise of those fishing tasks, in accordance\nwith their fishing license.\n\n               \n2º-The\nmap attached in the following table shall be taken\nas an integral part of this Agreement:\n\n3º-Final Agreement.\n\n4º-Let it be published."
