The Government of the Federal Republic of Germany shall provide human\nresources and shall make material contributions and, where appropriate, financial\ncontributions for the project, up to a total amount of 3,500,000 euros (in\nwords: three million five hundred thousand euros).\n\nIt shall entrust the implementation to the Deutsche Gesellschaft\nfür Internationale Zusammenarbeit (GIZ) GmbH.\n\n4. On the part of the Government of the Republic of Costa Rica, the Ministry of Environment and Energy shall be responsible\nfor the implementation of the project.\n\n5. The details of the project and of the respective contributions and obligations\nshall be set forth in an implementing contract and, where appropriate, a\nfinancing contract, which shall be concluded between the GIZ and the institution to which\nthe Government of the Republic of Costa Rica entrusts the implementation of the project and\nwhich shall be subject to the legal provisions in force in the Federal Republic\nof Germany.\n\n6. The commitment of the Government of the Federal Republic of Germany\nto the project shall cease to have effect if the implementing contract and, where appropriate,\nfinancing contract mentioned in paragraph 5 are not concluded within a period\nof four years counted from the year of entry into force of this\nAgreement. For the amount in question, the period shall expire on 31 December\n2021.\n\n7. The Government of the Republic of Costa Rica shall exempt the\nmaterials, vehicles, goods, and equipment imported for the project by order and\nat the expense of the Government of the Federal Republic of Germany, as well as the\nrespective spare parts used for the project mentioned in paragraph\n1, from all import and export duties, as well as licenses,\nport fees, storage charges, and other public levies, and\nshall ensure that they clear customs without delay.\n\n8. The Government of the Republic of Costa Rica shall exempt the GIZ from all\ndirect taxes accruing in the Republic of Costa Rica in\nconnection with the conclusion and execution of the implementing contract and, where\nappropriate, financing contract mentioned in paragraph 5.\n\n9. The Government of the Republic of Costa Rica shall reimburse at the request\nof the GIZ the value added tax or other similar indirect taxes\nthat have been applied in the Republic of Costa Rica on objects\nacquired and services used in connection with the conclusion and execution of\nthe implementing contract and, where appropriate, financing contract mentioned in\nparagraph 5. Special consumption taxes that have been applied in this\ncontext shall be borne by the Government of the Republic of Costa Rica following\na request.\n\n10. In other respects, the provisions of the Convention concerning Technical Cooperation\nof 23 July 1965 and\nof the Amending Protocols of 13 March 1986 and 18 December\n2006 mentioned at the beginning shall also apply to this Agreement.\n\n11.
