Que es menester contar con un instrumento jurídico que permita\ngenerar respuestas articuladas y coordinadas al corto, mediano y largo plazo\npara el desarrollo integral de la zona fronteriza norte, en específico los\ndistritos Pocosol, Cutris y Pital, al amparo de la Estrategia Centroamericana\nde Desarrollo Rural Territorial, 2010-2030 {ECADERT), la cual establece que la\ngestión de territorios rurales, es fundamental para fomentar el desarrollo\nsostenible y equilibrado de dichos territorios, a través de la creación de\nespacios de participación proactiva y articulada de todos los actores públicos\ny privados, estrategia que tiene asidero legal en Costa Rica con la Ley 9036 de\ncreación del Instituto de Desarrollo Rural (lnder).\n\nII. Que el Consejo de Gobierno en sesión del 31 de octubre de 2017,\npropone encontrar soluciones económicas, sociales, ambientales, de seguridad y\nde infraestructura, bajo la lógica de articulación interinstitucional para la\nzona fronteriza norte del país, de ahí que, encomendara al Ministerio de la\nPresidencia junto al lnder, con el apoyo del Gobierno Local de San Carlos,\nliderar la búsqueda de soluciones de la mano con la interinstitucional.\n\nIII. Que dicha Comisión definió como objetivo generar respuestas\narticuladas y coordinadas al corto, mediano y largo plazo para el desarrollo\nsostenible de las zonas fronterizas de los distritos de Pocosol, Cutris y\nPita!, de San Carlos, mediante el trabajo coordinador entre el Instituto\nCostarricense de Acueductos y Alcantarillados (AyA), Caja Costarricense del\nSeguro Social (CCSS), Direcc ón Nacional de Desarrollo Comunal (DINADECO),\nInstituto Mixto de Ayuda Social (IMAS), Instituto Nacional de Aprendizaje\n(INA), Instituto Nacional de las Mujeres (INAMU), Ministerio de Agricultura y\nGanadería (MAG), Ministerio de Educación Pública (MEP), Dirección Nacional de\nMigración y Extranjería, Ministerio de Comercio Exterior (COMEX),Ministerio de\nAmbiente y Energía (MINAE), Ministerio de Salud, Ministerio de Seguridad\nPública, Ministerio de Vivienda y Asentamientos Humanos (MIVAH), Ministerio de\nObras Públicas y Transportes (MOPT), Ministerio de Cultura, Servicio Nacional\nde . That it is necessary to have a legal instrument that allows for\nthe generation of articulated and coordinated responses in the short, medium, and long term\nfor the comprehensive development of the northern border zone, specifically the\ndistricts of Pocosol, Cutris and Pital, under the protection of the Central American Strategy\nfor Rural Territorial Development, 2010-2030 (ECADERT), which establishes that the\nmanagement of rural territories is fundamental for promoting sustainable\nand balanced development of said territories, through the creation of\nspaces for proactive and articulated participation of all public\nand private actors, a strategy that has legal basis in Costa Rica with Law 9036 on\nthe creation of the Institute of Rural Development (Inder).\n\nII. That the Government Council, in a session on October 31, 2017,\nproposes to find economic, social, environmental, security, and\ninfrastructure solutions, under the logic of inter-institutional articulation for the\nnorthern border zone of the country; hence, it entrusted the Ministry of the\nPresidency together with the Inder, with the support of the Local Government of San Carlos,\nto lead the search for solutions hand-in-hand with the inter-institutional sector.\n\nIII. That said Commission defined the objective of generating articulated\nand coordinated responses in the short, medium, and long term for the sustainable\ndevelopment of the border zones of the districts of Pocosol, Cutris and\nPital, of San Carlos, through coordinated work between the Costa Rican\nInstitute of Aqueducts and Sewers (AyA), the Costa Rican Social\nSecurity Fund (CCSS), the National Directorate of Community Development (DINADECO),\nthe Joint Institute of Social Assistance (IMAS), the National Learning Institute\n(INA), the National Institute of Women (INAMU), the Ministry of Agriculture and\nLivestock (MAG), the Ministry of Public Education (MEP), the National Directorate of\nMigration and Foreigners, the Ministry of Foreign Trade (COMEX), the Ministry of\nEnvironment and Energy (MINAE), the Ministry of Health, the Ministry of Public\nSecurity, the Ministry of Housing and Human Settlements (MIVAH), the Ministry of\nPublic Works and Transport (MOPT), the Ministry of Culture, the National\nAnimal Health Service (SENASA), the National Technical University (UTN), the Technological\nInstitute of Costa Rica (ITCR), the Comprehensive Development Associations of the\nzone, among other public, academic, civil society, and\nprivate sector organizations.\n\nIV. That as a result of the articulation led by the institutions\nindicated in Considering II and thanks to various meetings facilitated\nfor civil society in the zone, approximately 120 diverse\nactions were identified in dimensions of development such as the economic, social,\ninfrastructure, and environmental, during the period from November 2017 to March 2018,\nwhich supports the proposal for the Northern Border Development of the Districts\nof Pital, Pocosol and Cutris.\n\nTherefore, the following is issued,\n\nDIRECTIVE\n\nADDRESSED TO THE PUBLIC SECTOR\n\n\"ON THE COMPREHENSIVE ATTENTION FOR THE NORTHERN BORDER ZONE, IN THE\nDISTRICTS OF\n\nPOCOSOL, CUTRIS AND PITAL OF THE CANTON OF SAN CARLOS\"\n\nArticle 1.—Of the objective.
