  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 023\n\n                        Actualización del Plan de manejo Parque Nacional Tortuguero (PNT)\n\nTexto Completo acta: 124AD4\n\nSISTEMA NACIONAL DE\nÁREA DE CONSERVACIÓN\n\nR-SINAC-CONAC-023-2018\n\nEl Consejo Nacional de Áreas de Conservación, de conformidad al Acuerdo\nNº 9 de la Sesión Extraordinaria Nº 04-2017 del 11 de julio del 2017, y en cumplimiento\ndel artículo 12 inciso d) del Reglamento a la Ley de Biodiversidad Nº 7788, Decreto Ejecutivo Nº\n34433-MINAE, aprueba y emite el presente:\n\nActualización del Plan de Manejo Parque Nacional Tortuguero (PNT)\n\nRESULTANDO:\n\nPRIMERO: Que de conformidad con el artículo 22 de la Ley de Biodiversidad número\n7788 del 27 de mayo de 1998, se crea el Sistema Nacional de Áreas de\nConservación, con personería jurídica propia, como un sistema de gestión y\ncoordinación institucional, desconcentrado y participativo, que integra las\ncompetencias en materia forestal, vida silvestre y áreas protegidas, con el fin\nde dictar políticas, planificar y ejecutar procesos dirigidos a lograr la\nsostenibilidad en el manejo de los recursos naturales de Costa Rica.\n\nSEGUNDO: Que es política prioritaria de EL SINAC facilitar y promover acciones\nque conlleven a la protección, conservación y manejo sostenible de los recursos\nnaturales y la biodiversidad presentes en las Áreas Silvestres Protegidas, en\nadelante las ASP, de las Áreas de Conservación.\n\nTERCERO: Que es competencia del Sistema Nacional de Áreas de Conservación a\ntravés de cada Área de Conservación, la administración y protección de las\nÁreas Silvestres Protegidas a lo largo de todo el territorio nacional.\n\nCUARTO: Que de conformidad con los artículos 23 y 28 de la Ley de Biodiversidad Nº 7788 y los\nartículos 9 y 21 de su reglamento, Decreto Ejecutivo Nº 34433-MINAE, publicado en la Gaceta Nº 68\ndel 8 de abril de 2008, el Área de Conservación Tempisque, en adelante denominada ACT, es parte de\nla organización del SINAC y se encarga de aplicar la legislación vigente en materia de recursos\nnaturales, dentro de su demarcación geográfica.\n\nCONSIDERANDO:\n\nPRIMERO: Que el Parque Nacional Tortuguero (en adelante PNT) fue declarado como\nparque nacional el 24 de setiembre de 1970 mediante Decreto Ejecutivo Nº\n1235-A, publicado en la Gaceta N°213, donde se señalan sus límites\nterritoriales y las normas generales. El día 3 de noviembre de 1975, su\ndeclaratoria y sus normas de manejo, son reafirmadas mediante Ley de la\nRepública Nº5680. Desde que se estableció el PNT los límites han sido\nmodificados tres veces mediante Decretos Ejecutivos (1980, 1995 y 1998), y el\nárea ha pasado de 64.701,45 Ha. (18.946 Ha. terrestres y 45.755,45 Ha. marinas)\nque tenía en 1975, a 72.359 Ha. en la actualidad (45. 755 Ha. marinas y 26.604\nHa. terrestres).\n\nSEGUNDO: Que el Plan de Manejo de las Áreas Silvestres Protegidas (ASP) es el\ninstrumento orientador para una efectiva administración y manejo de los\nelementos naturales y culturales presentes en dichas áreas y de la dinámica\nsocio ambiental ligada a estos. Además, es la herramienta técnica por medio de\nla cual cada ASP establece las directrices de manejo para el uso de los\ngestores, administradores y grupos de interés, por lo tanto, la primera\ninstancia que debe realizar la validación de la propuesta de manejo son las\nautoridades del Área de Conservación, así como las instancias oficiales de\nparticipación social establecidas en ellas, sean estas los Consejos Regionales\ny Comités Locales, de conformidad con la Ley de Biodiversidad Nº 7788.\n\nTERCERO: Los Planes de Manejo tienen como objetivo el servir como un instrumento\nde planificación y operación para implementar las medidas apropiadas de manejo\ny conservación de las Áreas silvestres protegidas, promoviendo la participación\nde la sociedad en especial de las comunidades locales a través de diferentes\nprocesos\n\nCUARTO: Que el Consejo Nacional de Áreas de Conservación (CONAC), aprobó el \"Manual\nde Procedimientos para la Publicación de los Planes de Manejo de las Áreas\nSilvestres Protegidas del Sistema Nacional de Áreas de Conservación\", mediante\nAcuerdo Nº 17, tomado en Sesión\nExtraordinaria Nº 06-2008 del 04\nde agosto del 2008.\n\nQUINTO: Que el CONAC en Acuerdo Nº 8\nde la Sesión Extraordinaria Nº 02-2011\ndel 02 de mayo del 2011 acordó modificar el Acuerdo Nº 17 de la Sesión\nExtraordinaria Nº 06-2008 del 04 de agosto del 2008, para que la zonificación\ndefinida en el Plan General de Manejo se publique integralmente.\n\nSEXTO: Que en el año 2012 el Área de Conservación Tortuguero inició el proceso\nde actualización del Plan de Manejo del Parque Nacional Tortuguero, con apoyo\ndel Proyecto BIOMARR el cual tenía como objetivo \"contribuir al\nestablecimiento de un sistema de áreas protegidas marino-costera que sea\nrepresentativo ecológicamente, que sea gestionado de forma eficiente y disponga\nde financiamiento estable\". Se propuso entonces, elaborar, actualizar e\nimplantar participantemente los planes gestión de los hábitats marinos costeros\ncomo el Plan de Manejo del Parque Nacional Tortuguero. Conformando un equipo\ntécnico que, en conjunto con la consultora Sostenible por Naturaleza, elaboró\nel diagnóstico, los talleres comunales e institucionales y la sistematización\nde la experiencia con la conclusión del documento final que fue aprobado en el\nComité Científico Técnico y el Consejo Regional del Área de Conservación\nTortuguero.\n\nSÉTIMO: Que el 25 marzo del 2014, en reunión de Comité Científico Técnico\n1-2014, se presenta la Propuesta del Plan General de Manejo 2014-2023, se\nsolicita a la Administración del PNT incluir mejoras al documento, las cuales\nse presentaron vía correo electrónico el 22 de mayo del 2014 y se envían los\narchivos con las correcciones solicitadas por el Comité Científico Técnico y se\ndan por aprobadas.\n\n  OCTAVO: Que el 23 de agosto\ndel 2016, la Directora del Área de Conservación Tortuguero certifica mediante\noficio SINAC-ACTo-310-2016, el acuerdo UNO-2015, del Tomo 1 del Consejo\nRegional del Área de Conservación Tortuguero, del 19 de febrero del dos mil\nquince mediante acuerdo número dos, se aprueba la actualización del Plan de\nManejo del Parque Nacional Tortuguero, sujeto a que se revisen en el documento\ntécnico; concretamente: hasta donde se permitiría la navegación en el río\nSierpe y en el sector de Caño Sirena y además indicar si en el sector de Cuatro\nEsquinas se debe o no limitar la velocidad de las embarcaciones.\n\nNOVENO: Que el 23 de agosto del 2016, la Directora del Área de Conservación\ncertifica mediante Oficio SINAC-ACTo-DIR-311, que en el libro de Actas Tomo 1\ndel Consejo Regional del Área de Conservación Tortuguero en el ACTA NÚMERO\nTRES-2015 de la reunión ordinaria del Comité Ejecutivo del CORACTo; efectuada\nel veintitrés de abril del dos mil quince, mediante acuerdo número\n\ntres, se aprueban\nlas correcciones y aclaraciones presentadas por la Gerencia de Áreas Silvestres\nProtegidas, en la Propuesta de Actualización del Plan de Manejo del Parque\nNacional Tortuguero.\n\nDÉCIMO: Que el CONAC aprobó la actualización del Plan General de Manejo del Parque Nacional\nTortuguero, en la Sesión Extraordinaria Nº 04-2017, celebrada el 11 de julio del 2017 y mediante\nAcuerdo Nº 9, aprueba la actualización del Plan General de Manejo e instruye a la Dirección\nEjecutiva del SINAC y a la Dirección del ACTo para que procedan con el trámite correspondiente para\nsu publicación y oficialización.\n\nPor tanto,\n\nLA SECRETARÍA EJECUTIVA DEL\n\nCONSEJO NACIONAL DE ÁREAS DE CONSERVACION\n\nRESUELVE:\n\nPRIMERO: Publicar el siguiente Resumen Ejecutivo de la Actualización del Plan de\nManejo del Parque Nacional Tortuguero, a efectos de su oficialización:\n\na) Objetivo General del Plan General de Manejo\n\nOrientar la gestión\ndel Parque Nacional Tortuguero a partir de un conjunto de prioridades de\nconservación, con acciones estratégicas que permitan mejorar o mantener su\nviabilidad ecológica en el corto, mediano y largo plazo.\n\nb) Objetivos específicos del Plan General de Manejo.\n\n. Conservar muestras representativas de ecosistemas terrestres y marinos\npresentes en la zona de vida bosque tropical muy húmedo, en el caribe norte\ncostarricense.\n\n. Proteger especies de flora y fauna que se encuentran en peligro de\nextinción, especialmente las tortugas marinas, los felinos, el manatí, el\nalmendro y algunas aves.\n\n. Preservar los recursos paisajísticos sobresalientes como son la red de\ncanales y lagunas naturales.\n\n. Conservar los recursos terrestres y marinos con fines espirituales,\ncientíficos, educativos, recreativos y turísticos.\n\n. Contribuir al desarrollo socioeconómico y ambiental de la región del\nCaribe norte costarricense.\n\nc) Zonificación del Parque Nacional Tortuguero\n\nLa presente zonificación es producto de un proceso de consulta con\nfuncionarios del PNT y ACTo, actores locales e institucionales relacionados con\nel PNT. Se realizaron dos talleres participativos. El primero se efectuó el 11\nde marzo del 2013, con participación de los funcionarios del PNT y ACTo (SPN,\n2013a). Aquí se revisó y actualizó la zonificación del plan de manejo del 2004\n(ACTo, 2004), Comité Científico Técnico (2016).\n\nEl segundo taller se realizó el 02 de mayo del 2013 (SPN, 2013b). Aquí\nse facilitó la revisión y validación de la propuesta y se recibieron\nsugerencias de nuevas zonas por parte de los actores externos al PNT.\n\nA continuación, se\npresenta la propuesta de zonificación para el PNT:\n\nCuadro 1. Estadísticas de la zonificación terrestre y marina del Parque\nNacional Tortuguero, 2013.\n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\n \n\nLos talleres participativos (SPN, 2013a, 2013b) junto con los hallazgos del\ndiagnóstico fueron la base para generar los programas para el Plan General de\nManejo (PGM) del PNT. La información de los nueve Elementos Focales de Manejo\n(EFM), las diez amenazas y la zonificación fue fundamental para proceder con\nlas estrategias de conservación.\n\nEl taller del 9 y 10 de abril de 2013 (SPN, 2013c) dio como resultado un\nconjunto de estrategias propuestas por los participantes para cada programa.\nAdemás, el equipo facilitador complementó la propuesta con otras estrategias de\níndole administrativo y operativo que se requieren para el PNT. Estos productos\nse definieron según la \"Herramienta para la Evaluación de la Efectividad\nde Manejo de las Áreas Silvestres Protegidas de Costa Rica\" (SINAC, 2013).\n\nLa propuesta del Plan General de Manejo del PNT 2014-2023 está\nestructurada en 5 programas y 24 estrategias:\n\n. Programa Administrativo (siete estrategias)\n\n. Programa Control y Protección (tres estrategias)\n\n. Programa Turismo Sostenible (cinco estrategias)\n\n. Programa Investigación y Monitoreo (cinco estrategias)\n\n. Programa Gestión Ciudadana (cuatro estrategias)\n\nCada programa tiene una justificación, objetivos y estrategias. Las\nestrategias incluyen enfoques tanto de conservación como de gestión. Las\nestrategias y la matriz de seguimiento y control fueron elaboradas en MS Excel,\npara que la administración y funcionarios del PNT puedan dar seguimiento\nfácilmente a su implementación.\n\n. Programa Administrativo\n\nA. Justificación\n\nEl programa administrativo coordina, supervisa, implementa y articula\nlas actividades propias del PGM a través de los planes anuales operativos. Está\na cargo de una persona que asume la administración general del PNT por\nmedio de la ejecución de funciones gerenciales, planificación, gestión del\nrecurso humano y financiero y de la integración de las políticas nacionales y\nregionales, entre otros.\n\nB. Objetivos estratégicos\n\n1. Disponer de personal en cantidad y calidad necesarios para manejar el\nPNT, apoyándose con voluntarios cuando se requiera.\n\n2. Desarrollar un plan de comunicación para las audiencias internas y\nexternas del PNT.\n\n3. Adoptar un conjunto de mecanismos diversos para la gestión de\nrecursos financieros externos.\n\n4. Propiciar mayor apoyo y sensibilización de otras instituciones sobre\nlas problemáticas ambientales.\n\n5. Proporcionar al personal el equipo e infraestructura adecuados para\nel manejo del PNT.\n\n6. Elaborar y ejecutar el plan de manejo de residuos sólidos y líquidos\npara el ASP.\n\n7. Medir el grado de ejecución anual del Plan General de Manejo del PNT.\n\n8. Consolidar el Patrimonio Natural del Estado en el PNT.\n\n. Programa Control y Protección\n\nA. Justificación\n\nEl proceso de actualización del PGM identificó 1 O amenazas que impactan\nlos EFM terrestres y marinocosteros (ver sección íError! No se encuentra el ori\ngen de la referencia. íError! No se encuentra el origen de la referencia.). Algunas\nde estas amenazas, como la cacería ilegal de chancho de monte y la tala y\naserrío de árboles, se dan en tierra firme. Por otro lado, la extracción ilegal\nde peces se practica tanto en los canales como en las bocanas y en el sector\nmarino del PNT. La captura de tortugas se da tanto en la costa como en el mar y\nel saqueo de sus nidos tiene lugar en las playas de desove.\n\nEl programa de control y protección debe ser proactivo, identificando\nlas principales amenazas, los sitios más propensos, rutas de acceso, tiempos\n(épocas del año, horas del día) y medios con los que cuentan los infractores.\nEs necesario fortalecer la capacidad del ACTo con capacitación y equipamiento\npara la protección y el control tanto en el sector terrestre del PNT como en\nlos canales y en el mar. Alianzas para el trabajo conjunto con entidades como\nel Ministerio de Seguridad Pública, en particular con el Servicio Nacional de\nGuardacostas, pueden fortalecer esa capacidad, tanto en tierra como en el mar.\n\nEste programa también debiera coordinar con la unidad de investigación,\nya que las rutas de patrullaje pueden aprovecharse para apoyar el monitoreo\nbiológico a partir de las observaciones de los guardaparques.\n\nB. Objetivos estratégicos\n\n1. Incrementar la capacidad operativa, tanto en tierra como en el mar,\ndel programa de control y protección.\n\n2. Fortalecer las alianzas estratégicas y el trabajo conjunto con otros\nactores.\n\n3. Disminuir el impacto negativo de las amenazas causadas por el ser\nhumano en los EFM y los recursos naturales en general del PNT.\n\n. Programa de Turismo Sostenible\n\nA. Justificación\n\nEste programa es el responsable de la gestión de la visitación turística\nen las ZUP del PNT, así como del monitoreo de sus impactos sobre el entorno y\nsobre la calidad de la experiencia de visitantes. También busca mejorar la\ncalidad de la infraestructura y de la oferta de los servicios turísticos en las\nZUP del PNT, empleando mecanismos innovadores como permisos de uso y\nconcesiones de servicios no esenciales en las ZUP.\n\nB.   "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Complete Text of Norm 023\n\n                        Update of the Tortuguero National Park (PNT) Management Plan\n\nComplete Text of acta: 124AD4\n\nNATIONAL SYSTEM OF\nCONSERVATION AREAS\n\nR-SINAC-CONAC-023-2018\n\nThe National Council of Conservation Areas, in accordance with Agreement\nNo. 9 of Extraordinary Session No. 04-2017 of July 11, 2017, and in compliance\nwith article 12 subsection d) of the Regulation to the Biodiversity Law No. 7788, Executive Decree No.\n34433-MINAE, approves and issues the present:\n\nUpdate of the Tortuguero National Park (PNT) Management Plan\n\nWHEREAS:\n\nFIRST: That in accordance with article 22 of the Biodiversity Law number\n7788 of May 27, 1998, the National System of Conservation Areas is created,\nwith its own legal personality, as a system of institutional management and\ncoordination, deconcentrated and participatory, that integrates\ncompetencies in forestry, wildlife, and protected areas, with the purpose\nof issuing policies, planning, and executing processes aimed at achieving\nsustainability in the management of Costa Rica's natural resources.\n\nSECOND: That it is a priority policy of SINAC to facilitate and promote actions\nthat lead to the protection, conservation, and sustainable management of natural\nresources and biodiversity present in the Protected Wilderness Areas, hereinafter\nthe ASP, of the Conservation Areas.\n\nTHIRD: That it is the competence of the National System of Conservation Areas,\nthrough each Conservation Area, to administer and protect\nProtected Wilderness Areas throughout the entire national territory.\n\nFOURTH: That in accordance with articles 23 and 28 of the Biodiversity Law No. 7788 and\narticles 9 and 21 of its regulation, Executive Decree No. 34433-MINAE, published in La Gaceta No. 68\nof April 8, 2008, the Tempisque Conservation Area, hereinafter referred to as ACT, is part of\nthe SINAC organization and is responsible for applying current legislation on natural\nresources within its geographic demarcation.\n\nCONSIDERING:\n\nFIRST: That Tortuguero National Park (hereinafter PNT) was declared a\nnational park on September 24, 1970, by Executive Decree No.\n1235-A, published in La Gaceta No. 213, which indicates its territorial\nlimits and general regulations. On November 3, 1975, its\ndeclaration and its management regulations were reaffirmed by Law of the\nRepublic No. 5680. Since the PNT was established, the limits have been\nmodified three times by Executive Decrees (1980, 1995, and 1998), and the\narea has gone from 64,701.45 Ha. (18,946 Ha. terrestrial and 45,755.45 Ha. marine)\nthat it had in 1975, to 72,359 Ha. currently (45,755 Ha. marine and 26,604\nHa. terrestrial).\n\nSECOND: That the Management Plan for Protected Wilderness Areas (ASP) is the\nguiding instrument for effective administration and management of\nnatural and cultural elements present in said areas and of the\nsocio-environmental dynamics linked to them. Furthermore, it is the technical tool by\nwhich each ASP establishes the management guidelines for the use of\nmanagers, administrators, and interest groups; therefore, the first\ninstance that must carry out the validation of the management proposal is the\nauthorities of the Conservation Area, as well as the official bodies of\nsocial participation established therein, be they the Regional Councils\nand Local Committees, in accordance with the Biodiversity Law No. 7788.\n\nTHIRD: The Management Plans aim to serve as a\nplanning and operation instrument to implement appropriate management\nand conservation measures for protected wilderness areas, promoting the participation\nof society, especially local communities, through different\nprocesses.\n\nFOURTH: That the National Council of Conservation Areas (CONAC) approved the \"Manual\nof Procedures for the Publication of Management Plans of the Protected Wilderness Areas\nof the National System of Conservation Areas\", by\nAgreement No. 17, taken in Extraordinary\nSession No. 06-2008 of August\n4, 2008.\n\nFIFTH: That CONAC, in Agreement No. 8\nof Extraordinary Session No. 02-2011\nof May 2, 2011, agreed to modify Agreement No. 17 of Extraordinary\nSession No. 06-2008 of August 4, 2008, so that the zoning\ndefined in the General Management Plan be published in its entirety.\n\nSIXTH: That in 2012, the Tortuguero Conservation Area began the process\nof updating the Tortuguero National Park Management Plan, with support\nfrom the BIOMARR Project, whose objective was \"to contribute to the\nestablishment of a marine-coastal protected area system that is\necologically representative, efficiently managed, and has\nstable financing.\" It was proposed, then, to collaboratively develop, update,\nand implement management plans for coastal marine habitats,\nsuch as the Tortuguero National Park Management Plan. Forming a technical\nteam that, together with the consulting firm Sostenible por Naturaleza, developed\nthe assessment, the community and institutional workshops, and the systematization\nof the experience with the conclusion of the final document, which was approved by the\nTechnical Scientific Committee and the Regional Council of the Tortuguero Conservation Area.\n\nSEVENTH: That on March 25, 2014, at the Technical Scientific Committee\n1-2014 meeting, the 2014-2023 General Management Plan Proposal was presented; the\nPNT Administration was requested to include improvements to the document, which\nwere presented via email on May 22, 2014, and the\nfiles with the corrections requested by the Technical Scientific Committee were sent and\ndeemed approved.\n\nEIGHTH: That on August 23,\n2016, the Director of the Tortuguero Conservation Area certifies through\nofficial memorandum SINAC-ACTo-310-2016, agreement ONE-2015, from Volume 1 of the\nRegional Council of the Tortuguero Conservation Area, of February 19, two thousand\nfifteen, through agreement number two, the update of the\nTortuguero National Park Management Plan is approved, subject to the review of the following in the technical\ndocument: specifically: the extent to which navigation would be permitted in the\nSierpe River and in the Caño Sirena sector, and also indicate whether in the Cuatro\nEsquinas sector boat speed should be limited or not.\n\nNINTH: That on August 23, 2016, the Director of the Conservation Area\ncertifies through Official Memorandum SINAC-ACTo-DIR-311, that in the Minutes Book Volume 1\nof the Regional Council of the Tortuguero Conservation Area, in MINUTE NUMBER\nTHREE-2015 of the ordinary meeting of the CORACTo Executive Committee, held\non April twenty-third, two thousand fifteen, through agreement number\n\nthree, the\ncorrections and clarifications presented by the Protected Wilderness Areas Management, in the Update Proposal\nfor the Tortuguero National Park Management Plan, are approved.\n\nTENTH: That CONAC approved the update of the Tortuguero National Park General Management Plan, in Extraordinary Session No. 04-2017, held on July 11, 2017, and through\nAgreement No. 9, approves the update of the General Management Plan and instructs the\nSINAC Executive Directorate and the ACTo Directorate to proceed with the corresponding procedure for\nits publication and formalization.\n\nTherefore,\n\nTHE EXECUTIVE SECRETARIAT OF THE\n\nNATIONAL COUNCIL OF CONSERVATION AREAS\n\nRESOLVES:\n\nFIRST: To publish the following Executive Summary of the Update of the\nTortuguero National Park Management Plan, for the purposes of its formalization:\n\na) General Objective of the General Management Plan\n\nGuide the management\nof Tortuguero National Park based on a set of conservation\npriorities, with strategic actions that allow for improving or maintaining its\necological viability in the short, medium, and long term.\n\nb) Specific objectives of the General Management Plan.\n\n. Conserve representative samples of terrestrial and marine ecosystems\npresent in the tropical very humid forest life zone, in the northern\nCosta Rican Caribbean.\n\n. Protect flora and fauna species that are in danger of\nextinction, especially sea turtles, felines, the manatee, the\nalmond tree, and some birds.\n\n. Preserve outstanding scenic resources such as the network of\nnatural canals and lagoons.\n\n. Conserve terrestrial and marine resources for spiritual,\nscientific, educational, recreational, and tourism purposes.\n\n. Contribute to the socioeconomic and environmental development of the\nnorthern Costa Rican Caribbean region.\n\nc) Zoning of Tortuguero National Park\n\nThe present zoning is the product of a consultation process with\nPNT and ACTo officials, and local and institutional stakeholders related to\nthe PNT. Two participatory workshops were held. The first was held on March 11,\n2013, with the participation of PNT and ACTo officials (SPN,\n2013a). Here, the zoning of the 2004 management plan was reviewed and updated\n(ACTo, 2004), Technical Scientific Committee (2016).\n\nThe second workshop was held on May 2, 2013 (SPN, 2013b). Here,\nthe review and validation of the proposal was facilitated and\nsuggestions for new zones were received from stakeholders external to the PNT.\n\nBelow, the\nzoning proposal for the PNT is presented:\n\nTable 1. Statistics of the terrestrial and marine zoning of Tortuguero\nNational Park, 2013.\n\n| --- | --- | --- | --- | --- | --- | --- | --- | --- | --- |\n\nThe participatory workshops (SPN, 2013a, 2013b) together with the findings of\nthe assessment were the basis for generating the programs for the General Management Plan\n(PGM) of the PNT. Information from the nine Focal Management Elements (EFM),\nthe ten threats, and the zoning was fundamental for proceeding with\nconservation strategies.\n\nThe workshop of April 9 and 10, 2013 (SPN, 2013c) resulted in a\nset of strategies proposed by the participants for each program.\nFurthermore, the facilitation team complemented the proposal with other strategies of\nan administrative and operational nature that are required for the PNT. These products\nwere defined according to the \"Tool for the Assessment of Management\nEffectiveness of Costa Rica's Protected Wilderness Areas\" (SINAC, 2013).\n\nThe PNT General Management Plan Proposal 2014-2023 is\nstructured into 5 programs and 24 strategies:\n\n. Administrative Program (seven strategies)\n\n. Control and Protection Program (three strategies)\n\n. Sustainable Tourism Program (five strategies)\n\n. Research and Monitoring Program (five strategies)\n\n. Citizen Engagement Program (four strategies)\n\nEach program has a justification, objectives, and strategies. The\nstrategies include both conservation and management approaches. The\nstrategies and the monitoring and control matrix were developed in MS Excel,\nso that the PNT administration and officials can easily follow up\non their implementation.\n\n. Administrative Program\n\nA. Justification\n\nThe administrative program coordinates, supervises, implements, and articulates\nthe PGM's own activities through the annual operational plans. It is\nthe responsibility of a person who assumes the general administration of the PNT\nthrough the execution of managerial functions, planning, management of\nhuman and financial resources, and the integration of national and\nregional policies, among others.\n\nB. Strategic objectives\n\n1. Have personnel in the quantity and quality necessary to manage the\nPNT, relying on volunteers when required.\n\n2. Develop a communication plan for the internal and\nexternal audiences of the PNT.\n\n3. Adopt a set of diverse mechanisms for the management of\nexternal financial resources.\n\n4. Promote greater support and awareness from other institutions regarding\nenvironmental issues.\n\n5. Provide staff with adequate equipment and infrastructure for\nthe management of the PNT.\n\n6. Develop and execute the solid and liquid waste management plan\nfor the ASP.\n\n7. Measure the annual degree of implementation of the PNT General Management Plan.\n\n8. Consolidate the State's Natural Heritage within the PNT.\n\n. Control and Protection Program\n\nA. Justification\n\nThe PGM update process identified 10 threats that impact\nthe terrestrial and marine-coastal EFMs (see section Error! Reference source not\nfound. Error! Reference source not found.). Some\nof these threats, such as the illegal hunting of white-lipped peccary and the logging and\nsawing of trees, occur on terra firme. On the other hand, the illegal extraction\nof fish is practiced both in the canals and at the river mouths and in the marine\nsector of the PNT. The capture of turtles occurs both on the coast and at sea, and\nthe looting of their nests takes place on the nesting beaches.\n\nThe control and protection program must be proactive, identifying\nthe main threats, the most susceptible sites, access routes, times\n(seasons of the year, times of day), and means available to the offenders.\nIt is necessary to strengthen the capacity of the ACTo with training and equipment\nfor protection and control both in the terrestrial sector of the PNT and in\nthe canals and at sea. Alliances for joint work with entities such as\nthe Ministry of Public Security, particularly with the National\nCoast Guard Service, can strengthen that capacity, both on land and at sea.\n\nThis program should also coordinate with the research unit,\nsince patrol routes can be used to support biological\nmonitoring based on the observations of park rangers.\n\nB. Strategic objectives\n\n1. Increase the operational capacity, both on land and at sea,\nof the control and protection program.\n\n2. Strengthen strategic alliances and joint work with other\nstakeholders.\n\n3. Reduce the negative impact of human-caused threats on\nthe EFMs and the natural resources in general of the PNT.\n\n. Sustainable Tourism Program\n\nA. Justification\n\nThis program is responsible for managing tourism visitation\nin the PNT's Public Use Zones (ZUP), as well as monitoring its impacts on the environment and\non the quality of the visitor experience. It also seeks to improve the\nquality of the infrastructure and the supply of tourism services in the\nZUP of the PNT, using innovative mechanisms such as use permits and\nconcessions for non-essential services in the ZUP.\n\nB. Strategic objectives.\n\n1. Strengthen the management of tourism visitation in the PNT's ZUP.\n\n2. Mitigate the impacts of visitation in the ZUP.\n\n3. Incorporate key stakeholders in the proper management of visitation to the\nPNT.\n\n4. Improve the physical conditions offered to users in the\nZUP.\n\n5. Improve the quality of the supply of tourism services in the\nPNT's ZUP.\n\n. Research and Monitoring Program\n\nA. Justification\n\nResearch must contribute to the generation of useful information\nto better understand the National Park's resources, identify the levels of\nimpact of threats, and support management actions. In general, the\ndetails of the impacts of the identified threats on the EFMs are not known,\nwhich is why specific assessment of each of them is required.\n\nScientific research and biological monitoring must become\nsubstantive instruments for the generation of useful and pertinent information for\ndecision-making, in accordance with the fulfillment of the\nPNT's conservation objectives.\n\nB. Strategic objectives\n\n1. Establish the PNT's priorities regarding scientific\nresearch and the monitoring of its natural, biological, and cultural resources.\n\n2. Provide the PNT and other users access to the\ngenerated information.\n\n3. Strengthen the resources and capabilities of the PNT for managing\nscientific research and monitoring.\n\n4. Establish strategic alliances with key stakeholders for\nscientific research and monitoring.\n\n. Citizen Engagement Program\n\nA. Justification\n\nThis program seeks proper management of relations with the\nsocial environment of the PNT, both at the level of coastal communities and those\ninland. One way to do this is by promoting the awareness of the\nneighboring population regarding the conservation and sustainability of the environment and\nbiodiversity.\n\nB. Strategic objectives\n\n1. Achieve greater awareness of the population in the terrestrial\nand coastal environment of the PNT regarding the conservation and sustainability of the environment and\nbiodiversity.\n\n2. Promote strategic alliances with organizations, State\ninstitutions, and private enterprise through the coordination of activities to execute\nthe PGM.\n\n3.
