Ley 8495 denominada: \"Ley General del Servicio Nacional de\nSalud Animal\"; Ley N°2035 denominada: \"Ley Orgánica del Consejo Nacional de\nProducción\"; Ley N° 9036 denominada Ley transformación del Instituto de\nDesarrollo Agrario (IDA) en el Instituto de Desarrollo Rural (INDER) y la Ley\n9327 denominada: \"Ley de aprobación del Contrato de Préstamo N. 2157 suscrito\nentre la República de Costa Rica y el Banco Centroamericano de Integración\nEconómica, para financiar el Proyecto Mercado Regional Mayorista de la Región\nChorotega\" se procede a emitir la siguiente Directriz Ministerial al Servicio Nacional\nde Salud Animal, al Servicio Fitosanitario del Estado y al Instituto\nCostarricense de Pesca y Acuicultura, al Consejo Nacional de Producción, al\nInstituto de Desarrollo Rural y al Programa Integral de Mercadeo Agropecuario\ny;\n\nConsiderando:\n\n1º-Que al Ministro de Agricultura y Ganadería como Rector del sector\nAgropecuario le corresponde dictar la Políticas Nacionales en torno a la\nplanificación, coordinación, ejecución seguimiento y evaluación de las\ninstituciones públicas a su cargo, dentro de las cuales está el Ministerio de\nAgricultura y Ganadería (MAG), el Servicio Fitosanitario del Estado (SFE),\nServicio Nacional de Sanidad Agropecuaria (Senasa),Instituto de desarrollo\nRural (Inder), el Consejo Nacional de Producción (CNP), Instituto Nacional de Pesca\ny acuicultura (Incopesca), Consejo Nacional de Clubes 4s (Conac), Oficina\nNacional de Semillas (ONS), Servicio Nacional de Riego y Avenamiento (Senara),\nInstituto Nacional de Transferencia de Tecnología Agropecuaria (Inta)y Programa\nIntegral de Mercadeo Agropecuario (PIMA).\n\n2º-Que desde la Cumbre Mundial de la Alimentación (CMA) de 1996, la FAO\nha considerado que la Seguridad Alimentaria es: \"a nivel de individuo, hogar,\nnación y global, se consigue cuando todas las personas, en todo momento, tienen\nacceso físico y económico a suficiente alimento, seguro y nutritivo, para\nsatisfacer sus necesidades alimenticias y sus preferencias, con el objeto de\nllevar una vida activa y sana\".\n\nEsta conceptualización de Seguridad Alimentaria surge en la década del\n70, basado en la producción y disponibilidad alimentaria a nivel global y\nnacional, ya para los años 80, se añadió la idea del acceso, tanto económico\ncomo físico, y ya para la década del 90, se llegó al concepto actual que\nincorpora la inocuidad y las preferencias culturales, y se reafirma la\nSeguridad Alimentaria como un derecho humano.\n\n3º-Que la economía de la provincia de Guanacaste se ha caracterizado a\ntravés de los años por ser predominantemente agropecuaria, destacando la\nproducción de ganado; y cultivos tradicionales de la zona, como son: arroz,\nmaíz y frijol, a la cual se ha sumado el incremento en la producción tales como\nla caña de azúcar, los cítricos, el melón y mango.\n\nAdemás, la región Chorotega posee enormes recursos de pesca marina con\nun alto potencial para la acuicultura, extensas áreas protegidas y de\nconservación así como un gran potencial para la agricultura que se ve muy\nfavorecido por la existencia de un distrito de riego en la zona. Por otra\nparte, en el campo de los servicios de turismo, es importante destacar que es\nla provincia con mayor número de declaratorias de zonas turísticas del país, por\nlo que ha sido objeto de enormes inversiones estatales en vías de comunicación\ny megaproyectos turísticos privados; cuenta con la presencia de un aeropuerto y\nes la principal zona generadora de electricidad del territorio nacional, con plantas\nhidroeléctricas, geotérmicas y una planta eólica en funcionamiento.\n\n4º-Que el Mercado Regional Chorotega es un proyecto del Sector\nAgropecuario el cual se encuentra dentro del Plan Nacional de Desarrollo, e\ninvolucra el desarrollo de la Región Chorotega del país en su parte\nagropecuaria e hidrobiológica.\n\n5º-Que para el año 2019 se tiene la recepción del Mercado Regional\nChorotega por parte de la Unidad Ejecutora del contrato préstamos del Estado\ncon el BCIE, lo que implica la puesta en marcha del proyecto aprobado por ley\nde la República 9327. By the 1980s, the idea of access, both economic\nand physical, was added, and by the 1990s, the current concept was reached, which\nincorporates safety and cultural preferences, and reaffirms\nFood Security as a human right.\n\n3.—That the economy of the province of Guanacaste has been characterized over\nthe years as predominantly agricultural, with emphasis on\nlivestock production; and traditional crops of the area, such as: rice,\ncorn, and beans, to which has been added the increase in production of items such\nas sugar cane, citrus fruits, melon, and mango.\n\nFurthermore, the Chorotega region possesses enormous marine fishery resources with\nhigh potential for aquaculture, extensive protected and\nconservation areas, as well as great potential for agriculture, which is greatly\nfavored by the existence of an irrigation district in the area. On the other\nhand, in the field of tourism services, it is important to highlight that it is\nthe province with the largest number of tourist zone declarations in the country, for which\nreason it has been the object of enormous state investments in communication routes\nand large-scale private tourist projects; it has the presence of an airport and\nis the principal electricity-generating zone of the national territory, with hydroelectric\nand geothermal plants and a wind farm in operation.\n\n4.—That the Chorotega Regional Market (Mercado Regional Chorotega) is a project of the Agricultural\nSector, which is found within the National Development Plan, and\ninvolves the development of the country's Chorotega Region in its agricultural\nand hydrobiological components.\n\n5.—That for the year 2019, the reception of the Chorotega Regional Market\n(Mercado Regional Chorotega) by the Executing Unit of the State's loan contract\nwith the BCIE is scheduled, which implies the start-up of the project approved by Law\nof the Republic 9327.
