Que nuestro país tiene claro que la\nDescarbonización y la resiliencia están basadas en los principios de inclusión,\nrespeto por los derechos humanos y equidad de género; y su planificación\nrequiere un balance entre la visión de largo plazo y acciones inmediatas que\ntracen la ruta entre las metas actuales y el 2050, congruentes con el\ncumplimiento de los objetivos de la Agenda 2030 y del Acuerdo de París.\n\nIV. Que por ello, se ha elaborado un \"Plan de Descarbonización\nCompromiso del Gobierno del Bicentenario\", el cual está siendo utilizado\ncomo la base para la construcción de nuestro Plan Nacional de Desarrollo e\nInversiones Públicas (2018-2022), y el Plan Estratégico Costa Rica 2050\n(Estrategia de Largo Plazo), lo cual alimentará el sistema de ambición y\ntransparencia del país, y será la base para la actualización y mejora de\nnuestras próximas Contribuciones Nacionalmente Determinadas o NDCs\n\nV. That for this reason, a \"Decarbonization Plan\nCommitment of the Bicentennial Government\" has been prepared, which is being used\nas the basis for the construction of our National Development and Public\nInvestment Plan (2018-2022), and the Costa Rica 2050 Strategic Plan\n(Long-Term Strategy), which will feed the country's system of ambition and\ntransparency, and will be the basis for updating and improving\nour next Nationally Determined Contributions or NDCs.\n\nV. That to consolidate this process of transformational change,\nit is necessary to modernize the institutional framework, the fiscal framework, the educational system\nunder comprehensive approaches, with social, financial,\nenvironmental and technological considerations that are sought to be addressed with the cross-cutting\nstrategies, which will feed the updating and formulation of new\nsectoral policies, and the country's public investment system.\n\nVIII.
