Capítulo Tercero del\nTítulo Segundo de la Ley Nº 6227 del 2 de mayo de 1978, Ley General de la\nAdministración Pública, la Ley Nº 7064 del 29 de abril de 1987, Ley de Fomento\na la Producción Agropecuaria, que incorpora la Ley Orgánica del Ministerio de Agricultura\ny Ganadería.\n\nConsiderando:\n\n1º-Que el Sector\nAgropecuario es el componente de la Administración Pública que cumple con la\nfunción de dirección, planificación, coordinación, ejecución, seguimiento y\nevaluación de las actividades públicas, en apoyo al desarrollo agropecuario\nnacional.\n\n2º-Que de\nconformidad con lo dispuesto en la Ley N° 7064, Ley de Fomento a la Producción\nAgropecuaria, compete al Ministro de Agricultura y Ganadería, la rectoría del\nSector Agropecuario.\n\n3º-Que el\nartículo 35 de la Ley \"FODEA\" dispone entre las funciones y atribuciones del\nMinistro de Agricultura y Ganadería, como director político del Sector\nAgropecuario, nombrar grupos de trabajo o comisiones de alto nivel para el\nestudio de problemas específicos, cuando así se requiera.\n\n4º-Que es\nnecesario garantizar que las políticas, planes y procedimientos desarrollados\nen el país para la sostenibilidad del sector palmero, atiendan las necesidades\nactuales y futuras de la actividad.\n\n5º-Que es\nnecesario para el Despacho del Ministro de Agricultura y Ganadería, dentro del\nSector Agroalimentario, contar con la asesoría de un grupo de expertos para\nlograr una gestión oportuna y eficaz que satisfaga los intereses del país,\nconvirtiéndose en un espacio de dialogo e intercambio de criterios para\ndesarrollar acciones estratégicas que garanticen al Estado y a las personas productoras,\nla mejora productiva y competitiva del sector palmero.\n\n6º-Que la\nactividad de palma aceitera en los últimos años ha estado expuesta y afectada\npor, la caída de los precios internacionales del aceite crudo, problemas de\ncolocación del producto en el mercado internacional, por problemas\nfitosanitarios y acompañado de prácticas agrícolas deficitarias que provoca que\nel pago al productor a nivel nacional se haya reducida significativamente, así\ncomo bajos rendimientos productivos y, que atentan contra la estabilidad de la\nactividad.\n\n7º-Que es de\nconveniencia institucional y nacional establecer un órgano que analice,\nproponga, articule y gestione las acciones técnicas en las fases de siembra,\nproducción y mercadeo agropecuario, así como diseñar las estrategias a seguir\npara unificar la atención del sector palmero nacional. Por tanto,\n\nACUERDA:\n\nCREACIÓN DE\nLA COMISIÓN NACIONAL\n\nDE PALMA\nACEITERA\n\nArtículo\n1°-Créase la Comisión Nacional de Palma Aceitera que deberá, a instancia del\nMinistro de Agricultura y Ganadería proponer, articular, gestionar y dar\nseguimiento a las políticas, programas, planes y proyectos desarrollados para\ncumplir con la estrategia de rescate y sostenibilidad del Sector Palmero\nNacional.\n\nArtículo 2º-La\ncomisión tendrá como objetivo de analizar y construir una agenda de trabajo que\nestablezca las líneas a seguir por parte del sector público y sector\nproductivo, en el cumplimiento de la Estrategia Nacional de Palma Aceitera y el\nPrograma de Investigación y Trasferencia Tecnológica del Ministerio de Agricultura\ny Ganadería, así como cualquier otro planteamiento que se enfoque en solucionar\ny fortalecer la actividad palmera.\n\nArtículo 3°-La\nComisión tendrá las siguientes funciones:\n\na. Therefore,\n\nIT IS AGREED:\n\nCREATION OF\nTHE NATIONAL COMMISSION\n\nOF OIL PALM\n\nArticle\n1°—The National Oil Palm Commission is created, which shall, at the request of the\nMinister of Agriculture and Livestock, propose, articulate, manage, and follow\nup on the policies, programs, plans, and projects developed to\nfulfill the rescue and sustainability strategy of the National Oil Palm Sector.\n\nArticle 2°—The\ncommission shall have the objective of analyzing and constructing a work agenda that\nestablishes the lines to be followed by the public sector and the productive\nsector, in fulfilling the National Oil Palm Strategy and the\nResearch and Technology Transfer Program of the Ministry of Agriculture\nand Livestock, as well as any other approach focused on solving\nand strengthening the oil palm activity.\n\nArticle 3°—The\nCommission shall have the following functions:\n\na. Manage and\narticulate the application of the National Oil Palm Strategy.\n\nb. Promote\nat the national level the practice of the results obtained in the National\nProgram of Innovation and Technology Transfer for Oil Palm.\n\nc. Propose the\ncore areas of work to achieve fulfillment of the National Strategy.\n\nd. Coordinate with\nthe PITTA PALMA Commission the future needs in terms of\nresearch and technology transfer for the oil palm sector.\n\ne. Recommend to\nthe minister public policies for the improvement of the sector.\n\nf.
