  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 41563\n\n                        Declaratoria de interés público de la actividad denominada \"Primer encuentre\nde experiencias en la gestión integral del recursos hídrico, UCR, 2019\"\n\nTexto Completo acta: 12BC67\n\nN° 41563-MINAE\n\nEL PRESIDENTE DE LA REPÚBLICA\n\nY EL MINISTRO DE AMBIENTE Y ENERGÍA\n\nEn uso de las facultades conferidas en los artículos 50, 140 incisos 3),\n18) y 20) y 146 de la Constitución Política; numerales 12 y 13 de la Ley Orgánica\ndel Ambiente N° 7554 del 04 de octubre de 1995; artículo 11 inciso 3) de la Ley\nde Biodiversidad N° 7788 del 30 de abril de 1998; y los artículos 25 inciso 1),\n27 inciso 1), 28 inciso 2) acápite b) y 113 de la Ley General de la\nAdministración Pública N° 6227 del 2 de mayo de 1978.\n\nConsiderando:\n\nI.-Que de conformidad con lo dispuesto en el artículo 50 de la\nConstitución Política, el Estado debe procurar el mayor bienestar a todos los\nhabitantes del país, además de preservar el derecho a disfrutar de un ambiente\nsano y ecológicamente equilibrado.\n\nII.-Que debe procurar materializarse en todos los niveles, la Gestión\nIntegral del Recurso Hídrico, entendido este concepto, como aquel proceso que\npromueve el aprovechamiento coordinado del agua, la tierra y los recursos\nnaturales asociados, con el fin de maximizar el bienestar social y económico de\nmanera equitativa, sin comprometer la sustentabilidad de los ecosistemas.\n\nIII.-Que la Asamblea General de las Naciones Unidas, mediante las\nresoluciones A/RES/64/292 del 28 de julio de 2010 y A/RES/70/169 del 17 de\ndiciembre de 2015, reconoce el derecho humano al agua y al saneamiento, mismos\nque se consideran esenciales para el pleno disfrute de la vida y de todos los\nderechos humanos.\n\nIV.-Que el Objetivo N° 6 denominado \"Agua limpia y Saneamiento\" de los\nObjetivos de Desarrollo Sostenible, establece en la meta número 6.5: \"De aquí a\n2030, implementar la gestión integrada de los recursos hídricos a todos los\nniveles, incluso mediante la cooperación transfronteriza, según proceda\".\n\nV.-Que la actividad denominada \"Primer Encuentro de Experiencias en la\nGestión Integral del Recurso Hídrico, UCR 2019\", se desarrollará en el marco de\nla conmemoración del día mundial del agua, que, por disposición de la Asamblea\nGeneral de las Naciones Unidas, fue designado para celebrarse el 22 de marzo de\ncada año, esto, como una forma de sensibilizar sobre la importancia del agua\ndulce y la defensa de la gestión sostenible del recurso.\n\nVI.-Que la presente actividad está dirigida a instituciones públicas,\nmunicipalidades, universidades, organizaciones no gubernamentales, fundaciones,\nasociaciones, empresa privada, estudiantes y público en general; y se presenta\ncomo un espacio de diálogo e intercambio de experiencias sobre temas actuales que\nse circunscriben a la Gestión Integral del Recurso Hídrico, y que serán\nabordados por expositores con experiencia en la materia.\n\nVII.-Que de conformidad con el Reglamento a la Ley de Protección al\nCiudadano del Exceso de Requisitos y Trámites Administrativos, Decreto\nEjecutivo N° 37045-MP-MEIC y sus reformas, se' determinó que la presente\npropuesta no establece ni modifica trámites, requisitos o procedimientos, que\nel administrado deba cumplir, situación por la que no se procedió con el\ntrámite de control previo.
