Likewise, it incorporates the right of every person to a healthy and\necologically balanced environment.\n\nII.-That through the Sole Transitory Provision of Executive Decree No. 41479-MAG\nof December 11, 2018, published in La Gaceta No. 08 of January 11,\n2019, it was provided that the Executive Branch shall have a period of three months,\ncounted from the publication of the Decree, to issue a new regulation\non the utilization of the purse-seine tuna fishing capacity\nquota recognized to Costa Rica within the Inter-American Tropical Tuna Commission\n(CIAT).\n\nIII.-Notwithstanding the efforts made by the Executive Branch,\nthe technical, legal, economic, and social studies that will allow for the regulation of the exploitation of the fishing capacity of the tuna resource,\nwhich the Inter-American Tropical Tuna Commission (CIAT) recognized to the Costa Rican\nState, are still being conducted, making it necessary to extend the deadline initially granted\nto issue the new regulation.\n\nIV.-That the Cost-Benefit Evaluation Form was completed,\nSection I, denominated Prior Control of Regulatory Improvement, with\nthe result being negative and the proposal containing no procedures or\nrequirements. Therefore,\n\nDecree:\n\nArticle 1.—To extend the deadline established in the Sole Transitory Provision of\nExecutive Decree No. 41479-MAG of December 11, 2018, published in La\nGaceta No. 08 of January 11, 2019, for up to two additional months, expiring on\nJune 11, 2019.\n\n(Sinalevi Note:\nThrough Article 1 of Executive Decree No. 41907 of July 16, 2019,\nit was agreed to extend the previous deadline for three more months, that is, until\nNovember 30, 2019)\n\nArticle 2.—This Decree shall be effective upon its publication.\n\nIssued at the Presidency of the Republic, on the fifth day of the month of\nApril of the year two thousand nineteen."
