Las Partes\npodrán también contar con el apoyo de entidades del sector privado, que\ncontribuyan a cubrir los costos locales de las visitas de intercambio.\n\n2.3 Con el fin de\nfacilitar la implementación de las actividades acordadas, las Partes buscarán\nel apoyo financiero de terceros, tales como la Organización de Estados\nAmericanos (OEA).\n\nARTÍCULO\nIII\n\nREVISIÓN\nY EVALUACIÓN\n\n3.1 Las Partes\nacuerdan que las actividades realizadas dentro del marco de este Memorándum,\nserán evaluadas anualmente por el personal de las instituciones focales o con la\nasistencia de terceros, incluyendo la Organización de Estados Americanos (OEA),\ncuando corresponda.\n\nARTÍCULO\nIV\n\nVALIDEZ Y\nENMIENDAS\n\n4.1 Este\nMemorándum entrará en vigencia a partir de la fecha de la última notificación mediante\nla cual las Partes se comuniquen el cumplimiento de los requisitos internos\nexigidos por su legislación para la entrada en vigor. The text is as follows:\n\nMEMORANDUM\nOF UNDERSTANDING ON COOPERATION IN\n\nECOTOURISM\n\nBETWEEN THE\nGOVERNMENT OF THE REPUBLIC OF COSTA RICA AND\n\nTHE\nGOVERNMENT OF THE COMMONWEALTH OF DOMINICA\n\nThe Government of the\nRepublic of Costa Rica and the Government of the Commonwealth of Dominica, hereinafter\n\"the Parties\".\n\nWishing to enhance\nthe existing bilateral relations, which are based on a mutual friendship\nbetween the two countries, and wishing to promote cooperation in the cultural field, in accordance\nwith our laws.\n\nConvinced that\ncooperation in tourism will contribute to a better understanding of the communities\nof the two countries.\n\nConsidering that the\nproper exploitation of natural resources is crucial for achieving\nsustainable economic growth and prosperity in the hemisphere and that our\ncountries are willing to benefit from and contribute to the development of ecotourism.\n\nHave reached the following understanding:\n\nARTICLE\nI\n\nPURPOSE\n\n1.1 The purpose\nof this Memorandum of Understanding (hereinafter referred to as the \"Memorandum\") is\nto establish a framework for collaboration between the Parties, with respect to\ntraining, provision of technical assistance, organization of field visits\nand exchange in tourism, and in particular, ecotourism, in accordance with their internal\nlaws.\n\nARTICLE\nII\n\nEXECUTION\nOF THE AGREED ACTIVITIES\n\n2.1 The\nactivities and projects shall be initiated through an exchange of letters\nbetween the Parties directly, through diplomatic channels, or through the Permanent Missions accredited to the Organization of American States (OAS).\n\n2.2 Each Party shall\nbear the cost of its delegation's travel to the other country, while the\nhost country shall bear the cost of accommodation and internal transportation. The Parties\nmay also count on the support of private sector entities, which\ncontribute to covering the local costs of the exchange visits.\n\n2.3 In order to\nfacilitate the implementation of the agreed activities, the Parties shall seek\nfinancial support from third parties, such as the Organization of\nAmerican States (OAS).\n\nARTICLE\nIII\n\nREVIEW\nAND EVALUATION\n\n3.1 The Parties\nagree that the activities carried out within the framework of this Memorandum,\nshall be evaluated annually by the staff of the focal institutions or with the\nassistance of third parties, including the Organization of American States (OAS),\nwhen applicable.\n\nARTICLE\nIV\n\nVALIDITY AND\nAMENDMENTS\n\n4.1 This\nMemorandum shall enter into force on the date of the last notification\nwhereby the Parties communicate to each other the fulfillment of the internal\nrequirements demanded by their legislation for its entry into force. The termination or non-renewal of this Memorandum shall not affect the\nexisting programs and activities under development between the Parties, unless otherwise stipulated in an agreement.\n\n4.2 Its validity\nshall be for a period of three (3) years, and shall be renewed for an equal period, unless one of the Parties notifies, in writing, six months before the expiration date of the agreement, the other Party, through diplomatic channels, expressing its desire to terminate this Memorandum.\n\n4.3 The\nmodifications to this Memorandum shall be made in writing and by mutual agreement\nof the Parties and shall enter into force in accordance with paragraph\n\n4.1 The document in\nwhich the modifications are agreed upon, shall be attached to this Memorandum and\nshall form an integral part thereof.\n\nThis Memorandum\nis signed in two identical original copies in Spanish and English, in the\ncity of Roseau on the thirtieth day of the month of January, 2013.\n\nFor the Government of the                                        For\nthe Government of the\n\nRepublic of Costa\nRica                                   Commonwealth\nof Dominica\n\nEffective as of its publication.\n\nDone in the\nPresidency of the Republic, San José on the seventh day of the month of February of the\nyear two thousand nineteen."
