el\ncertificado de acreditación.\n\nEn los casos en que la\nvigencia de la acreditación o en los casos de certificaciones de sistemas o\nproductos, si el plazo es menor a los indicados, el reconocimiento se otorgará\npor el plazo indicado en los documentos de acreditación.\n\n4.1.2 Los interesados\npueden solicitar reconocimiento de la equivalencia del certificado de\nacreditación en los alcances con Acuerdo de Reconocimiento Multilateral en ILAC\no IAF.\n\n4.1.3 Todo interesado\nque desee obtener el reconocimiento de la equivalencia del certificado de acreditación\ndebe cumplir lo establecido en este documento y los requisitos de las normas o\nguías de acreditación en su versión vigente. Esto incluye adaptarse a los\ncambios que ECA publique con versiones posteriores.\n\n4.1.4 Toda la\ninformación suministrada al ECA es tratada de manera confidencial. ECA mantiene\ntodas las solicitudes que se presenten resguardadas de forma segura.\n\n4.1.5 Solamente se\nreconocen las acreditaciones otorgadas por un OA signatario del MLA o MRA con\nILAC, IAF o IAAC.\n\n4.1.6 La presentación\nde un trámite no implica la obtención del reconocimiento de la equivalencia del\ncertificado de acreditación.\n\n4.1.7 Una vez vencida\nla vigencia del reconocimiento de la equivalencia del certificado de\nacreditación, el ECA no garantiza que la acreditación del OEC emitida por un OA\nse mantenga vigente.\n\n4.1.8 En los casos en\nque no sea posible emitir el reconocimiento de la equivalencia del certificado\nde acreditación, sea por incumplimiento de las prevenciones realizadas o porque\nla verificación de la información resulta negativa, el ECA no reembolsará el\ncosto de la presentación de la solicitud.\n\n4.1.9 Finalizada la\nvigencia del reconocimiento y si el interesado requiere mantener su vigencia,\ndebe iniciar el proceso para un nuevo reconocimiento de la equivalencia del\ncertificado de acreditación, con la correspondiente presentación de la\nsolicitud y cancelar las tarifas vigentes.\n\n5 REQUISITOS PARA EL\nRECONOCIMIENTO DE LA EQUIVALENCIA DEL CERTIFICADO DE ACREDITACIÓN.\n\n5.1.1 La acreditación\ndebe ser otorgada por un Organismo de Acreditación firmante de MLA en el\nalcance que solicita.\n\n5.1.2 La acreditación\nemitida por el OA en el país de origen debe estar vigente al momento de\nsolicitar el reconocimiento de la equivalencia del certificado de acreditación y\nsin ninguna suspensión de la acreditación.\n\n5.1.3 Presentación\ncompleta del trámite de reconocimiento de la equivalencia del certificado de\nacreditación con todos los documentos requeridos.\n\n5.1.4 Cuando el\ndocumento es emitido por un OA en un idioma diferente al español o inglés, se\ndebe presentar una traducción oficial al idioma español.\n\n6 PROCESO GENERAL DE\nRECONOCIMIENTO DE LA EQUIVALENCIA DEL CERTIFICADO DE ACREDITACIÓN\n\n6.1.1 El interesado\ndebe crear un nuevo usuario en el sitio web: eco.eca.or.cr (solo aplica para la\nprimera vez), posteriormente debe crear un nuevo trámite y completar la\ninformación requerida.\n\n6.1.2 El verificador\nrevisa el pago y la información presentada por parte del interesado, en un\nplazo de 7 días hábiles, el cual se puede extender hasta un período igual,\ncuando se requiera verificar el contenido de la información directamente con el\norganismo de certificación de producto responsable o el organismo de\nacreditación respectivo, en cuyo caso se le notificará al interesado.\n\n6.1.3 Si la solicitud,\nNO se encuentra completa el verificador debe enviar el trámite a subsanar\nmediante la plataforma digital. El interesado debe subsanar las deficiencias\nencontradas para continuar con el proceso de reconocimiento de la equivalencia\ndel certificado de acreditación y se vuelve a iniciar la revisión del trámite.\n\n6.1.5 Si el trámite de\nreconocimiento de la equivalencia del certificado de acreditación, se encuentra\ncompleto; el Verificador confirma la validez de la información en 7 días\nhábiles, comprobando si la acreditación se encuentra vigente y si fue otorgada\npor un OA firmante del MLA en IAAC, ILAC o IAF, según aplique.\n\n6.1.6 Si durante el\nproceso de la verificación de la información el Verificador considera\nnecesarias aclaraciones por parte del interesado, ésta las traslada al\nsolicitante. De no realizar las aclaraciones necesarias, se procede al archivo\ndefinitivo del trámite.\n\n6.1.7 Si la\nverificación realizada resulta positiva, dentro de los 7 días hábiles\nestablecidos anteriormente el Verificador completa el formulario\nECA-MC-MA-P05-F03 Reconocimiento de la equivalencia del certificado de\nacreditación y gestiona las firmas respectivas.\n\nNota. El reconocimiento\nde la equivalencia del certificado de acreditación debe estar acompañado con la\ncopia fiel del certificado o informe que respalde los resultados de evaluación\nde conformidad, el alcance de acreditación del organismo de acreditación de\norigen y el certificado de acreditación cuando sea posible.\n\n6.1.8 Confirmada la\ninformación el Verificador traslada los resultados de la investigación al\nAprobador, quien debe proceder a la revisión en un plazo de 3 días hábiles,\n\n6.1.9 El Verificador\nnotifica al interesado, el reconocimiento otorgado y solicita el pago del\notorgamiento correspondiente.\n\n6.1.10 Posterior al\npago de las tarifas respectivas, el Aprobador sube a la plataforma\neco.eca.or.cr, el reconocimiento de la equivalencia del certificado de\nacreditación.\n\n6.1.11 Se realizan\nrevisiones periódicas para lo cual, el Verificador, confirma que las condiciones\nbajo las cuales el OEC fue reconocido se mantiene invariable. La información de\nestas revisiones se registra en el ECA-MC-MA-P05-F02 listado de reconocimiento\nde la equivalencia del certificado de acreditación.\n\n6.1.12 Si durante las\nrevisiones periódicas se detecta que el OEC reconocido está suspendido,\nretirado o con su acreditación vencida, de manera inmediata se cancela el\nreconocimiento otorgado y se informa al interesado.\n\n6.1.13 El ECA hará esta\ninformación de conocimiento público y no reintegrará ningún monto por el plazo\nrestante del reconocimiento otorgado.\n\n7 LISTADO DE\nRECONOCIMIENTOS DE LA EQUIVALENCIA DEL CERTIFICADO DE ACREDITACION\n\n7.1.1 El ECA mantiene\nel ECA-MC-MA-P05-F02 listado de reconocimiento de la equivalencia del\ncertificado de acreditación con la siguiente información:\n\n- Número de\nReconocimiento\n\n- Nombre del OEC que\nobtuvo el certificado de acreditación\n\n- Alcance de la\nAcreditación Reconocida\n\n- Fecha de emisión del\nreconocimiento\n\n- Vigencia - (por tres\nmeses o por doce meses)\n\n- Organismo de\nacreditación emisor de la acreditación\n\n- Nombre del\ninteresado.\n\n- Correo electrónico\n\n- Fechas de revisión\ndel mantenimiento del reconocimiento\n\n7.1.2 El ECA mantendrá\ninformado a solicitud de cualquier entidad del gobierno, el estado de los reconocimientos\nde equivalencias del certificado de acreditación otorgados, su vigencia y\nnombre del solicitante.\n\n7.1.3 Para suministrar\ninformación adicional sobre los reconocimientos de las equivalencias del\ncertificado de acreditación, el interesado debe comunicarse al correo\nexoneracion@eca.or.cr\n\n8 TARIFAS\n\n8.1 Consultar las\ntarifas vigentes al correo exoneracion@eca.or.cr\n\nNota 1: Se aplican las mismas tarifas aprobadas para el\nproceso de evaluación y acreditación.\n\nLas cuales se\nactualizan de manera automática semestralmente, por lo que regirá la tarifa\nvigente al momento del trámite.\n\n8.2 El interesado puede\nsolicitar la revalidación del reconocimiento otorgado por el ECA, para esto\ndebe hacer el trámite de nuevo en el sitio web: eco.eca.or.cr y realizar el\npago correspondiente al otorgamiento del reconocimiento a los rubros II o III\ndel cuadro 1 según aplique. La revalidación se otorgará siempre que se\nmantengan las condiciones de la solicitud inicial y las acreditaciones se\nmantengan vigentes, por lo que no se requiere pagar nuevamente la solicitud. the\naccreditation certificate.\n\nIn cases where the\nvalidity of the accreditation or in cases of system or product certifications,\nif the term is less than those indicated, the recognition will be granted for the\nterm indicated in the accreditation documents.\n\n4.1.2 Interested parties\nmay request recognition of the equivalence of the accreditation\ncertificate in the scopes with a Multilateral Recognition Agreement in ILAC\nor IAF.\n\n4.1.3 Any interested party\nwishing to obtain the recognition of the equivalence of the accreditation certificate\nmust comply with the provisions of this document and the requirements of the standards\nor accreditation guides in their current version. This includes adapting to\nchanges that ECA publishes in subsequent versions.\n\n4.1.4 All\ninformation provided to ECA is treated confidentially. ECA keeps\nall applications submitted securely safeguarded.\n\n4.1.5 Only\naccreditations granted by an OA that is a signatory to the MLA or MRA with\nILAC, IAF, or IAAC are recognized.\n\n4.1.6 The submission\nof an application does not imply the obtainment of the recognition of the equivalence of the\naccreditation certificate.\n\n4.1.7 Once the validity\nof the recognition of the equivalence of the accreditation\ncertificate has expired, ECA does not guarantee that the OEC's accreditation issued by an OA\nremains valid.\n\n4.1.8 In cases\nwhere it is not possible to issue the recognition of the equivalence of the accreditation\ncertificate, whether due to non-compliance with the notifications made or because\nthe verification of the information is negative, ECA will not reimburse the\ncost of submitting the application.\n\n4.1.9 Once the validity\nof the recognition has ended and if the interested party needs to maintain its validity,\nthey must initiate the process for a new recognition of the equivalence of the\naccreditation certificate, with the corresponding submission of the\napplication and payment of the current fees.\n\n5 REQUIREMENTS FOR THE\nRECOGNITION OF THE EQUIVALENCE OF THE ACCREDITATION CERTIFICATE.\n\n5.1.1 The accreditation\nmust be granted by an Accreditation Body (Organismo de Acreditación) that is a signatory to the MLA in the\nscope requested.\n\n5.1.2 The accreditation\nissued by the OA in the country of origin must be valid at the time of\nrequesting the recognition of the equivalence of the accreditation certificate and\nwithout any suspension of the accreditation.\n\n5.1.3 Complete\nsubmission of the application for recognition of the equivalence of the accreditation\ncertificate with all required documents.\n\n5.1.4 When the\ndocument is issued by an OA in a language other than Spanish or English,\nan official translation into Spanish must be submitted.\n\n6 GENERAL PROCESS FOR\nRECOGNITION OF THE EQUIVALENCE OF THE ACCREDITATION CERTIFICATE\n\n6.1.1 The interested party\nmust create a new user on the website: eco.eca.or.cr (only applies the\nfirst time), and subsequently must create a new application and complete the\nrequired information.\n\n6.1.2 The verifier (Verificador)\nreviews the payment and the information submitted by the interested party, within\na period of 7 business days, which may be extended for an equal period,\nwhen it is necessary to verify the content of the information directly with the\nresponsible product certification body or the respective accreditation\nbody, in which case the interested party will be notified.\n\n6.1.3 If the application\nis NOT complete, the verifier (Verificador) must send the application back for correction\nthrough the digital platform. The interested party must correct the deficiencies\nfound to continue with the process of recognition of the equivalence of the\naccreditation certificate, and the review of the application restarts.\n\n6.1.5 If the application for\nrecognition of the equivalence of the accreditation certificate is\ncomplete, the Verifier (Verificador) confirms the validity of the information within 7 business\ndays, verifying if the accreditation is valid and if it was granted\nby an OA that is a signatory to the MLA in IAAC, ILAC, or IAF, as applicable.\n\n6.1.6 If during the\ninformation verification process the Verifier (Verificador) deems\nclarifications from the interested party necessary, these are forwarded to the\napplicant. If the necessary clarifications are not made, the application will be permanently\narchived.\n\n6.1.7 If the\nverification performed is positive, within the 7 business days\nestablished above, the Verifier (Verificador) completes the form\nECA-MC-MA-P05-F03 Recognition of the equivalence of the accreditation\ncertificate and processes the respective signatures.\n\nNote. The recognition\nof the equivalence of the accreditation certificate must be accompanied by a\ncertified copy of the certificate or report supporting the conformity assessment results,\nthe scope of accreditation of the accreditation body of\norigin, and the accreditation certificate whenever possible.\n\n6.1.8 Once the information is\nconfirmed, the Verifier (Verificador) forwards the results of the investigation to the\nApprover, who must proceed with the review within a period of 3 business days.\n\n6.1.9 The Verifier (Verificador)\nnotifies the interested party of the recognition granted and requests payment of the\ncorresponding granting fee.\n\n6.1.10 After the\npayment of the respective fees, the Approver uploads to the platform\neco.eca.or.cr, the recognition of the equivalence of the accreditation\ncertificate.\n\n6.1.11 Periodic reviews\nare carried out for which the Verifier (Verificador) confirms that the conditions\nunder which the OEC was recognized remain unchanged. The information from\nthese reviews is recorded in ECA-MC-MA-P05-F02 list of recognition\nof the equivalence of the accreditation certificate.\n\n6.1.12 If during the\nperiodic reviews it is detected that the recognized OEC is suspended,\nwithdrawn, or with its accreditation expired, the\nrecognition granted is immediately cancelled and the interested party is informed.\n\n6.1.13 ECA will make this\ninformation public knowledge and will not refund any amount for the remaining\nterm of the recognition granted.\n\n7 LIST OF\nRECOGNITIONS OF THE EQUIVALENCE OF THE ACCREDITATION CERTIFICATE\n\n7.1.1 ECA maintains\nthe ECA-MC-MA-P05-F02 list of recognition of the equivalence of the\naccreditation certificate with the following information:\n\n- Recognition Number\n\n- Name of the OEC that\nobtained the accreditation certificate\n\n- Scope of the\nRecognized Accreditation\n\n- Date of issuance of the\nrecognition\n\n- Validity - (for three\nmonths or for twelve months)\n\n- Accreditation body\nissuing the accreditation\n\n- Name of the\ninterested party.\n\n- Email address\n\n- Dates of review of the\nmaintenance of the recognition\n\n7.1.2 ECA will keep\nany government entity informed, upon request, of the status of the recognitions\nof equivalences of the accreditation certificate granted, their validity, and the\nname of the applicant.\n\n7.1.3 To provide\nadditional information on the recognitions of the equivalences of the\naccreditation certificate, the interested party must contact the email address\nexoneracion@eca.or.cr\n\n8 FEES\n\n8.1 Consult the\ncurrent fees at the email address exoneracion@eca.or.cr\n\nNote 1: The same fees approved for the\nevaluation and accreditation process apply.\n\nThese are\nupdated automatically every six months, so the fee\ncurrent at the time of the application will apply.\n\n8.2 The interested party may\nrequest the revalidation of the recognition granted by ECA; for this, they\nmust complete the application process again on the website: eco.eca.or.cr and make the\ncorresponding payment for the granting of the recognition under items II or III\nof table 1, as applicable. Revalidation will be granted provided that the\nconditions of the initial application are maintained and the accreditations\nremain valid; therefore, it is not required to pay the application fee again. In\nthe event that the original conditions under which the\nrecognition was granted change, the interested party must pay the application fee.\n\n8.3 ECA may\napply discounts on the fees for the recognitions of the accreditation\ncertificate, provided the following conditions are met:\n\n9 ANNEXES\n\nNot applicable.\n\n10 CHANGES\n\n \n\n11 TRANSITIONAL\n\nNot applicable." }
