  "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Full Text of Norm 48\n\n                        Postpones the collection of annual fees for commercial fishing licenses,\naquaculture authorizations, transport and commercialization authorizations for fishery products\n\nFull Text of Record: 136360\n\nCOSTA RICAN INSTITUTE OF FISHERIES\n\nAND AQUACULTURE\n\nAJDIP/0048-2020.-Puntarenas, on the second day of April two thousand\ntwenty\n\nConsidering:\n\n1º-That the Costa Rican Institute of Fisheries and Aquaculture (INCOPESCA) is\nthe specialized institution in matters of fisheries and aquaculture.\n\n2º-That in accordance with Law No. 8436, the Fisheries and Aquaculture Law,\nINCOPESCA is the executing authority of said law.\n\n3º-That it is the responsibility of INCOPESCA to grant licenses, concessions, and\nauthorizations, in accordance with the Fisheries and Aquaculture Law.\n\n4º-That the payment of the fee for licenses, concessions, and authorizations\nmust be made annually, in accordance with Article 82 LPA.\n\n5º-That due to the state of national emergency caused by the\nCovid-19 coronavirus pandemic, the fisheries and aquaculture sector has been\naffected, and therefore Incopesca must seek to provide the necessary\nfacilities to avoid placing those engaged in these activities at risk and\nso that they may continue with their work.\n\n6º-That the emergency situation has caused users of\nIncopesca services to be unable to pay the annual fee or carry out the\nrenewal procedures for fishing licenses and authorizations.\n\n7º-That likewise, the decision adopted by INCOPESCA causes an\nimpact on the institution's finances, a consideration that is assessed by\nthe Board of Directors of INCOPESCA, in view of the report presented by\nthe General Administrative Directorate regarding the financial effects.\n\n8º-That the Board of Directors of INCOPESCA, in response to the national emergency being experienced,\nconsiders it appropriate to guarantee those who make a living from fisheries and aquaculture\nthe continuity of their work, in order to mitigate the economic and\nsocial effects they face; after deliberation, the Board of Directors, Therefore,\n\nAGREES:\n\nIn response to the superior interest generated by addressing the national\nemergency caused by the Covid-19 coronavirus pandemic, respect for the\nhealth orders issued by the Ministry of Health, and the instructions\nissued by the Government of the Republic:\n\n1 The collection of annual fees for commercial fishing licenses,\naquaculture authorizations, transport and commercialization authorizations for fishery products is postponed, with the exception of supermarkets, for those payments that must be made between the dates of March 16 and June 16, 2020, to which\na period of 3 months from the expiration of the corresponding annual fee will be granted to proceed with the respective payment to the institution.\n\n2- To make representations before the Maritime Transport Directorate of the Ministry of\nPublic Works and Transport, in order to determine matters relating to the\nseaworthiness certificates that expire on the proposed dates.\n\n3- To make representations before the CCSS, so that natural and legal persons\nwho fall into arrears during the mentioned dates are not required to be up to date\nwith their obligations in order to carry out the procedures they require before\nINCOPESCA.\n\n4- Let this be communicated through the Executive Presidency of INCOPESCA to\nall departments of INCOPESCA so that this\nagreement is implemented immediately.\n\n5- Firm Agreement.
