Furthermore,\nthe Municipalities having jurisdiction over the specified list\nof rivers are urged, through the Municipal Police, to prohibit\npersons from entering these rivers, and thus reduce the increase in the\nspread of COVID-19.\n\nII That it is deemed appropriate and necessary to update the list of rivers\nof the national territory, contained in provisions Two and Three of the Por\ntanto of the cited Resolution, in order to prevent and mitigate the risk or\ndamage to public health and to address the national state of emergency declared\nby Executive Decree No. 42227-MP-S of March 16, 2020, and in\npursuit of the well-being of all persons residing in the Costa Rican\nterritory in the face of the effects of COVID-19.\n\nPor tanto,\n\nTHE MINISTER OF HEALTH\n\nRESOLVES\n\nFIRST: To amend provisions Two and Three of the Por tanto of\nministerial resolution No. MS-DM-JM-3130-2020 of two o'clock in the afternoon on June\nthird, two thousand twenty, so that henceforth they shall read as follows:\n\n\"SECOND: Based on\nthe factual and legal considerations cited in this resolution,\nparticularly Article 147 subsections b) and c) of the Ley General de Salud,\nLaw number 5395 of October 30, 1973, in that persons are\nobligated to comply with the measures ordered by this\nMinistry regarding \"(.) b) The preventive measures that the health\nauthority orders when a disease presents sporadically, endemically, or\nepidemically. c) The preventive measures that the health authority orders for\nthe purpose of locating and controlling infectious foci, means of transmission, hosts and\nvectors of contagious diseases or to proceed with the\ndestruction of such foci and vectors, as appropriate.(.)\", the\nMinistry of Public Works and Transport (MOPT), through the Port\nand Maritime Directorate, and the Ministry of Public Security, through the National\nCoast Guard Service and other respective support, are instructed to prohibit\npersons from entering the following rivers of the national territory: Medio Queso, Frío,\nSistema de Canalización del Caribe Norte (Canales de Tortuguero), Colorado,\nSarapiquí and San Carlos, within the time slot from 17:00 hours to\n5:00 hours from Monday to Sunday, inclusive.\n\nTHIRD: The Municipalities having within their\njurisdictions the following rivers are urged, through the Municipal\nPolice, to prohibit persons from entering the following rivers of the\nnational territory: Medio Queso, Frío, Sistema de Canalización del Caribe\nNorte (Canales de Tortuguero), Colorado, Sarapiquí and San Carlos, within the time\nslot from 17:00 hours to 5:00 hours from Monday to\nSunday, inclusive.\"\n\nSECOND: In all other respects,\nresolution MS-DM-JM-3130-2020 of two o'clock in the afternoon on June\nthird, two thousand twenty, is confirmed."
