tecnológicos, compromisos internacionales y nuevas\nobligaciones que la Institución ha tenido que asumir desde su creación.\n\n2º-Sin embargo, la carencia de una estructura organizacional debidamente\nacredita antes las Instituciones gubernamentales, ha debilitado el accionar\ninstitucional ya que para algunas acciones o actividades es un requisito\nindispensable, ejemplo de esto la formulación y desarrollo de proyectos de\ninversión, gestionar incremento de capital humano, atención de tratados y\nconvenios internacionales y fundamentalmente tener la capacidad de gestión para\ndar cumplimiento a los planes institucionales y apoyo al Plan Nacional de Desarrollo\ne Inversión Pública (PNDIP) impulsado por cada Administración.\n\n3º-Que ante esto, el INCOPESCA como ente rector de la pesca y la\nacuicultura en el país, presento con el apoyo de los señores Directores\nInstitucionales así como representante de ANEP,\nFILIAL INCOPESCA, propuesta de modernización al Ministerio Planificación y\nPolítica Económica, MIDEPLAN como una herramienta que permitirá identificar\nesfuerzos de gestión, crear alianzas con entes públicos y privados, establecer estrategias de\ncoordinación interinstitucional, así como la formulación y seguimiento de\nplanes estratégicos nacionales e institucionales\n\n4º-Que se propone el fortalecimiento de la gestión técnica del Instituto mediante la identificación\nde procesos tales como la investigación para la generación de valiosa información biológica de las\ndiferentes especies pesqueras y acuícolas y así garantizar su sostenibilidad, así como información\nconfiable, oportuna y adecuada en áreas como zonas de capturas y reproducción de especies, tallas de\nprimera madurez sexual, estimación de biomasa, entre otras\n\n4º-Que a partir de lo anterior, se plantearon algunos elementos\nsustantivos que refuerzan la mejora de la gestión Institucional de cara al\napoyo de las comunidades vinculadas a las actividades pesqueras y acuícolas en\nCosta Rica.\n\n5º-Por otra parte, la propuesta da énfasis al tema de fiscalización para que los procesos y\nactividades se desarrollen de conformidad con la normativa nacional e internacional vigente,\nbrindando mayor énfasis en temas como descargas de los productos pesqueros, monitoreo y seguimiento\nsatelital de embarcaciones, así como el uso racional day of July, two thousand twenty\n\nConsidering:\n\n1º-That, since the creation of the Costa Rican Institute of Fisheries and Aquaculture, INCOPESCA, in 1994, the Institution has utilized a functional structure that has allowed it to operate administratively in accordance with technological changes, international commitments, and new obligations that the Institution has had to assume since its creation.\n\n2º-However, the lack of an organizational structure duly accredited before government Institutions has weakened institutional action, since for some actions or activities it is an indispensable requirement, an example of this being the formulation and development of investment projects, managing increases in human capital, addressing international treaties and agreements, and fundamentally having the management capacity to fulfill institutional plans and support the National Development and Public Investment Plan (PNDIP) promoted by each Administration.\n\n3º-That in view of this, INCOPESCA, as the governing body of fisheries and aquaculture in the country, presented, with the support of the Institutional Directors as well as the representative of ANEP, FILIAL INCOPESCA, a modernization proposal to the Ministry of National Planning and Economic Policy, MIDEPLAN, as a tool that will allow for the identification of management efforts, the creation of alliances with public and private entities, the establishment of inter-institutional coordination strategies, as well as the formulation and monitoring of national and institutional strategic plans.\n\n4º-That the strengthening of the Institute's technical management is proposed through the identification of processes such as research for the generation of valuable biological information on the different fishery and aquaculture species and thus guarantee their sustainability, as well as reliable, timely, and adequate information in areas such as catch and reproduction zones for species, sizes at first sexual maturity, biomass estimation, among others.\n\n4º-That based on the foregoing, some substantive elements were put forward that reinforce the improvement of Institutional management with a view to supporting communities linked to fishing and aquaculture activities in Costa Rica.\n\n5º-Furthermore, the proposal emphasizes the topic of inspection (fiscalización) so that processes and activities are carried out in accordance with current national and international regulations, placing greater emphasis on topics such as landings of fishery products, satellite monitoring and tracking of vessels, as well as the rational use of fuel at preferential prices for the national commercial and tourist fishing fleet, among others.\n\n6º-That the modernization of the Institute will give impetus to the promotion (fomento) of continental and marine aquaculture in pursuit of productive alternatives for food production and employment generation, as well as promoting family aquaculture in order to support the country's food security.\n\n7º-It is thus that on March 21, 2020, MIDEPLAN, through official communication MIDEPLAN-DM-OF0231-2020, notified the approval of the new organizational structure of the Institute, granting a period of one year for its implementation.\n\n2º-That having analyzed the foregoing, the Board of Directors,\n\nTherefore;\n\nAGREES\n\n1º-To approve the new organizational structure of the Institute, granting a period of one year for its implementation, and said structure shall be formed as
