B) Obtener la\nparticipación efectiva de la comunidad, en la construcción, operación,\nmantenimiento y desarrollo del acueducto; C) Colaboración en los\nprogramas y campañas de índole educativo que se emprendan. D) Ayudar a\nexplicar y divulgar las disposiciones y reglamentos del Instituto Costarricense\nde Acueductos y Alcantarillados; E) Cooperar con los planes, proyectos y\nobras que emprenda el Instituto Costarricense de Acueductos y\nAlcantarillados y la comunidad; F) Participar en asuntos relativos a la\nadministración, conservación y explotación racional de las aguas;\ncontrol de su contaminación o alteración, definición de las medidas y acciones\nnecesarias para la protección de las cuentas hidrográficas y la\nestabilidad ecológica; G) Velar porque todos sus sistemas, sus\ninstalaciones de acueductos o alcantarillados sanitario, cumplan los\nprincipios básicos del servicio público, tanto en calidad, cantidad,\ncobertura, eficiencia, racionalización de gastos, etc.; B) Obtain the effective participation of the community in the construction, operation, maintenance, and development of the aqueduct; C) Collaboration in educational programs and campaigns that are undertaken. D) Help explain and disseminate the provisions and regulations of the Instituto Costarricense de Acueductos y Alcantarillados; E) Cooperate with the plans, projects, and works undertaken by the Instituto Costarricense de Acueductos y Alcantarillados and the community; F) Participate in matters relating to the administration, conservation, and rational exploitation of waters; control of their contamination or alteration, definition of the measures and actions necessary for the protection of watersheds (cuentas hidrográficas) and ecological stability; G) Ensure that all its systems, its aqueduct or sanitary sewerage installations, comply with the basic principles of public service, in terms of quality, quantity, coverage (cobertura), efficiency, expense rationalization, etc.; H) Provide public services in an efficient, equal, and timely manner to all its users, without distinctions of any nature.\"\n\nIV.-Such purposes meet a social need of the highest order, and therefore deserve the support of the Costa Rican State.\n\nTherefore,\n\nThey decree:\n\nDECLARATION OF PUBLIC UTILITY FOR\n\nTHE ADMINISTRATING ASSOCIATION OF THE\n\nAQUEDUCT AND SANITARY SEWERAGE\n\nOF ALEGRÍA, GUABATA,\n\nMASCOTA, GUAIRA, DISTRICT\n\nOROSI, CANTÓN PARAÍSO,\n\nPROVINCE CARTAGO\n\nArticle 1.-Declare of public utility for the interests of the State the Administrating Association of the Aqueduct and Sanitary Sewerage of Alegría, Guabata, Mascota, Guaira, district Orosi, cantón Paraíso, province Cartago, legal identification number 3-002-385234.\n\nArticle 2.-It is the duty of the Association to annually render a management report before the Ministry of Justice and Peace, in accordance with the provisions of article 32 of the Regulation to the Law of Associations.\n\nArticle 3.-The income and the assets (patrimonio) of the association that are allocated entirely and exclusively for public or charitable purposes and that in no case are distributed directly or indirectly among its members, shall be exempt from the income tax; on the contrary, that part which does not have that purpose, or is distributed in any way among its associates, shall be subject to the imposition of this tax.\n\nArticle 4.-It is the responsibility of the Tax Administration to control and supervise the correct fulfillment of the tax obligations of the association, in accordance with the provisions of articles 103 and 104 of the Code of Tax Standards and Procedures.\n\nArticle 5.-Once this decree is published, the interested parties must formalize (protocolizar) and present the respective certified copy (testimonio) before the Registry of Associations of the National Registry, for its respective registration (inscripción).\n\nArticle 6.-It shall be effective as of its publication.\n\nIssued at the Presidency of the Republic.-San José, the seventh of May, two thousand twenty." }
