Chirripó\nconsiderando las modalidades acordes con los diferentes escenarios\")\n\nResolución\nSINAC-ACLA-P-D-118-2021.-Ministerio del Ambiente y Energía.-Sistema Nacional de\nÁreas de Conservación.-Área de Conservación La Amistad Pacífico, Villa Ligia, Daniel\nFlores, al ser las quince horas del once de marzo del dos mil veintiuno.\n\nResultando:\n\n1º-Que el\n22 de octubre del 2020, en La Gaceta N° 278 se publicó la Resolución N°\nSINAC-ACLA-P-D-374-2020 de las catorce horas del 25 de setiembre del dos mil\nveinte.\n\nQue\nestableció el Procedimiento de Reservaciones del Parque Nacional Chirripó.\n\nConsiderando:\n\n1º-Que desde el 7 de setiembre del 2020 se formalizó el contrato número 0432020001100059-00 de la\nLicitación Pública número 2019LN-000002-000680000 para la implementación de los servicios no\nesenciales en el Parque Nacional Chirripó con una vigencia de un año, prorrogable.\n\n2º-Que en\nel mes de octubre 2020 se realizó la apertura del sistema de reservaciones del\nParque Nacional Chirripó bajo los lineamientos de salud\nnacionales para la vigilancia en la infección por COVID-19 con un aforo al 50%\nde la capacidad de operación del Albergue Base Crestones. Siendo que a la fecha\nse tienen reservaciones de marzo al 31 de agosto 2021 bajo el esquema de un\naforo del 50% de visitación.\n\n3º-Que, en el mes de febrero 2021 el Ministerio de Salud comunica la ampliación del aforo de\nvisitación de las Áreas Silvestres Protegidas al 100%. Por lo cual la Administración en conjunto con\nsus colabores han dirigido esfuerzos para la elaboración de un plan de ampliación del aforo del\nParque Nacional Chirripó acorde con los escenarios encontrados en el análisis de las reservaciones y\nconsiderando estrictamente todas las disposiciones del gobierno emitidas para la atención de la\npandemia por el virus COVID-19.\n\n4º-Que es\nde interés nacional seguir promoviendo la implementación de los protocolos\nestablecidos por el Ministerio de Salud de manera que en la medida de lo\nposible se considere la seguridad de las \"burbujas sociales\" durante\nel proceso de reactivación económica que representa la ampliación del aforo de\nvisitación de las áreas silvestres protegidas.\n\n5º-Que\nmediante oficio N° SINAC-ACLAP-PNCH-102-2021 presentado a la Dirección Regional\ndel Área de Conservación La Amistad Pacífico la minuta de sesión en donde se\nanalizó en conjunto con Asesoría Legal, Programa de Turismo Sostenible y la\nDirección Regional del ACLAP la propuesta de la metodología para completar el\naforo de visitación aprobado por el Ministerio de Salud. Por lo tanto,\n\nEL DIRECTOR DEL ÁREA DE\nCONSERVACIÓN LA\n\nAMISTAD PACÍFICO,\nAUTORIZA LA IMPLEMENTACIÓN\n\nDEL PROCEDIMIENTO DE\nRESERVACIONES DEL PARQUE\n\nNACIONAL CHIRRIPÓ POR\nMOTIVO DE AMPLIACIÓN DEL\n\nAFORO DE VISITACIÓN\nÚNICAMENTE PARA LAS\n\nRESERVACIONES YA\nEXISTENTES DURANTE\n\nLOS MESES DE MARZO A\nAGOSTO DEL 2021\n\nEl\nprocedimiento de reservaciones del Parque Nacional Chirripó\ncomprende:\n\na) la\nobligación del usuario de reservar y cancelar ante la Administración los\nderechos de admisión al Parque.\n\nb) la\nobligación del usuario de cancelar el monto correspondiente al alojamiento ante\nel contratista, siempre que esté vigente algún contrato de Servicios No\nEsenciales en el Parque.\n\nc) la\nobligación del turista de reportarse ante la Administración del Parque antes\ndel ingreso al área silvestre protegida.\n\n1º-Las\npersonas físicas o jurídicas que deseen obtener espacios para el ingreso de\nturistas al Parque Nacional Chirripó, deberán hacer\nsus reservaciones a través del sistema de reservaciones en línea accediendo a la\ndirección electrónica www.sinac.go.cr o al link\nhttps://serviciosenlinea.sinac.go.cr/.\n\n2º-En la\npresente resolución se hace una excepción al enunciado definido en el punto\nanterior que aplica únicamente para las reservaciones del mes de marzo al mes\nde agosto 2021. Esto con la finalidad de contar con un procedimiento oficial\npara ampliar las reservaciones que se realizaron bajo las restricciones\nemitidas por el Ministerio de Salud, siendo un 50% del aforo de visitación\npermitido para las áreas silvestres protegidas. Por lo cual, a continuación, se\ndescribe el procedimiento que se estará aplicando por parte de la\nAdministración a través de sus colaboradores.\n\nProcedimiento\npara completar el aforo de visitación en el Parque Nacional Chirripó\ncorrespondientes al periodo de marzo 2021 al 31 de agosto 2021\n\na) La\nAdministración a través de sus colaboradores, contactará a los usuarios de las\nreservas con fecha de ingreso marzo 2021 al 31 de agosto 2021, con la finalidad\nde externar la oportunidad de ampliar la lista de integrantes de la\nreservación ajustado a los espacios identificados luego del proceso de\ndistribución de habitaciones de las reservas realizadas en el lapso indicado.\n\nb) En el\ncorreo inicial de comunicación que estará enviando la Administración a través\nde sus colaboradores, el cliente tendrá la oportunidad de indicar si desea\nagregar más participantes a la reserva o si desea mantenerla de la forma\noriginal. Para el pago de la admisión deberá hacerlo a la\ncuenta del SINAC y para el pago correspondiente al hospedaje en las cuentas que\nse le indiquen.\n\ne) Para\nrealizar el depósito de pago de admisión debe de considerar los días de la\nreserva, cantidad de personas y nacionalidad, que agregará a la reserva. El\ndepósito debe realizarse a las cuentas oficiales de Sistema Nacional de Áreas\n\nde Conservación\nSINAC-Fondo de Parques Nacionales que se detallan a continuación:\n\nf) El\nusuario deberá enviar por correo electrónico el comprobante de pago de admisión\nal correo reservaciones.chirripo@sinac.go.cr\ny continuar con el procedimiento de reservación del hospedaje y otros servicios\nno esenciales que se consideren de interés de la siguiente manera:\n\n1. El\nusuario en el correo enviado por la Administración a través de sus\ncolaboradores deberá ingresar al enlace para concretar los pasos que le\npermitirán agregar más participantes a la reserva.\n\nSi el\nusuario realizó el depósito del pago de admisión en línea desde su cuenta\npersonal, deberá descargar el comprobante de pago en formato PDF. O bien si\nrealizó el pago de admisión en la ventanilla del Banco Nacional de Costa Rica,\nel usuario deberá tomar una foto legible o escanear el comprobante, es\nobligatorio en el detalle del comprobante se indique el número de reserva y\ncantidad de personas. Con el comprobante de pago en mano el usuario debe\nadjuntar el comprobante de pago en la pestaña de admisión del enlace que la\nAdministración a través de sus colaboradores le envió. Para seguir con el\nprocedimiento de reservación es indispensable realizar el pago correspondiente\nde lo contrario se dará por finalizado el trámite.\n\n2. El\nusuario deberá descargar, imprimir (si posee firma digital no es necesario\nimprimir), agregar información de los nuevos participantes y firmar la\ndeclaración jurada, colocada en la pestaña del enlace enviado, donde declara\nbajo juramento que los nuevos integrantes de la reserva son parte de la burbuja\nde la reserva original, debe rellenar la información solicitada en la\ndeclaración y adjuntarla de nuevo en la pestaña de declaraciones juradas del enlace\ncompartido.\n\nLa\ndeclaración jurada exime de responsabilidad la Administración y sus\ncolaboradores, ante cualquier reclamo del usuario. La misma será la herramienta\nque usará la Administración a través de sus colaboradores para agregar los\nnuevos participantes.\n\n3. Con la\nadmisión paga y la declaración subida al sitio web indicado, el usuario deberá\ncancelar el monto correspondiente al hospedaje, a través de la pasarela de\npagos del contratista de los servicios no esenciales, para lo cual tendrá cinco\ndías naturales para realizar el pago.\n\nEl usuario\ndeberá adjuntar al sitio web, el comprobante de depósito, indicando en el\ndetalle el número de reserva y la cantidad de personas, con sus respectivos\nnombres y números de cédula.\n\n(Nota de\nSinalevi: Mediante resolución SINAC-ACLA-P-DR-152-2021 del 5 de abril del 2021\nse autoriza la implementación del Procedimiento de Reservación del Parque\nNacional Chirripó por motivo de ampliación del aforo\nde visitación únicamente para las reservaciones ya existentes durante los meses\nde abril  a Agosto del 2021\nestableciéndose lo siguiente: \" Que el procedimiento de reservaciones del Parque Nacional\nChirripó comprende:\n\na) La obligación del usuario de reservar y cancelar ante la Administración\nlos derechos de admisión al Parque.\n\nb)\nLa obligación del usuario de cancelar el monto correspondiente al alojamiento\nante el contratista, siempre que esté vigente algún contrato de Servicios No\nEsenciales en el Parque.\n\nc)\nLa obligación del turista de reportarse ante la Administración del Parque,\nantes del ingreso al área silvestre protegida.\n\nPRIMERO: La implementación del\nsistema auxiliar será de la siguiente manera:\n\na) El usuario interesado en la compra de admisiones podrá hacerlo\núnicamente por llamada telefónica a través del número (905) 244-7747 para\nllamadas nacionales y (506) 2742-5348 para usuarios a nivel internacional. De\nlunes a viernes en horario de 8:00 a 12 :00 p.m. y de 1:00 p.m. a 4:00 p.m. No\naplica para días feriados.\n\nb)\nDurante la llamada telefónica se le asignará un código de reservación, con el\ncual el usuario inicia el proceso de reserva.\n\nc)\nLa Administración por medio de sus colaboradores, le solicitará al usuario sus\ndatos personales (nombre completo, número de cédula, correo electrónico y\nteléfono), fecha específica de la visita, con la finalidad de verificar la\ndisponibilidad de espacios.\n\nd)\nEn caso de existir espacios, se le brindará al usuario 24 horas a partir de la\nllamada para realizar el depósito o transferencia del pago de admisión.\n\ne)\nEl usuario solo podrá reservar una habitación de cuatro personas por llamada,\nes decir, no se podrán realizar reservaciones para una, dos, tres o más de\ncuatro personas.\n\nf)\nUna vez recibida la llamada la Administración por medio de sus colaboradores,\ningresarán la información del usuario en el asistente de reservaciones, el cual\ngenerará un correo para el usuario, donde se le indicarán los pasos a seguir;\n\n. Pago de admisión: En ese primer correo se le brinda el número de\nreserva de la habitación pre-reservada, la fecha de ingreso, fecha de salida,\nnúmeros de cuenta del Fondo de Parque Nacionales para que realice el depósito o\nla transferencia. Se le indicará al usuario que en el detalle del depósito o\ntransferencia debe colocar el número de reserva, así como se le solicitará al\nusuario aportar la declaración jurada completa y con las firmas respectivas.\n\nPosterior a realizar el pago de admisión, se le indicará al usuario que\ndebe enviar un correo electrónico al Parque Nacional Chirripó\nreservaciones.chirripo@sinac. go.cr, adjuntando el\ncomprobante de pago En el cuerpo del correo el usuario debe anotar la\ninformación de las personas que ocuparán la habitación (nombre completo, número\nde cédula o pasaporte). El usuario debe copiar el correo a CRC Chirripó info@chirripo.org.\n\nSolo se considerarán reservaciones en firme aquellas que hayan pagado la\nadmisión de manera correcta. Si no se realiza de manera correcta se procederá a\ncontactar al usuario para que corrija, con un plazo máximo de 6 horas próximas\nal ser contactado. De lo contrario se liberará la habitación. As of this date,\nreservations exist from March to August 31, 2021, under the scheme of a\n50% visitation capacity.\n\n3º-That, in the month of February 2021, the Ministry of Health communicated the expansion of visitation\ncapacity for Protected Wild Areas to 100%. Therefore, the Administration, together with its\ncollaborators, has directed efforts toward developing a plan for expanding the capacity of\nChirripó National Park in accordance with the scenarios found in the analysis of reservations and\nstrictly considering all government provisions issued for addressing the\nCOVID-19 virus pandemic.\n\n4º-That it is\nof national interest to continue promoting the implementation of protocols\nestablished by the Ministry of Health so that, to the extent\npossible, the safety of \"social bubbles\" is considered during\nthe economic reactivation process represented by the expansion of visitation\ncapacity in protected wild areas.\n\n5º-That\nthrough official letter N° SINAC-ACLAP-PNCH-102-2021 presented to the Regional Directorate\nof the La Amistad Pacífico Conservation Area, the session minutes were provided in which\nthe proposal for the methodology to complete the\nvisitation capacity approved by the Ministry of Health was analyzed jointly with the Legal Advisory Office, the Sustainable Tourism Program, and the\nRegional Directorate of ACLAP. Therefore, the following\ndescribes the procedure that will be applied by the\nAdministration through its collaborators.\n\nProcedure\nto complete the visitation capacity in Chirripó National Park\ncorresponding to the period from March 2021 to August 31, 2021\n\na) The\nAdministration, through its collaborators, will contact the users with\nreservations with an entry date from March 2021 to August 31, 2021, for the purpose\nof conveying the opportunity to expand the list of members of the\nreservation adjusted to the spaces identified after the\nroom distribution process for the reservations made in the indicated period.\n\nb) In the\ninitial communication email that the Administration will be sending through\nits collaborators, the client will have the opportunity to indicate whether they wish\nto add more participants to the reservation or whether they wish to keep it in its original\nform. The\nuser must download, print (if they have a digital signature, printing is not\nnecessary), add information on the new participants, and sign the\naffidavit (declaración jurada), placed in the tab of the link sent, where they declare\nunder oath that the new members of the reservation are part of the social bubble\nof the original reservation; they must fill in the information requested in the\ndeclaration and attach it again in the affidavits tab of the shared link.\n\nThe\naffidavit (declaración jurada) exempts the Administration and its\ncollaborators from liability for any claim by the user.
