  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 090\n\n                        Aprueba veda para el año 2021\n\nINSTITUTO\nCOSTARRICENSE DE PESCA  Y ACUICULTURA\n\nAJDIP/090-2021.-Puntarenas,\na los catorce días del mes de abril de dos mil veintiuno.\n\nConsiderando:\n\n1º-se\nacogen informes técnicos DDI-012-02-2019, DDI- 073-08-2019 y Documento Técnico\nNº 24 \"Época Reproductiva de La Corvina Reina Cynoscion albus, Aguada\nC. squamipinnis y Picuda C. phoxocephalus, Especies\nde Alto Interés Comercial en la Zona Interior del Golfo de Nicoya, Vertiente\ndel Pacífico, Costa Rica, abril 2019\"; emitidos por el Departamento\nde Investigación y Desarrollo, se remite propuesta de veda total en el Golfo de\nNicoya, para la pesca durante el año 2021.\n\n2º-Se\ncuenta con estudios científicos emitidos por Rodríguez, Palacios y Chavarría\n(1989) donde reportaron que las sardinas Opisthonema medirastre y\nOpisthonema bulleri desovan a lo largo de todo el año en el Golfo de\nNicoya, con picos de maduración para O. medirastre entre enero y abril y\npara O. bulleri entre abril y junio. Rodríguez, Palacios y Chavarría\n(1986). Lo que indica que estas especies podrían estar madurando de manera\nasincrónica. Vega Corrales (2010a, 2010b) recomendó que la veda de sardinas del\ngénero Opisthonema en el Golfo de Nicoya se implementara en la época de\nmáxima reproducción para proteger la biomasa desovante (febrero-mayo) y\notra veda en octubre para proteger la biomasa virgen.\n\n3º-Se\npresenta para estudio y valoración la propuesta de veda total en el Golfo de\nNicoya, para la pesca durante el año 2021.\n\n4º-Que una\nvez discutida y analizada la propuesta por los señores Directores, la Junta\nDirectiva, Por tanto;\n\nACUERDA\n\n1º-Aprobar\nla propuesta de veda para el año 2021, en los siguientes términos y\ncondiciones:\n\n1.1. Libertate, permitir la\npesca de las embarcaciones de la flota semiindustrial de sardina, únicamente\ndos veces a la semana a la zona vedada para realizar faenas de pesca por un\nperiodo de 12 horas máximo cada uno en la franja diurna, para la captura de\nsardina. En Centro de Seguimiento Control y Vigilancia velará por el\ncumplimiento de esta disposición.\n\n1.4. En\nesta veda no se incluye la extracción de pianguas. Los cultivos de organismos\nmarinos que se desarrollan en el Golfo de Nicoya no están sujetos a esta veda.\n\n1.5.\nTomando en consideración la difícil situación socioeconómica de las comunidades\ncosteras por el tema del COVID-19, en el tanto este vigente el estado de\nemergencia nacional se exceptúa y por ende se permitirá en la zona comprendida\nen el punto 1 de este acuerdo, la pesca para el consumo doméstico durante la\npresente veda. Quienes opten por realizar esta pesca, deberán cumplir con la\nnormativa según lo establecido por el acuerdo de Junta Directiva\nAJDIP-511-2017.\n\n1.6.   "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Complete Text of Norm 090\n\n                        Approves closed season for the year 2021\n\nCOSTA RICAN INSTITUTE OF FISHERIES AND AQUACULTURE\n\nAJDIP/090-2021.—Puntarenas,\non the fourteenth day of the month of April, two thousand twenty-one.\n\nConsidering:\n\n1º—The\ntechnical reports DDI-012-02-2019, DDI-073-08-2019, and Technical Document\nNo. 24 \"Reproductive Season of the Queen Croaker Cynoscion albus, Aguada\nC. squamipinnis, and Picuda C. phoxocephalus, Species\nof High Commercial Interest in the Inner Zone of the Gulf of Nicoya, Pacific\nSlope, Costa Rica, April 2019\" are accepted; issued by the Research and Development\nDepartment, a proposal for a total closed season in the Gulf of\nNicoya for fishing during the year 2021 is submitted.\n\n2º—There\nare scientific studies issued by Rodríguez, Palacios, and Chavarría\n(1989) where they reported that the sardines Opisthonema medirastre and\nOpisthonema bulleri spawn throughout the entire year in the Gulf of\nNicoya, with maturation peaks for O. medirastre between January and April and\nfor O. bulleri between April and June. To establish a\ntotal closed season for fishing, in the area comprised by an imaginary straight line\nrunning from Punta Torres known as Peñón (09°53´31\" North Latitude,\n084°43´52\" West Longitude) to the Lighthouse of Isla Negritos offshore (09°49´14\"\nNorth Latitude, 084°49´35\" West Longitude) and from there to the eastern part of\nPunta Cuchillos on the Nicoya Peninsula (09°50´03\" North Latitude, 084°53´42\"\nWest Longitude) and from that line inland waters up to the mouth of the\nTempisque River. This fishing prohibition runs from June 1 to August\n31, 2021, both dates inclusive.\n\n1.2. In\nthis closed area, it is recommended that those fishers whose\nfishing license allows them to operate in said zone be authorized to specifically\ncarry out fishing for barracudas or candado (Sphyraena ensis),\nusing only handline and during the months of June, July, and August\n2021.\n\n1.3.\nTaking into account the maturation peaks of the sardine species Opisthonema\nmedirastre, Opisthonema bulleri, and O. libertate, to allow\nfishing by vessels of the semi-industrial sardine fleet only\ntwice a week into the closed zone to conduct fishing operations for a\nmaximum period of 12 hours each, during the daytime period, for the capture of\nsardines. The Monitoring, Control, and Surveillance Center will ensure compliance with this provision.\n\n1.4. The\nextraction of pianguas (Anadara spp.) is not included in this closed season. The cultivation of marine\norganisms carried out in the Gulf of Nicoya is not subject to this closed season.\n\n1.5.\nConsidering the difficult socioeconomic situation of the coastal\ncommunities due to the issue of COVID-19, as long as the national state of\nemergency is in effect, fishing for domestic consumption is exempted, and therefore permitted, in the zone referred to\nin point 1 of this agreement during the present closed season. Those who choose to carry out this fishing activity must comply with the\nregulations as established by Board of Directors agreement\nAJDIP-511-2017.\n\n1.6. The\nBoard of Directors of INCOPESCA, taking into account the national emergency and the\nsocioeconomic consequences thereof, may review the scope of the\npresent closed season in order to ensure food security and social\nwell-being.\n\n1.7.\nTo carry out the pertinent coordination among INCOPESCA, SENASA, and the\nMinistry of Public Security, in order to guarantee control and surveillance\noperations during the closed season period.\n\n1.8.\nThe map attached in the table below shall be considered an integral part of this Agreement:\n\n2º—Firm\nagreement.\n\n3º—Let it be published."
