  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 42959\n\n                        Declaratoria de interés público nacional del \"VIII Congreso internacional de\nconstrucción sostenible: La nueva realidad\" CICS2021\n\nN° 42959-MP-MIVAH\n\nEL PRESIDENTE DE LA REPÚBLICA\n\nLA MINISTRA DE LA PRESIDENCIA\n\nY LA MINISTRA DE VIVIENDA\n\nY ASENTAMIENTOS HUMANOS\n\nEn uso de las\nfacultades y atribuciones que les confieren los artículos 140 incisos 12) y 20)\ny 146 de la Constitución Política; 25 inciso 1), 27 inciso 1) y 28 inciso 2)\nacápite b) de la Ley General de la Administración Pública N° 6227;\n\nConsiderando:\n\nI.-Que la Asociación\nGreen Building Council Consejo para la Construcción Verde, cédula jurídica\n3-002-661848, es una organización sin fines de lucro que apoya la construcción\nverde en el país y es miembro del World Green Building Council (WGBC).\n\nII.-Que el objetivo\nfundamental de la Asociación Green Building Council Consejo para la\nConstrucción Verde es fomentar la cooperación y la participación de la\nciudadanía en general, para alcanzar el desarrollo social, económico, cultural\ny ambiental de la comunidad a través del reconocimiento de los principios de la\nconstrucción verde que encaucen el mercado y la gestión pública y privada hacia\nel desarrollo sostenible.\n\nIII.-Que desde el año\n2014, GBC-CR realiza el Congreso Internacional de la Construcción Sostenible\n(CICS), el cual es un evento de alto peso académico, científico y comercial que\ncada año trae novedades y avances en materia de construcción sostenible y que\nha logrado gran reconocimiento nacional e internacional, por el aporte que\nofrece a la Edificación Sostenible en el país y la región.\n\nIV.-Que en el año 2021,\nse celebrará el \"VIII Congreso Internacional de Construcción Sostenible: La\nNueva Realidad\"- CICS2021, del 17 al 21 de mayo, del cual, en respuesta a las\ndisposiciones del Ministerio de Salud ante la crisis por el COVID-19 y en\nacatamiento al Decreto Ejecutivo N° 42221-S del 10 de marzo del 2020, referido\na actividades de concentración masiva, se realizará en una modalidad virtual;\nbasados en la experiencia valiosa y positiva del CICS2020, que contó con una\nalta participación, convirtiéndose en el primer congreso internacional de un\nGBC de las Américas en realizarse totalmente en línea.\n\nV.-Que el perfil de los\nexpositores y participantes mantendrá la calidad de las versiones anteriores,\nenfocados en ponencias hacia el lema \"La Nueva Realidad\".\n\nVI.-Que para enmarcar\nel enlace del Congreso se han definido cinco ejes temáticos: Edificaciones\nCarbono Neto Cero, Salud y Bienestar en el Entorno Construido, Sistemas de\nCertificación, Transición Justa y Equidad Social, y Economía Circular y\nTrabajos Verdes.\n\nVII.-Que este congreso\npromete ser una plataforma que distinga al país como punto focal para una\namplia y robusta discusión sobre las ciudades sostenibles, sus retos y\noportunidades, al igual que lo ha hecho en las siete ediciones anteriores.\n\nVIII.-Que, de esta\nmanera, se pretende contribuir a mantener tanto la imagen como el liderazgo que\nCosta Rica ejerce en cuanto a sus valiosísimos aportes para el desarrollo\nsostenible de la región, como ha quedado plasmado en las iniciativas\nrelacionadas al Plan Nacional de Descarbonización, la Directriz N° 050-MINAE\ndel 05 de junio del 2019, las Contribuciones Nacionalmente Determinadas y\notras, que son referentes en el campo internacional. Por tanto,\n\nDecretan:\n\nDECLARATORIA DE INTERÉS PÚBLICO NACIONAL\nDEL\n\n\"VIII CONGRESO INTERNACIONAL DE\nCONSTRUCCIÓN\n\nSOSTENIBLE: LA NUEVA REALIDAD\"-CICS2021\n\nArtículo\n1º-Declaratoria de Interés Público Nacional.   "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Full Text of Norm 42959\n\n                        Declaration of national public interest of the \"VIII International Congress on\nSustainable Construction: The New Reality\" CICS2021\n\nNo. 42959-MP-MIVAH\n\nTHE PRESIDENT OF THE REPUBLIC\n\nTHE MINISTER OF THE PRESIDENCY\n\nAND THE MINISTER OF HOUSING\n\nAND HUMAN SETTLEMENTS\n\nIn exercise of the\npowers and attributions conferred upon them by articles 140 subsections 12) and 20)\nand 146 of the Political Constitution; 25 subsection 1), 27 subsection 1), and 28 subsection 2)\nparagraph b) of the General Law on Public Administration No. 6227;\n\nConsidering:\n\nI.—That the Green Building Council\nAssociation (Asociación Green Building Council Consejo para la Construcción Verde), legal ID\n3-002-661848, is a non-profit organization that supports green\nconstruction in the country and is a member of the World Green Building Council (WGBC).\n\nII.—That the fundamental objective\nof the Green Building Council Association (Asociación Green Building Council Consejo para la\nConstrucción Verde) is to foster cooperation and participation of the\ncitizenry in general, in order to achieve social, economic, cultural,\nand environmental development of the community through the recognition of the principles of\ngreen construction that guide the market and public and private management toward\nsustainable development.\n\nIII.—That since 2014,\nGBC-CR has held the International Congress on Sustainable Construction (CICS), which is an event of high academic, scientific, and commercial importance that\neach year brings innovations and advances in the field of sustainable construction and that\nhas achieved great national and international recognition, for the contribution it\noffers to Sustainable Building in the country and the region.\n\nIV.—That in 2021,\nthe \"VIII International Congress on Sustainable Construction: The\nNew Reality\"—CICS2021, will be held from May 17 to 21, which, in response to the\nprovisions of the Ministry of Health in light of the COVID-19 crisis and in\ncompliance with Executive Decree No. 42221-S of March 10, 2020, regarding\nmass gathering activities, will take place in a virtual format;\nbased on the valuable and positive experience of CICS2020, which saw\nhigh participation, becoming the first international congress of a\nGBC in the Americas to be held entirely online.\n\nV.—That the profile of the\nspeakers and participants will maintain the quality of the previous editions,\nfocusing on presentations oriented toward the theme \"The New Reality.\"\n\nVI.—That to frame\nthe congress's scope, five thematic axes have been defined: Net Zero Carbon Buildings, Health and Well-being in the Built Environment, Certification\nSystems, Just Transition and Social Equity, and Circular Economy and\nGreen Jobs.\n\nVII.—That this congress\npromises to be a platform that distinguishes the country as a focal point for a\nbroad and robust discussion on sustainable cities, their challenges,\nand opportunities, just as it has done in the seven previous editions.\n\nVIII.—That, in this\nmanner, the aim is to contribute to maintaining both the image and the leadership that\nCosta Rica exercises regarding its invaluable contributions to the sustainable\ndevelopment of the region, as has been reflected in initiatives\nrelated to the National Decarbonization Plan, Directive No. 050-MINAE\nof June 5, 2019, the Nationally Determined Contributions, and\nothers, which are benchmarks in the international field. Therefore,\n\nThey Decree:\n\nDECLARATION OF NATIONAL PUBLIC INTEREST\nOF THE\n\n\"VIII INTERNATIONAL CONGRESS ON\nCONSTRUCTION\n\nSUSTAINABLE: THE NEW REALITY\"—CICS2021\n\nArticle\n1º—Declaration of National Public Interest. The holding of the \"VIII International Congress on Construction\nSustainable: The New Reality\"—CICS2021, to be held from May 17 to 21\nof 2021 in a virtual format, is declared of National Public Interest.\n\nArticle 2º—Detail of\nActivities. The aforementioned Congress will be comprised of the following\nactivities:\n\na) On May 17 and 18,\n2021, specialized workshops will be available.\n\nb) On May 19, 20, and 21,\n2021, parallel sessions and keynote presentations will be held.\n\nc) Through the\n\"Green Tours,\" attendees and allies are offered the opportunity to learn about\noutdoor green projects through guided bicycle tours or\ncontrolled visits (according to protocols) to municipal parks that have\nimplemented sustainable construction features such as nature-based\nsolutions and others.\n\nSome guided virtual tours (filmed by drone) will also be offered.\n\nArticle 3º—Collaboration.\nPublic and private entities are urged, to the extent of their\npossibilities and within the existing legal framework, to contribute\nby providing economic, logistical, and technical resources for the successful\ncompletion of the mentioned activity.\n\nArticle 4º—Non-Granting\nof Tax Benefits.
