diferentes\n\nSISTEMA NACIONAL DE ÁREAS DE CONSERVACIÓN\n\nResolución SINAC-ACLA-P-DR-585-2021.-Ministerio del\nAmbiente y Energía.-Sistema Nacional de Áreas de Conservación.-Área de\nConservación La Amistad Pacífico.- San Isidro de El General, a las catorce\nhoras del dieciocho de noviembre del dos mil veintiuno.\n\nResultando:\n\n1°- Que de conformidad con el artículo 32 de la Ley\nOrgánica del Ambiente, al Ministerio del Ambiente y Energía, le compete la\nadministración de las Áreas Silvestres Protegidas Estatales.\n\n2°-Que el artículo 22 de la Ley de Biodiversidad, delega en el SINAC la competencia de administrar\nlas Áreas Silvestres Protegidas de carácter estatal, el cual establece que el Sistema Nacional de\nÁreas de Conservación (SINAC) es un sistema de gestión y coordinación institucional, desconcentrado\ny participativo, con personería jurídica instrumental que integra las competencias en materia\nforestal, vida silvestre, áreas protegidas y adscrito al Ministerio del Ambiente y Energía, con el\nfin de dictar políticas, planificar y ejecutar procesos dirigidos a lograr la sostenibilidad en el\nmanejo de los recursos naturales de Costa Rica.\n\n3°-Que el Parque Nacional Chirripó (PNCh) es administrado por el Área de Conservación La\nAmistad Pacífico (ACLA-P), el cual se creó mediante Ley N° 5773 del 19 de\nagosto de 1975, con una superficie de 43.700 hectáreas y ampliado mediante\nDecreto Ejecutivo Nº13496-A del 31 de marzo de 1982.\n\n4°-Que el PNCh, es un área protegida que presenta\nuna demanda turística superior a la oferta que posee, lo cual genera una fuerte\npresión por parte de los visitantes que desean ingresar y que ha llevado a la\nAdministración a desarrollar, por medio de herramientas tecnológicas,\ninstrumentos que permitan un mejor control y accesibilidad del proceso de\nreservaciones y admisión al parque.\n\n5°-Que, para desarrollar facilidades y servicios para la atención de\nvisitantes, el PNCh cuenta con un albergue con\ncapacidad para sesenta personas, denominado Albergue Base Crestones que se\nubica en la parte alta del área silvestre protegida a catorce kilómetros y\nmedio del último acceso para vehículos en la comunidad de San Gerardo de Rivas,\neste albergue es administrado por un contratista mediante un contrato de\nConcesión de Servicios No Esenciales.\n\n6°-Que el 28 de febrero del 2018, en La Gaceta N° 38 se publicó la\nResolución SINACACLA-P-D-441-2017 de las 14:00 horas del 08 de noviembre del\n2017 que estableció el Procedimiento de Reservaciones del PNCh.\n\n7°-Que el 20 de abril del 2018, en La Gaceta N° 69 se publicó la\nResolución SINACACLA-P-D-076-2018 de las 14:00 horas del 20 de mayo del 2018 en\nla que se modificó el Procedimiento de Reservaciones del PNCh,\npara los sectores de San Jerónimo y Herradura.\n\n8°-Que el día 22 de octubre 2020, mediante La Gaceta N° 256, se\npublicó la Resolución SINAC-ACLA-P-D-374-2020 de las catorce horas del 25 de\nsetiembre del dos mil veinte en la que se realizan ajustes a las disposiciones\nde las resoluciones anteriores.\n\n9°-Que el día 22 de marzo 2021, mediante La Gaceta N° 56, se publicó\nla Resolución SINAC-ACLA-P-D-118-2021 de las quince horas del once de marzo del\ndos mil veintiuno, en la que se describe el procedimiento para completar el\naforo de visitación en el Parque Nacional Chirripó\ncorrespondientes al periodo de marzo al 31 de agosto 2021, ampliando las\nreservaciones ya realizadas buscando aumentar la ocupación del Albergue Base\nCrestones.\n\n10.-Que el día 20 de abril 2021, mediante La Gaceta N° 75, se publicó la\nResolución SINAC-ACLA-P-DR-152-2021 de las quince horas del cinco de abril del\ndos mil veintiuno en la que se describe el procedimiento para poner en venta\nlos espacios disponibles en el Albergue Base Crestones que se identificaron\ncomo habitaciones completas para el periodo comprendido entre los meses de\nabril y de agosto 2021.\n\n11.-Que el día 06 de agosto 2021, mediante La Gaceta N° 150, se\npublicó la Resolución SINAC-ACLA-P-D-377-2021 de las once horas del veintitrés\nde julio del dos mil veintiuno, en la que se autoriza la implementación del\nsistema auxiliar de reservaciones en el Parque Nacional Chirripó\npara aquellas reservaciones comprendidas en las fechas del 1 de setiembre 2021\nal 30 de abril 2022 y que incluyan hospedaje en el Albergue Base Crestones bajo\nel arco de la pandemia por COVID-19.\n\n12.-Que el día 27 de octubre del 2021mediante el oficio N°\nSINAC-ACLAP-DR-541-2021, el director regional del Área de Conservación de la\nAmistad Pacífico indica \"que a la luz del contexto país en que nos\nencontramos, en el manejo sanitario de la pandemia por Covid\n19, la proyección del Ministerio de Salud en el porcentaje de vacunación para\ninicios del año del 2022 y dado a que tenemos reservaciones ya realizadas para\nel mes de enero del 2022, es momento de implementar el Sistema de Compra y\nReservaciones en línea (SICORE) para el Parque Nacional Chirripó,\npara iniciar las reservaciones en línea con un horizonte de tres meses del\npróximo año 2022\". Y en ese mismo acto se instruye a implementar el\nsistema de reservaciones en línea para la venta de admisiones correspondientes\npara los meses de febrero hasta abril del 2022.\n\nConsiderando:\n\n1.-Que, por las condiciones del PNCh\nse cuenta con sesenta espacios para que los turistas puedan pernoctar en el\nAlbergue Base Crestones.\n\n2.-Que la actualización del estudio de Capacidad de Carga del PNCh del año 2010, indica que la\nCapacidad de Carga Turística del sendero principal del Parque es de 22.507 turistas al año, sin\nembargo, los registros de visitación oficialmente reportados según el SEMEC no sobrepasan los 13.000\nturistas al año.\n\n3.-Que, como parte de la operación de los servicios no esenciales, el\nmantenimiento permanente preventivo y correctivo del sendero principal de\nacceso al Parque, es responsabilidad del contratista, aspecto que mejora la\ncapacidad administrativa del manejo del sendero en términos de la capacidad de\ncarga turística.\n\n4.-Que el procedimiento de reservación utilizado ha generado constantes\ncuestionamientos y denuncias por parte de usuarios, que desean visitar el\nparque, sin tener que someterse a procesos de intermediación con operadores\nturísticos, por lo que resulta necesario establecer un mecanismo de reservación\nque permita a la administración, garantizar la transparencia de los procesos y\nel acceso en igualdad de condiciones para todos los usuarios.\n\n5.-Que la Administración promovió mejorar la accesibilidad del proceso de\nreservaciones al PNCh mediante el portal web\ninstitucional (reservaciones en línea) procurando el acceso en igualdad de\ncondiciones, para el ingreso de visitantes nacionales e internacionales a esta\nárea silvestre protegida.\n\n6.-Que desde el 7 de setiembre del 2020 se formalizó el contrato N°\n0432020001100059-00 de la Licitación Pública N° 2019LN-000002-000680000 para la\nimplementación de los servicios y actividades no esenciales en el Parque\nNacional Chirripó con una vigencia de un año,\nprorrogable.\n\n7.-Que en el mes de octubre 2020 se realizó la apertura del sistema de\nreservaciones auxiliar del Parque Nacional Chirripó\nbajo los lineamientos de salud nacionales para la vigilancia en la infección\npor COVID-19 con un aforo al 50% de la capacidad de operación del Albergue Base\nCrestones.\n\n8.-Que, en el mes de febrero 2021 el Ministerio de Salud comunica la\nampliación del aforo de visitación de las Áreas Silvestres Protegidas al 100%.\nPor lo cual la Administración en conjunto con sus colabores han dirigido\nesfuerzos para la elaboración de un plan de ampliación del aforo del Parque\nNacional Chirripó acorde con los escenarios\nencontrados en el análisis de las reservaciones y considerando estrictamente\ntodas las disposiciones del gobierno emitidas para la atención de la pandemia\npor el virus COVID-19, gestionando la visita en burbujas sociales.\n\n9.-Que las nuevas disposiciones y aperturas anunciadas por el ente rector (MINSA) ante la crisis\nsanitaria, con una serie de medidas que promueven la responsabilidad de cada ciudadano en documentar\nsu estatus de vacunación, el acceso a sitios públicos para personas vacunadas y una campaña fuerte\npara alcanzar mayores niveles de vacunación a inicios del 2022, incluyendo la proyección de más\ncompra de vacunas para una tercera dosis en poblaciones de riesgo y vacunas para menores de 11 años.\nPor lo tanto,\n\nSE ESTABLECE EL PROCEDIMIENTO DE\n\nRESERVACIONES DEL PARQUE NACIONAL\n\nCHIRRIPÓ CONSIDERANDO LAS\n\nMODALIDADES ACORDES\n\nCON LOS DIFERENTES\n\nESCENARIOS\n\nEl procedimiento de reservaciones del Parque Nacional Chirripó comprende:\n\na) La obligación del usuario de reservar y cancelar ante\nla Administración los derechos de admisión al Parque.\n\nb) La obligación del usuario de cancelar el monto\ncorrespondiente al alojamiento ante el contratista, siempre que esté vigente\nalgún contrato de Concesión de Servicios y actividades no esenciales en el\nParque.\n\nc) La obligación del turista de reportarse ante la Administración del\nParque el día antes del ingreso al área silvestre protegida de 8:00 a.m. a 4:00\np.m. o bien el mismo día de ingreso desde las 8:00 a.m. y hasta las 10:00 a.m.\nTanto para visitas con hospedaje como las visitas de un solo día.\n\nd) En los momentos en que esté vigente un contrato para\nla prestación del servicio de alojamiento en el PNCh,\nserán aplicables las disposiciones generales contenidas en los puntos 5, 12, 14\ny 15 de la presente resolución.\n\ne) En los momentos en que no esté vigente un contrato para la prestación del servicio de alojamiento\nen el Parque Nacional Chirripó, se aplicará la disposición general número 27 de la presente\nresolución.\n\n1°-Las personas físicas o jurídicas que deseen obtener\nespacios para el ingreso de turistas al PNCh, deberán\nhacer sus reservaciones a través del sistema de reservaciones en línea\naccediendo a la dirección electrónica www.sinac.go.cr o al link\nhttps://serviciosenlinea.sinac.go.cr/. En caso de que el sistema de\nReservaciones en Línea no esté operando, debido a razones comprobadas de fallo\nen el sistema o bien por las que la Dirección Regional del Área de Conservación\ndetermine, se autorizará, mediante comunicado oficial, realizar las\nreservaciones por la vía telefónica llamando al -N° 905-Chirrip (905-2447747),\npara todos los usuarios a nivel nacional y al N° 506-2742-5348 para los\nusuarios a nivel internacional, exclusivamente, según lo determine la\nAdministración por razones de oportunidad y conveniencia o bien por cualquier\notro sistema Auxiliar que considere la administración de forma digital.\n\nEl sistema auxiliar de reservaciones por la vía telefónica funcionará en el\nhorario comprendido de lunes a viernes de ocho de la mañana a doce mediodía y\nde la una a las cuatro de la tarde. No aplica para días feriados de ley o\nasuetos declarados por el Poder Ejecutivo. Si se aplica un sistema Auxiliar\ndigital el mismo operara a tiempo completo.\n\nUna vez puesto en vigencia el Sistema auxiliar, únicamente podrá reservarse hasta con un mes de\nanticipación para el ingreso al Parque Nacional Chirripó, o bien en caso de que se analice otro\nescenario se podrá implementar siempre y cuando sea instruido por la dirección regional del Área de\nConservación de la Amistad Pacífico, mediante oficio de la Administración.\n\n2°-Los senderos oficiales para el ingreso al PNCh son: 1) el sendero principal San Gerardo-Base\nCrestones conocido como el Sector San Gerardo. 2) el sendero Herradura-Urán- Chirripó conocido como\nSector Herradura y 3) el sendero San Jerónimo-Sabana de Los Leones-Base Crestones conocido como\nSector San Jerónimo.\n\n3°-Las personas físicas o jurídicas podrán realizar una reservación para\ningresar por el sendero principal para un máximo de cuatro personas físicas a\nla vez.\n\nPara el ingreso por los senderos del Sector Herradura y el Sector San\nJerónimo las personas físicas o jurídicas podrán realizar la reservación para\nun máximo de cuatro personas físicas a la vez, siempre y cuando estén vigentes\nlos permisos de uso correspondientes. Por cada sector se habilitan ocho\nespacios para cada una de las fechas autorizadas.\n\n4°-Las personas físicas o jurídicas podrán realizar las reservaciones para\nuna estadía máxima de dos noches y tres días entre los meses de diciembre a\nabril, y hasta tres noches y cuatro días entre los meses de mayo a noviembre.\n\n5°-Los turistas que desean ingresar al parque por el Sector San Gerardo por\nun día y que no requieren pernoctar en el Albergue Crestones, deberán cancelar\nsus derechos de admisión siguiendo los procedimientos establecidos en el\nsistema de reservaciones en línea.\n\n6°-A la persona o grupo de personas que realice el proceso de reservación\npara el ingreso al PNCh, el sistema le genera un\ncódigo de reservación.\n\nSi por algún motivo no puede asistir, el o los usuarios, tendrán derecho a\nrealizar cambios de integrantes en la reservación según lo indicado en este\ndocumento para los casos excepcionales, o bien tendrán derecho a la devolución\ndel monto pagado por concepto de admisión, siempre y cuando lo gestionen con al\nmenos 15 días de anticipación, situación que puede cambiar según el decreto de\ntarifas de ingreso a las áreas protegidas que esté vigente. Para este caso, se\nrealizará la anulación de la reservación completa, no caben las anulaciones\nparciales.\n\nEl usuario registrado quién acreditó el pago de la reservación, interesado\nen que se le haga devolución del dinero por concepto de admisión, deberá\npresentar una solicitud por escrito que contenga:\n\n1. Fecha de la solicitud.\n\n2. Nombre y apellidos del solicitante.\n\n3. Dirigir la solicitud a la Administración del Parque Nacional Chirripó.\n\n4. Solicitar la anulación del código generado, la cancelación de la\nreservación y la solicitud de reintegro del dinero. 5. Razón de la solicitud.\n\n6. En el caso de reintegros a nivel nacional, la solicitud debe indicar del\nnombre del banco, número de cuenta IBAN del usuario que acreditó el pago. Para\nel caso de reintegros a bancos fuera del país deben indicar nombre del banco,\noficina, dirección, BIC, Swift, beneficiario, CIF, IBAN.\n\n7. Copia del documento de identificación del solicitante.\n\n8. Copia del comprobante de la reservación o informe histórico de compras\ngenerado por el sistema de reservaciones en línea.\n\n9. Indicación del lugar o medio para recibir notificaciones y,\n\n10. Firma del solicitante igual que el documento de identificación.\n\nLa falta de firma producirá el rechazo de la solicitud y el archivo de esta.\n\nEl interesado deberá presentar la solicitud utilizando cualquiera de los\nsiguientes medios:\n\n1. Personalmente en la oficina de la Administración del\nParque Nacional Chirripó, ubicada en San Gerardo de\nRivas de Pérez Zeledón, provincia de San José.\n\n2. Utilizando el correo electrónico: reservaciones.chirripo@\nsinac.go.cr.\n\nLa administración iniciará el trámite a partir del\nmomento en que el usuario complete los requisitos indicados en este artículo.\nEs responsabilidad del usuario verificar la recepción completa de la solicitud\ny los requisitos.\n\nLa Administración no tiene ningún tipo de responsabilidad ni participación\nen el caso de devoluciones por concepto de alojamiento y otros servicios y\nactividades no esenciales adquiridos con el contratista.\n\nEn los casos en que la entidad bancaria cobre algún tipo de comisión por la\ntransacción de la devolución, la misma se les rebajará del monto a devolver. El\nmonto de la comisión será fijado por la entidad bancaria encargada de realizar\nla devolución correspondiente.\n\nComo consecuencia de este acto, la Administración estará habilitando en el\nsistema de reservaciones en línea los espacios en los que se ha gestionado la\nanulación, lo cual se hará los días martes de cada semana a partir de las 10:00\na.m., quedando disponibles a partir de ese momento a los usuarios que deseen\nadquirirlos. La Administración, enviará un correo al contratista un correo a\ninfo@chirripo.org con el listado de reservaciones anuladas, para así ambas\npartes manejar la información para proceder con el cliente.\n\nPara casos excepcionales como accidentes, muertes, ordenes sanitarias,\nenfermedades diagnosticadas, embarazos y/o fallecimiento de algún familiar en\nprimer y segundo grado de consanguinidad o conyugue, todos posterior a la fecha\nen que se realizó la reservación y que coincida la excepción presentada con la\nfecha de visita, se le permitirá realizar los cambios de integrantes de la\nreservación que se realizó y que genero un código, para lo cual deberán\npresentar lo siguiente para la autorización respectiva.\n\nSolicitud formal dirigida al Parque Nacional Chirripó\nen la que se explique la situación presentada, indicando la fecha del\nacontecimiento por los cuales no podrá visitar el área protegida, número de\nreservación. Además, deberá adjuntar los documentos respectivos que respalde esta\nsolicitud a saber:\n\na) Acta de defunción del integrante de la reservación o\nbien del familiar en primer y segundo grado de consanguinidad o conyugue.\n\nb) Orden sanitaria emitida por el Ministerio de Salud.\n\nc) Incapacidad médica emitida por la CCSS y/ aseguradoras\nautorizadas. No se admiten dictámenes médicos.\n\nd) Documento epicrisis emitido por la CCSS.\n\nEn caso de que, por razones de fuerza mayor, la\nAdministración deba proceder al cierre del PNCh, se\nestará contactando a cada uno de los usuarios que realizaron las reservaciones\nen las fechas correspondientes al evento, para gestionar el reintegro de los\nmontos por concepto de admisión al PNCh de acuerdo\ncon el procedimiento más acorde definido por la oficina administrativa de esta\nárea silvestre protegida.\n\n7°-Los turistas que ingresen por el Sector San Gerardo y el Sector\nHerradura, deberán registrar su ingreso de manera personal en la Administración\ndel Parque Nacional Chirripó, ubicada en San Gerardo\nde Rivas de Pérez Zeledón el día anterior a su ingreso. Para quienes deseen\ningresar a partir de las 3:00 a.m., hora permitida de ingreso, o en las\nprimeras horas de la mañana, deberán registrarse el día antes en horario de\nocho de la mañana a cuatro de la tarde. Para quienes deseen ingresar el mismo día\nen que está autorizado su ingreso, deberán registrarse a partir de las ocho de\nla mañana y hasta las nueve de la mañana. Por razones de seguridad no se\npermitirá el registro ni ingreso al Parque después de las diez de la mañana.\n\nPara los turistas que ingresan por el Sector San Jerónimo, deberán realizar\nel registro de ingreso al Parque antes de las cuatro de la tarde del día\nanterior a su ingreso o hasta las diez de la mañana del mismo día de ingreso y\nlo hará en una bitácora que la administración le entregó al permisionario.\n\n8°-Los turistas deberán realizar el ingreso y retorno únicamente por el\nsector autorizado en el trámite de reservación y en la fecha indicada. En caso\nde incumplimiento se estará aplicando la medida legal correspondiente.\n\n9°-La Administración del PNCh establecerá los\ndispositivos de control que considere oportunos para garantizar que el acceso\nal área protegida se haga una vez cancelados los derechos de admisión\ncorrespondientes.\n\n10.-En caso de fallo del sistema de reservaciones en línea, una vez que se\nhaya determinado que no se puede iniciar o restaurar el funcionamiento normal\ndel sistema, el encargado de tecnologías de información de la Secretaría\nEjecutiva del SINAC o del Área de Conservación La Amistad Pacífico, según sea el\ncaso, comunicará vía oficio a la dirección regional del ACLA-P las razones\ntécnicas de fallo y la recomendación de iniciar el procedimiento auxiliar de\nreservaciones previsto por la administración (telefónico o digital).\n\nRecibida la\ncomunicación, la dirección regional del ACLA-P instruirá mediante oficio al\nadministrador y al encargado de reservaciones del PNCh\npara que den inicio al sistema auxiliar de reservaciones.\n\nLa administración dispondrá del tiempo necesario para que se resuelvan las\nfallas del sistema y en caso de imposibilidad de restablecerlo, podrá tomar la\ndecisión de utilizar el sistema auxiliar de reservaciones, por el tiempo que se\nrequiera.\n\nUna vez resueltos los problemas del sistema de reservaciones en línea, el\nencargado de tecnología de información de la Secretaría Ejecutiva o del ACLA-P,\ncomunicará por oficio a la Dirección Regional del ACLA-P para que se retome el\nproceso de reservaciones en línea, quien a su vez hará las comunicaciones\ncorrespondientes a la Administración del Parque y la reapertura del Sistema de\nReservaciones en Línea se realizará una vez que la administración haya incluido\ntodos los datos producto de las reservaciones del sistema auxiliar utilizado. A\nsu vez, en caso de que la situación lo amerite, la dirección regional del ACLAP\npodrá comunicarle vía oficio al Departamento de Tecnología de la Información\nlas razones que justifican el uso del sistema auxiliar, así como los plazos en\nlos que se estaría dejando de utilizar el SICORE hasta tanto la situación\nvuelva a la normalidad.\n\n11.-A raíz de la experiencia generada durante el primer año de pandemia por Covid-19 en el país, y\ncon la finalidad de vincular las estrategias de seguridad nacional establecidas por el Ministerio de\nSalud con una visitación fluida y segura en apego a los lineamientos sanitarios que se establecieron\na raíz de las diferentes condiciones, se determina la necesidad de considerar en esta resolución los\nescenarios construidos en conjunto con los diferentes actores para las siguientes consideraciones:\n\n1. Cuando se condicione la entrada al área silvestre\nprotegida en burbujas sociales.\n\n2. Cuando por las razones que defina el gobierno de la\nrepública mediante directriz se establezcan aforos diferentes a la capacidad\ndel Albergue Base Crestones.\n\nSumado a lo anterior es importante considerar también que\nlas condiciones del contexto deban ser similares, de lo contrario la\nAdministración deberá ajustar el procedimiento y presentarlo ante la dirección\nregional del ACLAP para su aprobación. A continuación, se presentan los\nprocedimientos oficializados:\n\nProcedimiento 1. Procedimiento para completar el aforo de\nvisitación en el Parque Nacional Chirripó ampliando\nla cantidad de integrantes de las reservaciones ya existentes.\n\nDescripción del escenario: Este procedimiento aplica para el escenario en donde por medio de alguna\ndirectriz se redujo a un porcentaje inferior al 100% el número de visitantes\npor día y luego se revierta al 100%. Por lo cual, y siendo que la venta de\nadmisiones se realiza por medio del sistema de reservas en línea y se proyectan\nusualmente con un horizonte aproximado de tres a seis meses, se puede\nidentificar este lapso en el cual se cuenta con espacios disponibles\n(habitaciones disponibles) que se pueden disponer para la venta promoviendo la\nocupación del 100%.\n\nPor lo que la Administración del ASP deberá seguir los siguientes pasos:\n\na) En caso de que exista un contrato de servicios y actividades no\nesenciales la Administración deberá coordinar con el contratista para contar\ncon la información de los espacios identificados aquellas reservaciones que\nincluyan menos de cuatro personas. Lo anterior debido a que la capacidad máxima\nde cada habitación del Albergue es de cuatro personas por noche.\n\nb) La Administración a través de sus colaboradores, contactará a los\nusuarios de las reservas con las fechas de ingreso que corresponden al lapso en\nel que se fijó un aforo inferior al 100%, con la finalidad de externar la\noportunidad de ampliar la lista de integrantes de la reservación ajustado a los\nespacios identificados luego del proceso de distribución de habitaciones de las\nreservas realizadas.\n\nc) En el correo inicial de comunicación que estará\nenviando la Administración a través de sus colaboradores, el cliente tendrá la\noportunidad de indicar si desea agregar más participantes a la reserva o si\ndesea mantenerla de la forma original.\n\nd) Si la respuesta del usuario es \"no se desea\nagregar más participantes a la reserva\", se mantendrá la reserva de la\nmanera original.\n\ne) Si la respuesta del usuario es que \"si se desea agregar más\nparticipantes a la reserva\", contará con 5 días naturales, para realizar\nel proceso de pago de admisión y el hospedaje. Para el pago de la admisión\ndeberá hacerlo a la cuenta del SINAC y para el pago correspondiente al\nhospedaje en las cuentas que se le indiquen.\n\nf) Para realizar el depósito de pago de admisión debe de considerar los días de la reserva, cantidad\nde personas y nacionalidad, que agregará a la reserva. El depósito debe realizarse a las cuentas\noficiales de Sistema Nacional de Áreas de Conservación SINAC-Fondo de Parques Nacionales que se\ndetallan a continuación:\n\n \n\n \n\ng) El usuario deberá enviar por correo electrónico el comprobante de pago\nde admisión al correo reservaciones. chirripo@sinac.go.cr y en caso de existir\nun contrato vigente de servicios y actividades no esenciales continuar con el\nprocedimiento de reservación del hospedaje y otros servicios y actividades no\nesenciales que se consideren de interés con el contratista de la forma que se\ndefina para este fin.\n\nh) Es indispensable considerar que en caso de que el contexto sea una\npandemia, se debe solicitar al usuario que para la inclusión de nuevos\nintegrantes se debe llenar la declaración jurada facilitada por la\nAdministración. La declaración debe aparecer firmada por todos y cada uno de\nlos integrantes de la reservación.\n\ni) La declaración jurada exime de responsabilidad la Administración y sus\ncolaboradores, ante cualquier reclamo del usuario. La misma será la herramienta\nque usará la Administración a través de sus colaboradores para agregar los\nnuevos participantes.\n\nProcedimiento 2. Implementación del sistema auxiliar de\nreservaciones para la venta de espacios disponibles en el Albergue Base\nCrestones que se identifican en el lapso de ejecución de los aforos inferiores\nal 100%.\n\nDescripción del escenario: En caso de que este en vigencia un contrato de servicios y actividades no\nesenciales este escenario se estará utilizando una vez que la Administración\ncuente con la información de la distribución de las reservaciones en el\nAlbergue Base Crestones realizada por el contratista de los servicios y\nactividades no esenciales identifique las habitaciones completas que se pueden\nponer a la venta y a disposición de los usuarios. Por lo cual se deberá hacer\npor el sistema de reservaciones en línea.\n\nLa dirección regional, vía oficio instruirá a la Administración del Parque\nNacional Chirripó la forma en la que se estará\nimplementando el sistema auxiliar de reservaciones.\n\nEn caso de que se defina como sistema auxiliar por llamada telefónica:\n\na) El usuario interesado en la compra de admisiones podrá hacerlo\núnicamente por llamada telefónica a través del número (905) 244 7747 para\nllamadas nacionales y (506) 2742-5348 para usuarios a nivel internacional. De\nlunes a viernes en horario de 8:00 a 12 :00 pm y de 1:00 pm a 4:00 pm. No\naplica para días feriados.\n\nb) Durante la llamada telefónica se le asignará un código de reservación\ncon el cual el usuario inicia la pre-reserva.\n\nc) La Administración, le solicitará al usuario sus datos personales (nombre\ncompleto, número de cédula, correo electrónico y teléfono), fecha específica de\nla visita. Con la finalidad de verificar la disponibilidad de espacios.\n\nd) En caso de existir espacios, se le brindará al usuario 24 horas a partir\nde la llamada para realizar el depósito o transferencia del pago de admisión.\n\ne) Con la finalidad de brindar atención a aquellos visitantes que viajan en burbujas inferiores a\ncuatro personas, se ha establecido una variación en la disposición de las habitaciones en el\nAlbergue Base Crestones. Siendo que la distribución de la ocupación diaria de las habitaciones se\nreservará de la siguiente forma:\n\n. 12 habitaciones con reserva completa de únicamente\ncuatro personas.\n\n. 3 habitaciones con reserva variada que puede ir de una\na tres personas. Esta reservación implica que el visitante debe pernoctar dos o\ntres noches en el albergue entre los meses de septiembre y noviembre y dos\nnoches en el mes de diciembre.\n\nf) Para el caso de los meses de baja visitación como agosto, setiembre y\noctubre se podrá hacer la excepción de poner a disposición la venta de las\nquince habitaciones sin la distribución descrita en el inciso e). De manera que\nse podrán vender todas las habitaciones para reservaciones de 1 a 4 personas.\n\ng) La modalidad de Compra de Admisiones por Tour operador\nno aplica para el Parque Nacional Chirripó.\n\nh) Una vez recibida la llamada la Administración,\ningresarán la información del usuario en el asistente de reservaciones y se\nenviará un correo para el usuario, donde se le indican los pasos a seguir.\n\nEn ese primer correo se le brinda el número de la\npre-reserva, la fecha de ingreso, fecha de salida, números de cuenta del Fondo\nde Parque Nacionales para que realice el depósito o la transferencia, así como\nlos integrantes de la reserva. Se le indicará al usuario que en el detalle del\ndepósito o transferencia debe colocar el número de reserva, así como se le\nsolicitará al usuario aportar comprobante legible del pago realizado, la\ndeclaración jurada completa y con las firmas respectivas. Lo anterior al correo\nreservaciones. chirripo@sinac.go.cr.\n\nEn caso de que el pago se haya realizado de forma incorrecta, la administración procederá a enviar\nun correo electrónico al usuario, para informarle que debe corregir el pago dentro de un plazo\nmáximo de 36 horas posterior a su notificación, de lo contrario se liberará la reservación. El\nusuario deberá asumir el costo de comisión en caso de que aplique. Las cuentas a las que se debe\nrealizar este pago son:\n\n \n\n \n\ni) El usuario contará con 24 horas para realizar el pago de admisión y con\n10 días naturales para realizar el proceso de declaración jurada y pago de\nhospedaje al contratista de los servicios y actividades no esenciales siempre y\ncuando este en vigencia un contrato de lo contrario la Administración le\nindicará el procedimiento.\n\nj) Una vez recibido el pago del hospedaje el contratista de los servicios y actividades no\nesenciales procederá a sistematizar la información y realizar los procesos de facturación. En caso\nde no concretarse el pago respectivo a hospedaje el contratista en el tiempo indicado se anulará la\nreservación y se pondrá a disposición de otros usuarios.\n\nk) En caso que al día de cierre del sistema de reservaciones en línea se\nevidenciaran admisiones disponibles por los sectores de ingreso de San Jerónimo\ny Herradura, los usuarios contarán con 8 espacios para reservar en los meses\nque no se hayan reservado a esta fecha, considerando las fechas establecidas en\nla resolución de reservaciones para cada sector, si los sectores de ingreso no\nutilizan los espacios para llenar 1 habitación o 2 habitaciones, se habilitarán\nlos espacios para vender las habitaciones por San Gerardo de Rivas, un mes\nantes de la fecha.\n\nl) El auxiliar de reservaciones guardará ocho espacios administrativos\nasignados a la Dirección, de viernes a domingo de cada semana y se liberarán un\nmes antes para vender por San Gerardo.\n\nm) No se atenderán usuarios en las oficinas del SINAC para reservar de\nforma presencial. Se hará la excepción únicamente durante los meses de\nsetiembre y octubre para aquellos turistas que se presenten en ventanilla y\ndesean adquirir la admisión para el siguiente día o bien para el mismo día\nhabiendo espacio disponible, mientras sea consecuente con las horas de ingreso\ny registro al Parque indicadas en esta resolución. La forma de pago será\nmediante transferencia bancaria y se le indicará en el acto el correo\nelectrónico donde deberán enviar el comprobante de pago.\n\nn) El auxiliar de reservaciones no aplica para la venta de espacios para\ncaminata de un día. Los espacios de un día se venderán a través de la página\nweb https:// serviciosenlinea.sinac.go.cr/, exceptuando un fallo total del\nsistema en línea por lo cual deberá iniciarse bajo el sistema auxiliar, contando\ncon la autorización de la Dirección Regional.\n\no) Se recomienda realizar publicaciones de manera constante acerca de los\nespacios disponibles de manera que la información se encuentre pública y al\nalcance de la mayoría de los interesados.\n\np) Sistema Auxiliar Digital: La Administración podrá implementar un sistema\nauxiliar en digital diferente al SICORE cuando por razones de conveniencia el\nSICORE no permita el proceso de reservaciones ante un escenario pandémico u\notra razón. El Sistema Auxilia Digital podrá ser un sitio web o una aplicación.\nPara implementarlo el Director del ACLA-P lo solicitará por escrito a la\nadministración del Área Silvestre Protegida e indicará el procedimiento y los\nplazos respectivos.\n\nDisposiciones Generales\n\n1. Se definen dos temporadas para el ingreso al PNCh;\nla temporada que va de los meses de diciembre hasta abril y la temporada que\nabarca los meses desde mayo hasta noviembre.\n\n2. Si para las fechas que el usuario reserva, las medidas sanitarias\ndefinidas por el Ministerio de Salud, establecen como requisito para ingresar a\nlas áreas silvestres protegidas la presentación de su esquema completo de\nvacunación, deberán documentar y demostrar ante la Administración bajo los\nlineamientos que defina el Ministerio de Salud, que cumplen con esta condición\npara ingresar al parque nacional.\n\n3. En un mismo acto, la persona física o jurídica, podrá realizar la reservación para una persona y\nhasta un máximo de cuatro\npersonas para ingresar por\nel Sector San Gerardo. Para el ingreso por los sectores\nHerradura y San Jerónimo,\nen un mismo acto se podrá realizar la reservación para una persona y\nhasta un máximo de ocho\npersonas.\n\n4. Cuando la reservación se realice para ingresar por el Sector San\nGerardo, durante los meses de diciembre a abril, podrán realizar su reservación\npara un máximo de dos noches y tres días. Para los meses entre mayo y\nnoviembre, podrán realizar sus reservaciones para un máximo de tres noches y\ncuatro días en el albergue Base Crestones. Esto no aplica para el ingreso por\nlos sectores de Herradura y San Jerónimo, ya que tienen un máximo permitido de\ndos noches y tres días.\n\n5. Cuando el turista, encontrándose en Base Crestones y existiendo\ndisponibilidad de espacio, desee permanecer en el área protegida y alojarse por\nmás tiempo, podrá desarrollar el procedimiento de reservaciones, siempre y\ncuando no exceda los intervalos de tiempo establecidos para cada temporada. En\neste caso deberá realizar el registro de permanencia ante el funcionario del\nSINAC destacado en Base Crestones y el contratista.\n\n6. Para las reservaciones al Parque Nacional Chirripó,\nel turista podrá adquirir su derecho de admisión hasta con seis meses de\nantelación, siempre y cuando desarrolle el procedimiento en su totalidad\nincluyendo el trámite de cancelación de los servicios de hospedaje ante el\ncontratista o de actividades ecoturísticas en los casos de permisos de uso\nvigentes. Este plazo de seis meses de antelación no necesariamente opera en los\ncasos en que entre en funcionamiento el sistema auxiliar de reservaciones, ya\nque será la dirección regional del ACLA-P quien determine su periodo de\nimplementación.\n\n7. Para efectos de atención e información al turista, se pone a disposición\nla línea telefónica 905-Chirrip que corresponde al número 905-2447747 para\ntodos los usuarios a nivel nacional y al número 506-2742-5348 para los usuarios\na nivel internacional en un horario de lunes a viernes de ocho de la mañana a\nlas cuatro de la tarde.\n\n8. El horario de atención al público en las oficinas administrativas del\nParque Nacional Chirripó, será de lunes a domingo, de\nlas 8:00 a.m. a las 12.00 m.d. y de la 1:00 p.m. a\nlas 4:00 p.m.\n\n9. La Administración del PNCh pondrá a\ndisposición de los usuarios la cantidad de 60 (sesenta) espacios por día para permanecer\nen el Albergue Base Crestones de lunes a domingo, los cuales podrán ser\nreservados en su totalidad para las rutas autorizadas mediante el sistema de\nreservaciones. En caso de que exista alguna eventualidad se estarán\nimplementando las otras modalidades de reservación descritas en este documento.\n\n10. De la totalidad de espacios, se reservan ocho espacios por semana, para\nque la dirección del ACLA-P los asigne a grupos de interés que apoyan la\ngestión del área protegida, del ACLA-P o del SINAC. Para ello, la Dirección del\nACLA-P deberá coordinar con la Administración del PNCh,\nla asignación de los espacios con un mes de anticipación, de lo contrario la\nadministración del área protegida, pondrá los espacios a disposición de los\nusuarios a través del procedimiento autorizado.\n\n11. La Administración del PNCh dispondrá de 20 espacios diarios para los visitantes que deseen\ningresar al parque solo por un día, exclusivamente por el Sector San Gerardo y que no requieren\nalojamiento en el Albergue Base Crestones, los cuales deberán desarrollar el procedimiento de\nreservaciones previo a su ingreso y de registro ante la Administración conforme a esta resolución.\n\nEn el eventual caso que la Administración habilite un sendero en el sector\nde Llano Bonito, la Administración permitirá el ingreso diario de un máximo de\n15 visitantes hasta este sector, sendero que se habilitará mediante la figura\nde permiso de uso. De igual forma si la Administración habilita otros senderos\ny los mismos son aprobados en el Plan General de Manejo, se podrá autorizar el\ningreso de visitantes que se indique en este instrumento de planificación.\n\n12. El monto cancelado al SINAC por el derecho de admisión cubre únicamente\nel derecho de ingreso diario para cada persona al PNCh\nconforme a lo establecido en el decreto de tarifas vigente.\n\n13. Posterior al pago de la reservación, cuando exista un contrato vigente\nde servicios y actividades no esenciales, el servicio de alojamiento en el\nAlbergue Base Crestones debe ser cancelado de forma directa al contratista\nmediante el proceso que establezcan para tal efecto. El monto que debe cancelar\ncorresponde a la tarifa establecida en el contrato con el contratista, y podrá\nser modificado por los mecanismos establecidos. De lo contrario la\nadministración le indicará la forma de pago del hospedaje.\n\n14. Para el ingreso por los Sectores Herradura y San Jerónimo, además del\ntrámite indicado en el punto anterior con el contratista cuando exista un\ncontrato vigente de servicios y actividades no esenciales, deberán coordinar\ncon la organización permisionaria lo relacionado al pago por actividades\necoturísticas debidamente autorizadas.\n\n15. Cuando exista un contrato vigente de servicios y actividades no\nesenciales, el usuario deberá pagar al contratista los derechos\ncorrespondientes al alojamiento en un plazo máximo de cinco días naturales,\nposteriores a la reservación, de lo contrario se cancelará la reservación de la\nadmisión y el usuario deberá realizar la solicitud de reembolso del dinero pagado\npor derecho de admisión, dentro del plazo establecido anteriormente y según el\ndecreto de tarifas vigentes. De no existir contrato de servicios y actividades\nno esenciales la administración le indicará el procedimiento para el pago de\nalojamiento y el monto.\n\n16. En el caso de estar vigente un contrato de servicios y actividades no\nesenciales el usuario que ingrese por los Sectores Herradura y San Jerónimo,\ndeberá pagar los derechos de alojamiento al contratista ajustándose a lo que\nindica el punto anterior y los derechos por actividades ecoturísticas a la\norganización permisionaria dentro de un plazo de cinco días naturales\nposteriores a la reservación, bajo la advertencia de que se le cancelará el\nderecho de admisión si no lo hace y de corresponder, el usuario deberá proceder\na realizar la solicitud de reembolso del dinero en los plazos establecidos,\nsegún el decreto de tarifas vigentes. De no existir contrato de Servicios y\nActividades No Esenciales la administración le indicará el procedimiento.\n\n17. Para el caso de las reservaciones realizadas con un intervalo de tiempo\nentre el día de la compra y el día de la visita menor o igual a quince días, la\nAdministración no estará gestionando solicitudes de reintegro debido a que no\nexiste amparo legal para su trámite.\n\n18. Ningún turista podrá ingresar después de las diez de la mañana al Parque Nacional Chirripó, así\ncomo tampoco puede ingresar antes de las tres de la mañana del día de su visita.\n\n19. El turista podrá ocupar la habitación correspondiente en el Albergue\nCrestones a partir de las doce mediodía (12 m.d.) del\ndía de ingreso, la cual será de uso compartido y con capacidad para cuatro\npersonas.\n\n20. Los turistas deberán desocupar la habitación asignada en el Albergue\nBase Crestones antes de las once de la mañana (11:00 a.m.).\n\n21. La exoneración del pago de derechos de admisión se podrá otorgar\núnicamente con base en lo establecido por el decreto ejecutivo que regula las\ntarifas de ingreso a las áreas silvestres protegidas. Todo interesado en\ningresar exonerado al Parque Nacional Chirripó,\nestará sujeto a la disponibilidad de espacio que la administración del Parque\nestablezca en el Albergue Base Crestones y deberá aportar copia de la\nresolución que le autoriza su ingreso. Una vez obtenidos los espacios correspondientes\nante la administración del Parque Nacional Chirripó\nen el eventual caso que desee o deba adquirir los servicios y actividades no\nesenciales deberá cancelar ante el contratista y en las cuentas que ellos\nestablezcan para tal fin. Siempre y cuando exista un contrato vigente de\nservicios y actividades no esenciales.\n\n22. Quien no acate las disposiciones antes mencionadas no podrá ingresar ni\npermanecer dentro del Parque Nacional Chirripó y en\nel Albergue Base Crestones. De igual manera, aquellos visitantes que con sus\nacciones vayan en contra de lo establecido en el Reglamento de Uso Público del\nParque Nacional Chirripó, también serán expulsados\ndel área protegida. Aplica para contratistas, permisionarios, turistas,\nvoluntarios, investigadores o ingresos no autorizados.\n\n23. Para la realización de la Carrera anual Ecológica Cultural a campo\ntraviesa del Chirripó, la Administración se reserva\nla totalidad de los espacios en el Albergue Base Crestones para el día previo y\nel día de la realización de la carrera.\n\n24. El Área de Conservación La Amistad Pacífico por razones de conveniencia, seguridad para los\nvisitantes y funcionarios, incendios forestales y otras catástrofes ambientales y/o fuerza mayor se\nreserva el derecho de cerrar el ingreso de visitantes al Parque Nacional Chirripó, vía resolución\nadministrativa motivada cuando lo considere pertinente y se exime de cualquier responsabilidad. Para\nlo anterior, la Administración definirá el procedimiento que mejor se ajuste para el reintegro\nrespectivo por concepto de admisión al área silvestre protegida.\n\n25. Por razones de conveniencia, emergencia sanitaria y disposiciones del\nMinisterio de Salud, la cantidad de turistas y aforos permitidos por sectores,\nsenderos, Albergue Base Crestones, Llano Bonito y área de acampar en el Paso de\nlos Indios podrá disminuir el aforo o desarrollar un cierre temporal según sea\nel caso, la administración podrá suspender reservaciones y aplicar el\nprocedimiento de devolución detallada en esta resolución. En caso de que la\nadministración tenga que definir cuales reservaciones permanecen y cuales se\neliminan, el criterio que prevalecerá será el de primero en tiempo primero en\nderecho.\n\n26. Todo visitante que permanezca dentro del Parque Nacional Chirripó, deberá demostrar la\nlegitimidad de su permanencia durante su estadía, presentando el documento, resolución\nadministrativa o dispositivo de control que le autorice el ingreso al Parque, además de presentar un\ndocumento de identificación con fotografía y conforme a los medios de control que se establezcan.\nAdemás, deberá portar todos los implementos de seguridad sanitaria que establece los protocolos del\nárea silvestre protegida. Caso contrario podrá ser expulsado del área silvestre protegida.\n\n27. Cuando no exista un contrato vigente de servicio de alojamiento en el PNCh, el mecanismo de pago\ny confirmación de las reservaciones del servicio de alojamiento para pernoctar en el Albergue Base\nCrestones será el siguiente:\n\n. El usuario ingresará al sistema de reservaciones en línea para realizar y\ncancelar los derechos de admisión al parque en las fechas elegidas. En este\nmomento el sistema le genera un correo con un código de confirmación del pago\ncorrespondiente.\n\n. La Administración del PNCh, le comunicará por\ncorreo electrónico al usuario, antes de la fecha de su ingreso al Parque, que\ntiene un plazo de quince días naturales a partir de esa notificación, para\ncancelar el monto que le indicará y la cuenta donde debe hacer el depósito, que\nserá requisito indispensable para que asegure su espacio y pueda pernoctar en\nel área silvestre protegida. La dirección de correo electrónico que será\nutilizada para informar al usuario será la misma que éste registre al momento\nde reservar la admisión al Parque.\n\n. Si el usuario no cancela el monto en el término indicado la reservación\nquedará sin efecto y deberá proceder conforme lo establece la presente\nresolución.\n\nPara estos casos, el ingreso de los visitantes estará sujeto al plan de\ncontingencia aprobado por la Dirección Regional del ACLA-P en donde se estará\ndefiniendo las condiciones de estadía, así como el ingreso por los sectores de\nSan Jerónimo y Herradura debiendo obligatoriamente contratar los servicios de\nguiado que brinden los permisionarios autorizados.\n\n28. La modalidad de Tour operador para la venta de admisiones no aplica\npara el Parque Nacional Chirripó.\n\n29. Para el ingreso de turistas desde Herradura de Rivas y hasta Cerro Uran (cómo destino único) y\ndesde San Jerónimo de San Pedro hasta Sabana de Los Leones (cómo destino único), el procedimiento\npara realizar las reservaciones y registro es el siguiente:\n\nSectores:\n\na) Herradura-Cerro Urán: Es un tramo del\nsendero Herradura-Urán que permite acampar una noche\nen Paso de Los Indios dentro del Parque Nacional Chirripó\ny visitar el Cerro Urán y el Cerro Chirripó que podrán únicamente ingresar los lunes,\nmiércoles y sábados en grupos de máximo doce turistas y que obligatoriamente\ndeberán regresarse por el mismo sector.\n\nb) San Jerónimo-Sabana de Los Leones: Es un tramo del Sendero San Jerónimo-Sabana de Los Leones que\npermite la caminata de un día hasta Sabana de Los Leones los martes, jueves, sábados y domingos y\ndías feriados de ley que coincidan con lunes, miércoles y viernes en grupos máximo de doce turistas.\n\nProcedimiento para Reservación:\n\n. Sector San Jerónimo-Sabana de Los Leones\n\nPara reservar los martes, jueves, sábados y domingos la reservación se\ndeberá realizar mediante el sistema de reservaciones en línea, o bien por el\nsistema auxiliar telefónico o el que haya sido determinado para este fin.\n\na) Para el caso de aquellos feriados de Ley que coincidan con lunes,\nmiércoles y viernes la reservación se realizará mediante llamada a la vía\ntelefónica llamando al número 905-Chirrip (905- 2447747) para todos los\nusuarios a nivel nacional y al N° 506-2742-5348 para los usuarios a nivel\ninternacional.\n\nb) Una vez que se corroboré que hay espacios en las fechas deseadas se le\nsolicitarán los nombres e identificación de los turistas que realizarán la\nvisita y se le indicará el número de reservación y el monto por los derechos de\nadmisión, que deberá depositar en la cuenta del SINAC-Fondo de Parques\nNacionales y posteriormente deberá enviar el recibo de pago al correo\nelectrónico reservaciones.chirripo@sinac.go.cr.\n\nc) Para realizar y enviar el depósito bancario tendrá un\nmáximo de tres días hábiles posterior a la fecha de reservación y seis días\nhábiles para contratar los servicios del permisionario posterior a la fecha de\nreservación.\n\n. CONSERVACIÓN\n\nResolution SINAC-ACLA-P-DR-585-2021.-Ministry of\nEnvironment and Energy.-Sistema Nacional de Áreas de Conservación.-Área de\nConservación La Amistad Pacífico.- San Isidro de El General, at two o'clock in the\nafternoon on November eighteenth, two thousand twenty-one.\n\nWhereas:\n\n1°- That in accordance with Article 32 of the\nLey Orgánica del Ambiente, the Ministry of Environment and Energy is responsible for the\nadministration of State Protected Wilderness Areas.\n\n2°-That Article 22 of the Ley de Biodiversidad delegates to SINAC the authority to administer\nstate-owned Protected Wilderness Areas, establishing that the Sistema Nacional de\nÁreas de Conservación (SINAC) is a decentralized and participatory institutional management and\ncoordination system, with instrumental legal personality that integrates competencies in\nforestry, wildlife, and protected areas matters, and is attached to the Ministry of Environment and Energy, with the\npurpose of issuing policies, planning, and executing processes aimed at achieving sustainability in the\nmanagement of Costa Rica's natural resources.\n\n3°-That Chirripó National Park (PNCh) is administered by the Área de Conservación La\nAmistad Pacífico (ACLA-P), which was created by Ley N° 5773 of August 19,\n1975, with an area of 43,700 hectares and expanded by\nDecreto Ejecutivo Nº13496-A of March 31, 1982.\n\n4°-That the PNCh is a protected area that experiences\na tourist demand exceeding the supply it possesses, which generates strong\npressure from visitors wishing to enter and has led the\nAdministration to develop, through technological tools,\ninstruments that allow for better control and accessibility of the\nreservation and admission process to the park.\n\n5°-That, to develop facilities and services for visitor\nattention, the PNCh has a lodge with\ncapacity for sixty people, called Albergue Base Crestones, which is\nlocated in the upper part of the protected wilderness area, fourteen and a half\nkilometers from the last vehicle access point in the community of San Gerardo de Rivas.\nThis lodge is administered by a contractor through a\nNon-Essential Services Concession contract.\n\n6°-That on February 28, 2018, in La Gaceta N° 38, was published\nResolution SINACACLA-P-D-441-2017 from 2:00 p.m. on November 8,\n2017, which established the Reservation Procedure for the PNCh.\n\n7°-That on April 20, 2018, in La Gaceta N° 69, was published\nResolution SINACACLA-P-D-076-2018 from 2:00 p.m. on May 20, 2018, in\nwhich the Reservation Procedure for the PNCh was modified,\nfor the San Jerónimo and Herradura sectors.\n\n8°-That on October 22, 2020, through La Gaceta N° 256, was\npublished Resolution SINAC-ACLA-P-D-374-2020 from two o'clock in the afternoon on\nSeptember 25, two thousand twenty, in which adjustments are made to the provisions\nof the previous resolutions.\n\n9°-That on March 22, 2021, through La Gaceta N° 56, was published\nResolution SINAC-ACLA-P-D-118-2021 from three o'clock in the afternoon on March 11,\ntwo thousand twenty-one, in which the procedure is described to complete the\nvisitation capacity in Chirripó National Park\ncorresponding to the period from March to August 31, 2021, expanding\nreservations already made to increase the occupancy of the Albergue Base\nCrestones.\n\n10.-That on April 20, 2021, through La Gaceta N° 75, was published\nResolution SINAC-ACLA-P-DR-152-2021 from three o'clock in the afternoon on April 5,\ntwo thousand twenty-one, in which the procedure is described to put up for sale\nthe available spaces in the Albergue Base Crestones that were identified\nas complete rooms for the period between the months of\nApril and August 2021.\n\n11.-That on August 6, 2021, through La Gaceta N° 150, was\npublished Resolution SINAC-ACLA-P-D-377-2021 from eleven o'clock in the morning on\nJuly 23, two thousand twenty-one, in which the implementation of the\nauxiliary reservation system in Chirripó National Park is authorized\nfor those reservations between the dates of September 1, 2021,\nand April 30, 2022, and that include lodging at the Albergue Base Crestones under\nthe scope of the COVID-19 pandemic.\n\n12.-That on October 27, 2021, through official communication N°\nSINAC-ACLAP-DR-541-2021, the regional director of the Área de Conservación de la\nAmistad Pacífico states \"that in light of the country's current context,\nin the health management of the Covid\n19 pandemic, the Ministry of Health's projection on the vaccination percentage for\nthe beginning of 2022, and given that we have reservations already made for\nthe month of January 2022, it is time to implement the Online Purchase and\nReservation System (Sistema de Compra y Reservaciones en línea, SICORE) for Chirripó National Park,\nto start online reservations with a three-month horizon for the\nnext year 2022.\" And in that same act, instructions are given to implement the\nonline reservation system for the sale of admissions corresponding\nto the months from February to April 2022.\n\nConsidering:\n\n1.-That, due to the conditions of the PNCh,\nthere are sixty spaces for tourists to stay overnight at the\nAlbergue Base Crestones.\n\n2.-That the update of the Carrying Capacity study of the PNCh from 2010 indicates that the\nTourist Carrying Capacity of the park's main trail is 22,507 tourists per year; however,\nthe officially reported visitation records according to the SEMEC do not exceed 13,000\ntourists per year.\n\n3.-That, as part of the operation of non-essential services, the\npermanent preventive and corrective maintenance of the main access\ntrail to the Park is the responsibility of the contractor, an aspect that improves the\nadministrative capacity for trail management in terms of tourist carrying\ncapacity.\n\n4.-That the reservation procedure used has generated constant\nquestions and complaints from users who wish to visit the\npark without having to undergo intermediation processes with tour\noperators, making it necessary to establish a reservation mechanism\nthat allows the administration to guarantee the transparency of the processes and\naccess under equal conditions for all users.\n\n5.-That the Administration promoted improving the accessibility of the\nreservation process to the PNCh through the institutional\nweb portal (online reservations), seeking access under equal\nconditions for the entry of national and international visitors to this\nprotected wilderness area.\n\n6.-That since September 7, 2020, contract N°\n0432020001100059-00 from Public Tender N° 2019LN-000002-000680000 has been formalized for the\nimplementation of non-essential services and activities in\nChirripó National Park, with a term of one year,\nextendable.\n\n7.-That in October 2020, the opening of the auxiliary\nreservation system for Chirripó National Park was carried out\nunder national health guidelines for surveillance of\nCOVID-19 infection with a capacity (aforo) of 50% of the operating capacity of the Albergue Base\nCrestones.\n\n8.-That, in February 2021, the Ministry of Health communicated the\nexpansion of the visitation capacity (aforo) for Protected Wilderness Areas to 100%.\nTherefore, the Administration, together with its collaborators, has directed\nefforts towards developing a plan to expand the capacity (aforo) of Chirripó\nNational Park in accordance with the scenarios\nfound in the analysis of reservations and strictly considering\nall government provisions issued for addressing the pandemic\ncaused by the COVID-19 virus, managing visits in social bubbles.\n\n9.-That the new provisions and openings announced by the governing body (MINSA) in light of the health\ncrisis, with a series of measures promoting the responsibility of each citizen to document\ntheir vaccination status, access to public sites for vaccinated people, and a strong campaign\nto achieve higher vaccination levels by early 2022, including the projection of more\nvaccine purchases for a third dose in at-risk populations and vaccines for children under 11 years old. Therefore,\n\nTHE RESERVATION PROCEDURE FOR\n\nCHIRRIPÓ NATIONAL PARK IS\n\nESTABLISHED, CONSIDERING\n\nTHE MODALITIES CONSISTENT\n\nWITH THE DIFFERENT\n\nSCENARIOS\n\nThe reservation procedure for Chirripó National Park includes:\n\na) The obligation of the user to reserve and pay the\nPark admission fees before the Administration.\n\nb) The obligation of the user to pay the corresponding\namount for lodging to the contractor, provided that any\nconcession contract for non-essential Services and activities is in effect in the\nPark.\n\nc) The obligation of the tourist to report to the Park Administration\nthe day before entering the protected wilderness area from 8:00 a.m. to 4:00\np.m., or on the same day of entry from 8:00 a.m. to 10:00 a.m.\nThis applies to both visits with lodging and single-day visits.\n\nd) At times when a contract for the\nprovision of lodging services is in effect in the PNCh,\nthe general provisions contained in points 5, 12, 14,\nand 15 of this resolution shall apply.\n\ne) At times when a contract for the provision of lodging services is not in effect\nin Chirripó National Park, general provision number 27 of this\nresolution shall apply.\n\n1°-Individuals or legal entities wishing to obtain\nspaces for tourist entry to the PNCh must\nmake their reservations through the online reservation system\nby accessing the electronic address www.sinac.go.cr or the link\nhttps://serviciosenlinea.sinac.go.cr/. If the Online\nReservation system is not operating, due to proven system\nfailure reasons or for reasons determined by the Regional Directorate of the Área de Conservación,\nreservations will be authorized, through an official communication, to be made\nby telephone by calling N° 905-Chirrip (905-2447747),\nfor all national users and N° 506-2742-5348 for\ninternational users, exclusively, as determined by the\nAdministration for reasons of opportunity and convenience, or by any\nother auxiliary digital system considered by the administration.\n\nThe auxiliary telephone reservation system will operate during\nbusiness hours from Monday to Friday from eight in the morning to twelve noon and\nfrom one to four in the afternoon. It does not apply to national holidays or\ndays off declared by the Executive Branch. If an auxiliary digital\nsystem is applied, it will operate full time.\n\nOnce the auxiliary system is put into effect, reservations can only be made up to one month in\nadvance for entry to Chirripó National Park, or in the event that another\nscenario is analyzed, it may be implemented as long as it is instructed by the regional director of the Área\nde Conservación de la Amistad Pacífico, through an official communication from the Administration.\n\n2°-The official trails for entering the PNCh are: 1) the main San Gerardo-Base\nCrestones trail, known as the Sector San Gerardo. 2) the Herradura-Urán- Chirripó trail, known as the\nSector Herradura, and 3) the San Jerónimo-Sabana de Los Leones-Base Crestones trail, known as the\nSector San Jerónimo.\n\n3°-Individuals or legal entities may make a reservation to\nenter through the main trail for a maximum of four individuals at\na time.\n\nFor entry through the trails of Sector Herradura and Sector San\nJerónimo, individuals or legal entities may make a reservation for\na maximum of four individuals at a time, provided that\nthe corresponding use permits are in effect. For each sector, eight\nspaces are enabled for each of the authorized dates.\n\n4°-Individuals or legal entities may make reservations for\na maximum stay of two nights and three days between the months of December and\nApril, and up to three nights and four days between the months of May and November.\n\n5°-Tourists who wish to enter the park through Sector San Gerardo for\none day and do not require lodging at the Albergue Crestones must pay\ntheir admission fees following the procedures established in the\nonline reservation system.\n\n6°-For the person or group of persons making the reservation\nprocess for entry to the PNCh, the system generates a\nreservation code.\n\nIf for some reason the user(s) cannot attend, they will have the right to\nmake changes of members in the reservation as indicated in this\ndocument for exceptional cases, or they will have the right to a refund\nof the amount paid for admission, provided they process it with at\nleast 15 days' notice, a situation that may change according to the decree\non entrance fees to protected areas that is in effect. For this case,\nthe complete cancellation of the reservation will be made; partial cancellations\nare not accepted.\n\nThe registered user who credited the reservation payment, interested\nin obtaining a refund of the money for admission, must\nsubmit a written request containing:\n\n1. Date of the request.\n\n2. Full name of the applicant.\n\n3. Address the request to the Administration of Chirripó National Park.\n\n4. Request the cancellation of the generated code, the cancellation of the\nreservation, and the request for refund of the money. 5. Reason for the request.\n\n6. In the case of domestic refunds, the request must indicate the\nbank name, IBAN account number of the user who credited the payment. For\nrefunds to banks outside the country, they must indicate bank name,\noffice, address, BIC, Swift, beneficiary, CIF, IBAN.\n\n7. Copy of the applicant's identification document.\n\n8. Copy of the reservation receipt or historical purchase report\ngenerated by the online reservation system.\n\n9. Indication of the place or means for receiving notifications, and\n\n10. Signature of the applicant, matching the identification document.\n\nThe lack of signature will result in rejection of the request and its filing.\n\nThe interested party must submit the request using any of the\nfollowing means:\n\n1. In person at the Administration office of\nChirripó National Park, located in San Gerardo de\nRivas de Pérez Zeledón, province of San José.\n\n2. Using the email: reservaciones.chirripo@\nsinac.go.cr.\n\nThe administration will begin the process from the\nmoment the user completes the requirements indicated in this article.\nIt is the user's responsibility to verify the complete receipt of the request\nand requirements.\n\nThe Administration has no responsibility or participation\nin the case of refunds for lodging and other non-essential services and\nactivities purchased with the contractor.\n\nIn cases where the bank charges any type of commission for the\nrefund transaction, it will be deducted from the amount to be refunded. The\ncommission amount will be set by the bank responsible for carrying out\nthe corresponding refund.\n\nAs a result of this act, the Administration will enable in the\nonline reservation system the spaces for which the cancellation\nhas been processed, which will be done on Tuesdays of each week starting at 10:00\na.m., being available from that moment to users who wish\nto purchase them. The Administration will send an email to the contractor at\ninfo@chirripo.org with the list of canceled reservations, so that both\nparties can manage the information to proceed with the client.\n\nFor exceptional cases such as accidents, deaths, health orders,\ndiagnosed illnesses, pregnancies, and/or death of a family member in the\nfirst and second degree of consanguinity or spouse, all occurring after the date\nthe reservation was made and where the presented exception coincides with the\nvisit date, the reservation holder will be allowed to make changes of members to\nthe reservation that was made and generated a code, for which they must\npresent the following for the respective authorization.\n\nFormal request addressed to Chirripó National Park\nin which the presented situation is explained, indicating the date of the\nevent for which they will not be able to visit the protected area, and the reservation\nnumber. Additionally, they must attach the respective documents supporting this\nrequest, namely:\n\na) Death certificate of the reservation member or\nof the family member in the first and second degree of consanguinity or spouse.\n\nb) Health order issued by the Ministry of Health.\n\nc) Medical incapacity issued by the CCSS and/or authorized\ninsurers. Medical opinions are not accepted.\n\nd) Epicrisis document issued by the CCSS.\n\nIn the event that, for reasons of force majeure (fuerza mayor), the\nAdministration must proceed with the closure of the PNCh, it\nwill contact each of the users who made reservations\non the dates corresponding to the event to manage the refund of\nthe amounts for admission fees to the PNCh in accordance\nwith the most appropriate procedure defined by the administrative office of this\nprotected wilderness area.\n\n7°-Tourists entering through Sector San Gerardo and Sector\nHerradura must register their entry personally at the Administration\noffice of Chirripó National Park, located in San Gerardo\nde Rivas de Pérez Zeledón, the day before their entry. For those wishing\nto enter starting at 3:00 a.m., the permitted entry time, or in the\nearly hours of the morning, they must register the day before between\neight in the morning and four in the afternoon. For those wishing to enter on the same day\ntheir entry is authorized, they must register from eight in\nthe morning until nine in the morning. For security reasons,\nregistration or entry to the Park will not be allowed after ten in the morning.\n\nFor tourists entering through Sector San Jerónimo, they must complete\nthe park entry registration before four in the afternoon of the day\nbefore their entry or by ten in the morning on the same day of entry, and\nit will be done in a logbook that the administration provided to the permit holder.\n\n8°-Tourists must enter and return only through the\nsector authorized in the reservation process and on the indicated date. In case\nof non-compliance, the corresponding legal measure will be applied.\n\n9°-The Administration of the PNCh will establish the\ncontrol measures it deems appropriate to guarantee that access\nto the protected area is made once the corresponding admission fees\nhave been paid.\n\n10.-In the event of failure of the online reservation system, once it\nhas been determined that the normal operation of the system\ncannot be started or restored, the person in charge of information technologies at the\nSecretaría Ejecutiva of SINAC or the Área de Conservación La Amistad Pacífico, as the\ncase may be, shall communicate via official communication to the regional directorate of ACLA-P the technical\nreasons for the failure and the recommendation to initiate the auxiliary\nreservation procedure provided by the administration (telephone or digital).\n\nUpon receipt of the\ncommunication, the regional directorate of ACLA-P will instruct via official communication the\nadministrator and the person in charge of reservations for the PNCh\nto start the auxiliary reservation system.\n\nThe administration will provide the necessary time to resolve the\nsystem failures, and in the event of impossibility to restore it, it may decide\nto use the auxiliary reservation system for as long as\nnecessary.\n\nOnce the problems of the online reservation system are resolved, the\nperson in charge of information technology at the Secretaría Ejecutiva or ACLA-P\nshall communicate via official communication to the Regional Directorate of ACLA-P to resume the\nonline reservation process, who in turn will make the corresponding\ncommunications to the Park Administration, and the reopening of the Online\nReservation System will be done once the administration has included\nall the data resulting from the reservations of the auxiliary system used. In\nturn, if the situation warrants it, the regional directorate of ACLAP\nmay communicate via official communication to the Information Technology\nDepartment the reasons justifying the use of the auxiliary system, as well as the timeframes\nduring which SICORE would be discontinued until the situation\nreturns to normal.\n\n11.-As a result of the experience generated during the first year of the Covid-19 pandemic in the country, and\nwith the purpose of linking the national security strategies established by the Ministry of\nHealth with a fluid and safe visitation in adherence to the health guidelines that were established\ndue to the different conditions, the need is determined to consider in this resolution the\nscenarios built jointly with the different actors for the following considerations:\n\n1. When entry to the protected wilderness\narea is conditioned in social bubbles.\n\n2. When, for reasons defined by the government of the\nrepublic through a directive, capacities (aforos) different from the capacity\nof the Albergue Base Crestones are established.\n\nIn addition to the above, it is also important to consider that\nthe context conditions must be similar; otherwise, the\nAdministration must adjust the procedure and present it to the regional\ndirectorate of ACLAP for approval. The\nofficial procedures are presented below:\n\nProcedure 1. Procedure to complete the visitation\ncapacity (aforo) in Chirripó National Park by expanding\nthe number of members in existing reservations.\n\nDescription of the scenario: This procedure applies to the scenario where, through some\ndirective, the number of visitors per day was reduced\nto a percentage less than 100% and is later reverted to 100%. Therefore, given that the sale of\nadmissions is carried out through the online reservation system and is projected\ntypically with an approximate horizon of three to six months, this period can be\nidentified in which there are available spaces\n(available rooms) that can be made available for sale, promoting\n100% occupancy.\n\nThus, the Administration of the ASP must follow the following steps:\n\na) In the event that there is a contract for non-essential services and activities,\nthe Administration must coordinate with the contractor to obtain\ninformation on the spaces identified in those reservations that\ninclude fewer than four people. This is because the maximum capacity\nof each room at the Albergue is four people per night.\n\nb) The Administration, through its collaborators, will contact the\nusers of the reservations with entry dates corresponding to the period in\nwhich a capacity (aforo) of less than 100% was set, with the purpose of expressing the\nopportunity to expand the list of members of the reservation adjusted to the\nspaces identified after the room distribution process for the\nreservations made.\n\nc) In the initial communication email that the\nAdministration will send through its collaborators, the client will have the\nopportunity to indicate if they wish to add more participants to the reservation or if\nthey wish to keep it in its original form.\n\nd) If the user's response is \"no, I do not wish\nto add more participants to the reservation\", the reservation will be maintained in\nthe original manner.\n\ne) If the user's response is that \"yes, I wish to add more participants\nto the reservation\", they will have 5 calendar days to complete\nthe process of paying for admission and lodging. For the admission payment,\nthey must do so to the SINAC account, and for the payment corresponding to\nlodging, to the accounts indicated.\n\nf) To make the admission payment deposit, one must consider the days of the reservation, the number\nof people and their nationality, that will be added to the reservation. The deposit must be made to the official\naccounts of the Sistema Nacional de Áreas de Conservación SINAC-Fondo de Parques Nacionales detailed\nbelow:\n\n| SINAC-FPN-PNCh Cuenta corriente Colones N°. 100-1-001-263236-1 (cuenta cliente N°. 15102010012632367) | Cuenta IBAN Colones CR22015102010012632367 |\n| --- | --- |\n| SINAC-FPN-PNCh Cuenta corriente Dólares N°. 100-2-001-263238-7 (cuenta cliente N°. 15102020012632368) | Cuenta IBAN Dólares CR56015102020012632368 |\n\ng) The user must send by email the proof of admission\npayment to reservaciones.chirripo@sinac.go.cr, and if there is\na current contract for non-essential services and activities, continue with the\nreservation procedure for lodging and other non-essential services and activities\nconsidered of interest with the contractor in the manner\ndefined for this purpose.\n\nh) It is essential to consider that if the context is a\npandemic, the user must be requested that for the inclusion of new\nmembers, a sworn statement provided by the\nAdministration must be completed. The declaration must appear signed by each and every one of the\nmembers of the reservation.\n\ni) The sworn statement exempts the Administration and its\ncollaborators from liability for any claim by the user. It will be the\ntool that the Administration, through its collaborators, will use to add the\nnew participants.\n\nProcedure 2. Implementation of the auxiliary reservation\nsystem for the sale of available spaces in the Albergue Base\nCrestones identified during the period of execution of capacities (aforos) lower than\n100%.\n\nDescription of the scenario: If a contract for non-essential services and activities is in effect,\nthis scenario will be used once the Administration\nhas the information on the distribution of reservations in the\nAlbergue Base Crestones made by the contractor for non-essential services and\nactivities, identifying the complete rooms that can be\noffered for sale and made available to users. Therefore, it must be done\nthrough the online reservation system.\n\nThe regional directorate, via official communication, will instruct the Administration of\nChirripó National Park on the way the\nauxiliary reservation system will be implemented.\n\nIn the event that a system auxiliary by telephone call is defined:\n\na) The user interested in purchasing admissions may do so\nonly by telephone call through the number (905) 244 7747 for\ndomestic calls and (506) 2742-5348 for international users.\nMonday through Friday from 8:00 to 12:00 p.m. and from 1:00 p.m. to 4:00 p.m. Does not\napply on holidays.\n\nb) During the telephone call, a reservation code will be assigned\nwith which the user initiates the pre-reservation.\n\nc) The Administration will request the user's personal data (full\nname, identification number, email, and phone number), and the specific date\nof the visit, with the purpose of verifying space availability.\n\nd) If there are spaces available, the user will be given 24 hours from\nthe call to make the deposit or transfer for the admission payment.\n\ne) With the purpose of serving those visitors traveling in bubbles of less than\nfour people, a variation in the layout of rooms in the\nAlbergue Base Crestones has been established. Thus, the distribution of the daily occupancy of the rooms\nwill be reserved as follows:\n\n. 12 rooms with complete reservations for only\nfour people.\n\n. 3 rooms with varied reservations that can range from one\nto three people. This reservation implies that the visitor must stay two or\nthree nights at the lodge between the months of September and November and two\nnights in the month of December.\n\nf) For the low-season months such as August, September, and\nOctober, an exception may be made to make available\nthe sale of all fifteen rooms without the distribution described in subsection e). Consequently,\nall rooms may be sold for reservations of 1 to 4 people.\n\ng) The Tour Operator Admission Purchase modality\ndoes not apply to Chirripó National Park.\n\nh) Once the call is received, the Administration\nwill enter the user's information into the reservation assistant and\nan email will be sent to the user, indicating the steps to follow.\n\nIn that first email, the pre-reservation\nnumber, the entry date, exit date, account numbers of the Fondo\nde Parque Nacionales for making the deposit or transfer, and the\nmembers of the reservation are provided. The user will be informed that in the detail of the\ndeposit or transfer, they must place the reservation number, and will be\nrequested to provide a legible receipt of the payment made, the\ncomplete sworn statement with the respective signatures. The above to the email\nreservaciones.chirripo@sinac.go.cr.\n\nIf the payment has been made incorrectly, the administration will proceed to send\nan email to the user to inform them that they must correct the payment within a maximum\nperiod of 36 hours after their notification; otherwise, the reservation will be released. The\nuser must assume the commission cost if applicable. The accounts to which\nthis payment must be made are:\n\n| SINAC-FPN-PNCh Cuenta corriente Colones N°. 100-1-001-263236-1 (cuenta cliente N°. 15102010012632367) | Cuenta IBAN Colones CR22015102010012632367 |\n| --- | --- |\n| SINAC-FPN-PNCh Cuenta corriente Dólares N°. 100-2-001-263238-7 (cuenta cliente N°. 15102020012632368) | Cuenta IBAN Dólares CR56015102020012632368 |\n\ni) The user will have 24 hours to make the admission payment and 10 calendar days to complete the sworn declaration process and lodging payment to the contractor for non-essential services and activities, provided a contract is in force; otherwise, the Administration will indicate the procedure.\n\nj) Once the lodging payment is received, the contractor for non-essential services and activities will proceed to systematize the information and carry out the invoicing processes. If the respective lodging payment is not completed with the contractor within the indicated time, the reservation will be cancelled and made available to other users.\n\nk) In the event that, on the closing day of the online reservation system, available admissions are evident for the San Jerónimo and Herradura entry sectors, users will have 8 spaces to reserve in the months that have not been reserved by that date, considering the dates established in the reservation resolution for each sector; if the entry sectors do not use the spaces to fill 1 room or 2 rooms, the spaces will be enabled to sell the rooms through San Gerardo de Rivas, one month before the date.\n\nl) The reservation assistant will hold eight administrative spaces assigned to the Directorate, from Friday to Sunday of each week, and they will be released one month in advance for sale through San Gerardo.\n\nm) Users will not be assisted at SINAC offices to make reservations in person. An exception will be made only during the months of September and October for those tourists who appear at the counter and wish to acquire admission for the following day or for the same day if space is available, as long as it is consistent with the entry and registration times for the Park indicated in this resolution. The form of payment will be by bank transfer, and the email address to which they must send the proof of payment will be indicated to them at that time.\n\nn) The reservation assistant does not apply to the sale of spaces for one-day hikes. One-day spaces will be sold through the website https:// serviciosenlinea.sinac.go.cr/, except in the event of a total failure of the online system, in which case the auxiliary system must be initiated, with the authorization of the Regional Directorate.\n\no) It is recommended to publish information constantly about available spaces so that the information is public and accessible to the majority of interested parties.\n\np) Digital Auxiliary System: The Administration may implement a digital auxiliary system other than SICORE when, for reasons of convenience, SICORE does not permit the reservation process in a pandemic scenario or for another reason. The Digital Auxiliary System may be a website or an application. To implement it, the Director of ACLA-P will request it in writing from the administration of the Protected Wilderness Area and will indicate the procedure and respective deadlines.\n\nGeneral Provisions\n\n1. Two seasons are defined for entry to PNCh: the season running from December through April, and the season covering the months from May through November.\n\n2. If, for the dates the user reserves, the sanitary measures defined by the Ministry of Health establish as a requirement for entering protected wilderness areas the presentation of a complete vaccination schedule, they must document and demonstrate to the Administration, under the guidelines defined by the Ministry of Health, that they meet this condition to enter the national park.\n\n3. In a single act, an individual or legal entity may make a reservation for one person and up to a maximum of four people to enter through the San Gerardo Sector. For entry through the Herradura and San Jerónimo sectors, in a single act, a reservation may be made for one person and up to a maximum of eight people.\n\n4. When the reservation is made to enter through the San Gerardo Sector, during the months from December to April, users may make their reservation for a maximum of two nights and three days. For the months between May and November, they may make their reservations for a maximum of three nights and four days at the Base Crestones lodge. This does not apply to entry through the Herradura and San Jerónimo sectors, as they have a maximum permitted stay of two nights and three days.\n\n5. When the tourist, being at Base Crestones and with space availability, wishes to remain in the protected area and lodge for more time, they may carry out the reservation procedure, provided they do not exceed the time intervals established for each season. In this case, they must complete the stay registry before the SINAC official stationed at Base Crestones and the contractor.\n\n6. For reservations to Chirripó National Park, the tourist may acquire their admission right up to six months in advance, provided they complete the procedure in its entirety, including the payment process for lodging services to the contractor or for ecotourism activities in cases of valid use permits (permisos de uso). This six-month advance period does not necessarily apply in cases where the auxiliary reservation system comes into operation, as it will be the regional directorate of ACLA-P that determines its implementation period.\n\n7. For purposes of tourist assistance and information, the telephone line 905-Chirrip, corresponding to number 905-2447747, is available for all national users, and number 506-2742-5348 for international users, Monday through Friday from eight in the morning to four in the afternoon.\n\n8. Public service hours at the administrative offices of Chirripó National Park will be Monday through Sunday, from 8:00 a.m. to 12:00 noon and from 1:00 p.m. to 4:00 p.m.\n\n9. The PNCh Administration will make available to users a quantity of 60 (sixty) spaces per day to stay at the Base Crestones Lodge, Monday through Sunday, which may be reserved in their entirety for authorized routes through the reservation system. In the event of any contingency, the other reservation modalities described in this document will be implemented.\n\n10. Out of the total spaces, eight spaces per week are reserved for the ACLA-P directorate to assign to interest groups that support the management of the protected area, ACLA-P, or SINAC. To this end, the ACLA-P Directorate must coordinate with the PNCh Administration the assignment of spaces one month in advance; otherwise, the protected area administration will make the spaces available to users through the authorized procedure.\n\n11. The PNCh Administration will have 20 daily spaces for visitors who wish to enter the park for only one day, exclusively through the San Gerardo Sector and who do not require lodging at the Base Crestones Lodge, who must complete the reservation procedure prior to their entry and the registry before the Administration in accordance with this resolution.\n\nIn the event that the Administration enables a trail in the Llano Bonito sector, the Administration will permit the daily entry of a maximum of 15 visitors to this sector, a trail that will be enabled through the use permit (permiso de uso) mechanism. Similarly, if the Administration enables other trails and they are approved in the General Management Plan, the entry of visitors as indicated in that planning instrument may be authorized.\n\n12. The amount paid to SINAC for the admission right covers only the daily entry right for each person to PNCh, in accordance with the provisions of the current tariff decree.\n\n13. After payment of the reservation, when there is a valid contract for non-essential services and activities, the lodging service at Base Crestones Lodge must be paid directly to the contractor through the process they establish for this purpose. The amount to be paid corresponds to the tariff established in the contract with the contractor, and may be modified through established mechanisms. Otherwise, the administration will indicate the method of payment for lodging.\n\n14. For entry through the Herradura and San Jerónimo Sectors, in addition to the procedure indicated in the previous point with the contractor when there is a valid contract for non-essential services and activities, they must coordinate with the permit-holding organization regarding payment for duly authorized ecotourism activities.\n\n15. When there is a valid contract for non-essential services and activities, the user must pay the contractor the corresponding lodging fees within a maximum period of five calendar days following the reservation; otherwise, the admission reservation will be cancelled, and the user must submit the refund request for the money paid for the admission right, within the period established previously and according to the current tariff decree. If there is no contract for non-essential services and activities, the administration will indicate the procedure for the payment of lodging and the amount.\n\n16. In the event that a contract for non-essential services and activities is in force, the user entering through the Herradura and San Jerónimo Sectors must pay the lodging fees to the contractor in accordance with the previous point, and the fees for ecotourism activities to the permit-holding organization within a period of five calendar days following the reservation, under the warning that their admission right will be cancelled if they do not, and if applicable, the user must proceed to submit the refund request for the money within the established periods, according to the current tariff decree. If there is no contract for Non-Essential Services and Activities, the administration will indicate the procedure.\n\n17. For reservations made with a time interval between the purchase date and the visit date less than or equal to fifteen days, the Administration will not process refund requests because there is no legal basis for their processing.\n\n18. No tourist may enter Chirripó National Park after ten in the morning, nor may they enter before three in the morning on the day of their visit.\n\n19. The tourist may occupy the corresponding room in the Crestones Lodge starting at twelve noon (12 m.d.) on the day of entry, which will be shared use and with capacity for four people.\n\n20. Tourists must vacate the assigned room in the Base Crestones Lodge before eleven in the morning (11:00 a.m.).\n\n21. Exemption from payment of admission fees may be granted solely based on the provisions of the executive decree regulating entry tariffs to protected wilderness areas. Any interested party wishing to enter Chirripó National Park exempted will be subject to the availability of space that the Park administration establishes at the Base Crestones Lodge and must provide a copy of the resolution authorizing their entry. Once the corresponding spaces are obtained from the Chirripó National Park administration, in the event that they wish or need to acquire non-essential services and activities, they must pay the contractor into the accounts they establish for this purpose, provided there is a valid contract for non-essential services and activities.\n\n22. Anyone who fails to comply with the aforementioned provisions may not enter or remain within Chirripó National Park and the Base Crestones Lodge. Likewise, those visitors whose actions contravene the provisions of the Public Use Regulations of Chirripó National Park will also be expelled from the protected area. This applies to contractors, permit holders, tourists, volunteers, researchers, or unauthorized entries.\n\n23. For the holding of the annual Chirripó Cultural Ecological Cross-Country Race, the Administration reserves all spaces at the Base Crestones Lodge for the day before and the day of the race.\n\n24. For reasons of convenience, safety for visitors and officials, forest fires and other environmental catastrophes, and/or force majeure, the Área de Conservación La Amistad Pacífico reserves the right to close visitor entry to Chirripó National Park via a reasoned administrative resolution when it deems it pertinent, and is exempt from any liability. For the above, the Administration will define the procedure that best suits the respective refund for admission to the protected wilderness area.\n\n25. For reasons of convenience, health emergency, and Ministry of Health provisions, the number of tourists and permitted capacity by sectors, trails, Base Crestones Lodge, Llano Bonito, and camping area in Paso de los Indios may be reduced or a temporary closure may be implemented, as the case may be; the administration may suspend reservations and apply the refund procedure detailed in this resolution. In the event that the administration must decide which reservations remain and which are eliminated, the criterion that will prevail is first in time, first in right.\n\n26. Every visitor who remains within Chirripó National Park must demonstrate the legitimacy of their stay during their visit, presenting the document, administrative resolution, or control device authorizing their entry into the Park, in addition to presenting an identification document with a photograph and in accordance with the established control measures. Additionally, they must carry all sanitary safety implements established by the protocols of the protected wilderness area. Otherwise, they may be expelled from the protected wilderness area.\n\n27. When there is no valid lodging service contract in PNCh, the payment and confirmation mechanism for lodging service reservations to overnight at Base Crestones Lodge will be as follows:\n\n. The user will enter the online reservation system to complete and pay the park admission fees for the chosen dates. At that moment, the system generates an email with a confirmation code for the corresponding payment.\n\n. The PNCh Administration will communicate to the user by email, before the date of their entry to the Park, that they have a period of fifteen calendar days from that notification to pay the amount which will be indicated and to the account where the deposit must be made, which will be an essential requirement to secure their space and be able to overnight in the protected wilderness area. The email address that will be used to inform the user will be the same one they registered at the time of reserving the Park admission.\n\n. If the user does not pay the amount within the indicated term, the reservation will be nullified, and they must proceed in accordance with the provisions of this resolution.\n\nFor these cases, visitor entry will be subject to the contingency plan approved by the ACLA-P Regional Directorate, which will define the stay conditions, as well as entry through the San Jerónimo and Herradura sectors, obligatorily contracting the guiding services provided by authorized permit holders.\n\n28. The Tour Operator modality for the sale of admissions does not apply to Chirripó National Park.\n\n29. For the entry of tourists from Herradura de Rivas to Cerro Uran (as the sole destination) and from San Jerónimo de San Pedro to Sabana de Los Leones (as the sole destination), the procedure for making reservations and registration is as follows:\n\nSectors:\n\na) Herradura-Cerro Urán: This is a section of the Herradura-Urán trail that allows camping one night in Paso de Los Indios within Chirripó National Park and visiting Cerro Urán and Cerro Chirripó, which may only be entered on Mondays, Wednesdays, and Saturdays in groups of a maximum of twelve tourists and who must obligatorily return through the same sector.\n\nb) San Jerónimo-Sabana de Los Leones: This is a section of the San Jerónimo-Sabana de Los Leones Trail that allows a one-day hike to Sabana de Los Leones on Tuesdays, Thursdays, Saturdays, and Sundays, and on mandatory public holidays that coincide with Mondays, Wednesdays, and Fridays, in groups of a maximum of twelve tourists.\n\nReservation Procedure:\n\n. San Jerónimo-Sabana de Los Leones Sector\n\nTo reserve for Tuesdays, Thursdays, Saturdays, and Sundays, the reservation must be made through the online reservation system, or by the auxiliary telephone system, or whatever has been designated for this purpose.\n\na) In the case of those mandatory public holidays that coincide with Mondays, Wednesdays, and Fridays, the reservation will be made by calling the telephone line at number 905-Chirrip (905-2447747) for all national users, and at number 506-2742-5348 for international users.\n\nb) Once it is confirmed that there are spaces on the desired dates, the names and identification of the tourists making the visit will be requested, and the reservation number and the amount for the admission fees will be indicated, which must be deposited into the SINAC-National Parks Fund account, and subsequently, the payment receipt must be sent to the email reservaciones.chirripo@sinac.go.cr.\n\nc) To make and send the bank deposit, they will have a maximum of three business days after the reservation date, and six business days to contract the permit holder's services after the reservation date.\n\n. Herradura-Urán Sectors:\n\nTo reserve for Mondays, Wednesdays, and Saturdays, the reservation must be made through the online reservation system, or by the auxiliary telephone system, or whatever has been designated for this purpose.\n\na) In the event that an official communication indicates that reservations must be made through the auxiliary telephone system, you must call 905-2447747; once it is confirmed that there are spaces on the desired dates, the names and identification of the tourists making the visit will be requested, and the reservation number and the amount for the admission and camping fees, where applicable, will be indicated, which must be deposited into the SINAC-National Parks Fund account, and subsequently, the payment receipt must be sent to the email reservaciones.chirripo@sinac.go.cr.\n\nb) To make and send the bank deposit, they will have a maximum of three business days after the reservation date, and six business days to contract the permit holder's services after the reservation date.\n\nc) In the event that these sectors are established for admission purchase within the online reservation system through the electronic address www.sinac.go.cr, said reservation may be made through this means. Otherwise, the previous provisions apply.\n\nd) To enter these sectors, they must obligatorily contract the services of the permit holder of the corresponding use permit (permiso de uso); for this, reference contacts will be indicated via email reservaciones.chirripo@sinac.go.cr.\n\ne) The permit holder must send the administration confirmation of the service contracting within a maximum of nine business days after the interested party's reservation. To this end, they will indicate to the administration the reservation numbers that have complied with subsection c.\n\nf) If the reservation is not confirmed, users may request the refund as established in the tariff decree for entry to protected wilderness areas.\n\ng) Reservations can be made up to six months in advance.\n\nEntry Registration Procedure:\n\na) Herradura Urán Sector: Tourists must personally register at the administrative offices of Chirripó National Park in San Gerardo de Rivas one day before their entry from 8:00 a.m. to 4:00 p.m., or on the same day of entry from 8:00 a.m. to 10:00 a.m.\n\nb) San Jerónimo-Sabana de Los Leones: Tourists must personally register at the offices of the Use Permit (Permiso Uso) permit holder in San Jerónimo de San Pedro, one day before their entry from 8:00 a.m. to 4:00 p.m., or on the same day of entry from 8:00 a.m. to 10:00 a.m.\n\n30. Against this resolution, the ordinary remedies of revocation and/or appeal are available, in accordance with Article 343 and following of the Ley General de la Administración Pública, which will be resolved, with revocation by the same body that issued it and appeal by the Consejo Nacional de Áreas de Conservación. The remedies must be filed before the body issuing this resolution within three days following its publication.\n\nThis resolution repeals all previous provisions regarding Reservation procedures for entry to Chirripó National Park.\n\nIt takes effect as of November 22, 2021.\n\nLet it be published." }
