Asimismo, de conformidad con la Ley Nº 59, el IGN\nes la dependencia científica y técnica rectora de la cartografía nacional,\ndestinada a la ejecución del Mapa básico oficial y la Descripción básica\ngeográfica de la República de Costa Rica y a los estudios, las investigaciones\no labores y el desarrollo de políticas nacionales de carácter cartográfico,\ngeográfico, geodésico, geofísico y de índole similar que tenga relación con\ndichas obras, con el fin de apoyar los procesos de planificación.\n\n2°-Que la Ley Nº 59 constituye al IGN de manera\npermanente y en representación del Estado, como la autoridad oficial en materia\ngeodésica y de la representación espacial de la geografía de la República de\nCosta Rica, extendiéndose su autoridad a las actividades de cualquier orden que\ntengan por origen los trabajos confiados a su cargo.\n\n3°-Que de conformidad con la ley Nº 59; el artículo 62\ndel Decreto Ejecutivo N° 7841-P denominado Reglamento a la Ley sobre la Zona\nMarítimo Terrestre se reconoce la competencia del IGN para la delimitación de\nla zona pública de la Zona Marítimo Terrestre, y su oficialización a través de\npublicación en el Diario Oficial La Gaceta; el artículo 63 del Decreto\nEjecutivo N° 7841-P señala que El Instituto Geográfico Nacional deberá\npublicar aviso en el Diario Oficial, de cada porción de la zona\nmarítimo-terrestre en que haya demarcado la zona pública.\n\n4°-Que en el Decreto Ejecutivo N° 36642-MP-MOPT-MINAET\n\"Reglamento de Especificaciones para la Delimitación de la zona pública de la\nZona Marítimo Terrestre\", se establece según el artículo 18° que para la\ndelimitación de la zona pública de la Zona Marítimo Terrestre, el IGN podrá\nacudir a dos metodologías de ejecución, que se indican en los artículos 19 y\n20, correspondientes a la delimitación de la zona pública de la Zona Marítimo\nTerrestre a través de la colocación de mojones y/o a la delimitación digital\ngeorreferenciada, esto con el fin de agilizar las delimitaciones y proporcionar\nmayor seguridad técnica a los interesados.\n\n5°-Que en el Decreto Ejecutivo N° 33797-MJ-MOPT, el\ncual entre otros aspectos determina, a la Red Geodésica Nacional de Referencia\nHorizontal CR05, y su proyección cartográfica asociada CRTM05, como el sistema\noficial al cual deben estar referidas las coordenadas de todos los trabajos\ngeodésicos, cartográficos y catastrales que se ejecuten en nuestro país,\nseñalando específicamente en artículo 11 que: \"La Red Geodésica Nacional de\nReferencia Horizontal CR05 y el sistema de proyección cartográfica CRTM05,\nconstituirán el único sistema oficial de coordenadas para la República de Costa\nRica a partir del cual se debe referenciar todos los levantamientos y\nactividades cartográficos y geodésicos que desarrollen en el Territorio\nNacional toda dependencia pública, persona o entidad privada nacional o\nextranjera.\" ; mientras que el artículo 7 indica que \"Conforme se produzcan\ndatos cartográficos en el nuevo sistema de proyección cartográfica CRTM05, el\nInstituto Geográfico Nacional publicará por los medios adecuados aquella\ninformación que se ha oficializado.\"\n\n6°-Que el Decreto Ejecutivo Nº 40962-MJP Actualización\ndel Sistema Geodésico de Referencia Horizontal Oficial para Costa Rica declara\nen su artículo 1 que El sistema geodésico de referencia horizontal oficial para\nCosta Rica, denominado como CR05 y su materialización mediante la Red Geodésica\nNacional, cambia en sus siglas a CRSIRGAS, como sistema de referencia\nhorizontal oficial para la República de Costa Rica, enlazado al Marco\nInternacional de Referencia Terrestre ITRF2008 (IGb08), para la época de\nmedición 2014.59, y en adelante, los cambios y su actualización, se regirán de\nacuerdo a las nuevas definiciones del ITRF que se implementen en la red\ncontinental del Sistema de Referencia Geocéntrico para las Américas (SIRGAS)\ndenominada SIRGAS-CON, mientras que el artículo 2 establece que El sistema de\nproyección cartográfica CRTM05 seguirá siendo el oficial para la representación\ncartográfica del territorio nacional continental, extendido para efectos de\naplicación de esta proyección cartográfica, hasta la línea de base del mar\nterritorial en el océano Pacífico y el mar Caribe, definida esta línea conforme\na los artículos 5, 6 y 7 de la Convención de las Naciones Unidas sobre el\nDerecho del Mar, como punto de partida para el cómputo de la anchura máxima de\ntodas las áreas marinas jurisdiccionales del Estado costarricense.\n\nPor su parte, el artículo 12 del decreto de cita,\nrefuerza la aplicación de la proyección cartográfica CRTM05 como el sistema\nnacional de coordenadas oficial a la cual se deben referenciar en el territorio\ncontinental de nuestro país, al señalar que El sistema de referencia horizontal\nCRSIRGAS y su proyección cartográfica asociada CRTM05 para el territorio\ncontinental extendido hasta la línea de base del mar territorial y, la\nproyección cartográfica \"Universal Transversal de Mercator\" (UTM), zonas 16 y\n17 para las áreas marinas e insulares jurisdiccionales en el océano Pacífico y\nel mar Caribe, constituirán el único sistema oficial de coordenadas para la\nRepública de Costa Rica, a partir del cual, se deben referenciar todos los\nlevantamientos y actividades cartográficos y geodésicos que desarrollen en el\nterritorio nacional toda dependencia pública, persona o entidad privada,\nnacional o extranjera, que emprendan o contraten trabajos geodésicos y\ncartográficos, contribuyéndose a evitar el gasto público y obteniendo, por otra\nparte, información geográfica confiable, uniforme y comparable.\n\n7°-Que la\ngeorreferenciación al sistema nacional de coordenadas como mecanismo para\ndelimitar la zona pública de la Zona Marítimo Terrestre, posibilita la correcta\ndelimitación de la zona pública a los efectos de la elaboración de planes\nreguladores, el visado de planos de agrimensura, el otorgamiento de concesiones\nen la Zona Restringida y otros aspectos de ordenamiento territorial costero.\n\n8°-Que la información digital georreferenciada sobre\ndelimitación de la zona pública de la Zona Marítimo Terrestre con que cuenta el\nIGN, se le denomina Geodatabase Digital Georreferenciada (GDG) del Instituto\nGeográfico Nacional (IGN) sobre la Zona Marítimo Terrestre (ZMT).\n\n9°-Que la GDG del IGN sobre la Zona Marítimo Terrestre\nse fundamenta técnicamente en aplicación de la regulación establecida por: a)\nel Decreto Ejecutivo N.º 7841-P; b) el Decreto Ejecutivo Nº 33797-MJ-MOPT y; c)\nel Decreto Ejecutivo Nº 36642-MP-MOPTMINAET, todos previamente citados.\n\n10.-Que la Ley Nº 7575 denominada Ley Forestal del 13\nde febrero de 1996 en su artículo 16 establece que el Ministerio del Ambiente y\nEnergía delimitará en el terreno, los linderos de las áreas que conforman el\nPatrimonio Natural del Estado.\n\n11.-Que la Ley Nº 6043 establece en su artículo 1 del\nCAPÍTULO I, Disposiciones Generales que La zona marítimo terrestre\nconstituye parte del patrimonio nacional, pertenece al Estado y es inalienable\ne imprescriptible. Su protección, así como la de sus recursos naturales, es\nobligación del Estado, de sus instituciones y de todos los habitantes del país.\nSu uso y aprovechamiento están sujetos a las disposiciones de esta ley.\n\n12.-Que según el artículo 11 del CAPÍTULO I,\nDisposiciones Generales de la Ley Nº 6043, establece que la Zona pública es\ntambién, sea cual fuere su extensión, la ocupada por todos los manglares de los\nlitorales continentales e insulares y esteros del territorio nacional.\n\n13.-Que el Decreto Ejecutivo Nº 36786-MINAET titulado Manual\npara la clasificación de tierras dedicadas a la conservación de los recursos\nnaturales dentro de la Zona Marítimo Terrestre en Costa Rica publicado en La\nGaceta Nº 217 del 11 de noviembre del 2011, establece entre sus objetivos\nIdentificar dentro de la Zona Marítimo Terrestre aquellos terrenos que\nclasifiquen como bosques, de aptitud forestal (suelos Clase VII y VIII),\nhumedales (manglares, esteros, rías, marismas, lagunas costeras, pantanos,\nbosques anegados, salitrales), para certificarlos e incorporarlos como parte\ndel Patrimonio Natural del Estado (PNE).\n\n14.-Que el Decreto Ejecutivo Nº 36786-MINAET en el\npunto III.-Competencias para la delimitación y certificación establece que\nLa clasificación de los terrenos dentro de la ZMT corresponderá a las Áreas de\nConservación (AC) del Sistema Nacional de Áreas de Conservación (SINAC) y a\nprofesionales privados debidamente acreditados por los Colegios Profesionales\nrespectivos para que clasifiquen los bosques, terrenos de aptitud forestal\n(suelos Clase VII y VIII), (manglares, esteros, rías, marismas, lagunas\ncosteras, pantanos, bosques anegados, salitrales) y humedales.\n\nLa\nvalidez de los documentos de clasificación emitidos por profesionales privados\nquedará sujeta a la aprobación que emita el AC que por competencia territorial\nle corresponda. A las AC del SINAC con jurisdicción en la ZMT les competerá,\nademás, la verificación, fiscalización, deslinde y certificación de las tierras\ndel Patrimonio Natural del Estado y las zonas de protección.\n\nLa ubicación y delimitación de las áreas del\nPatrimonio Natural del Estado dentro de la Zona Marítimo Terrestre, debe\nrealizarse como parte del proceso de aprobación del Plan Regulador Costero\n(PRC), definido por la Ley 6043, ya que el Plan Regulador Costero es el\ninstrumento de ordenamiento territorial, que define y ubica todas las zonas a\nconcesionar dentro de la ZMT y para la clasificación de ésta a nivel de los\nplanos de catastro.\n\n15.-El Instituto Geográfico Nacional, utilizó la\nmetodología de Delimitación de Mojones Georreferenciados, para delimitar la\nzona pública de la Zona Marítimo Terrestre del estero/manglar Punta Mono Congo,\nen el distrito: 01° Chomes, cantón: 07º Puntarenas, provincia: 06º Puntarenas.\n\n16.-Que, mediante el \"Informe topográfico del\nmanglar en Punta Mono Congo\", ubicado en Bajo Chontales, Golfito elaborado\npor la Ing. Adriana Ibarra Vargas a solicitud de Ana Victoria Garro Vargas,\nnúmero de cédula 1-0377-0467, representante legal de la sociedad: Eureka la\nPurruja Sociedad Anónima, como interesada en el proceso, se presenta al IGN la\ninformación técnica del levantamiento topográfico para la delimitación de un\nsector del estero/manglar Mono Congo en Golfito Puntarenas.\n\n17.-Que la delimitación realizada cuenta con aval\ntécnico interno conforme al oficio N° DIG-TOT-0813-2021 del 22 de diciembre de\n2021, emitido por el Subproceso de Límites Oficiales del Departamento\nTopográfico y Observación del Territorio del Instituto Geográfico Nacional. De\nacuerdo con la delimitación de la zona pública en el sector de ecosistema del\nmanglar Punta Mono Congo, realizada por el Área de Conservación Osa según\noficio SINAC-ACOSA-PNE-AD-009-2021 de 18 de enero del 2021.\n\n18.-Que el artículo 140 de la Ley Nº 6227 señala que El\nacto administrativo producirá su efecto después de comunicado al administrado,\nexcepto si le concede únicamente derechos, en cuyo caso lo producirá desde que\nse adopte, disposición que necesariamente debe relacionarse con el artículo\n240 del mismo cuerpo normativo, mismo que define el instrumento idóneo para\ncomunicar actos de naturaleza genérica al señalar que Se comunicarán por\npublicación los actos generales y por notificación los concretos.\n\nCOMUNICA:\n\nPrimero.-Que, en el mes de junio de 2020, se realizó\ntrabajo de levantamiento para el establecimiento de mojones georreferenciados\nal sistema nacional de coordenadas de la zona pública de un sector del\nestero/manglar Punta Mono Congo ubicado en Bajo Chontales, distrito: 01º\nGolfito, cantón: 07º Golfito, provincia: 06° Puntarenas.\n\nSegundo.-El Instituto Geográfico Nacional publica la\ndelimitación digital georreferenciada de la zona pública de la Zona Pública de\n64 puntos que forman parte del estero/ manglar Punta Mono Congo ubicado en\nBajo Chontales, distrito: 01º Golfito, cantón: 07º Golfito, provincia: 06°\nPuntarenas, determinados por medio de la metodología usada y validada por\nel Área de Conservación Osa del SINAC-MINAE.\n\nTercero.-Que la zona pública delimitada corresponde a\nun sector de estero/manglar de Punta Mono Congo en conformidad al oficio\nSINAC-ACOSA-PNE-AD-009-2021 de 18 de enero del 2021 emitido por el Área de\nConservación Osa del Sistema Nacional del SINAC-MINAE.\n\nCuarto.-Que la zona pública de la Zona Marítimo\nTerrestre correspondiente a un sector del estero/manglar de Punta Mono Congo,\nverificada y delimitada por el Área de Conservación Osa corresponde a las\ncoordenadas en el   "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Complete Text of Norm 006\n\n                        Delimitation of the public zone of a sector of the estero/manglar Punta Mono\nCongo, 01° Golfito district, 07° Golfito canton, 06° Puntarenas province\n\nNOTICE No. 006-2022\n\nMARITIME TERRESTRIAL ZONE\n\nDelimitation of the public zone of a sector\n\nof the estero/manglar Punta Mono Congo,\n\n01° Golfito district, 07º Golfito canton,\n\n06º Puntarenas province\n\nBased on the provisions set forth in articles 140 and\n240 of Law No. 6227, General Law of Public Administration, dated\nMay 2, 1978; Law No. 59, Law for the Creation and Organization of the National\nGeographic Institute, dated July 4, 1944; Law No. 8905, Reform of\narticle 2 of Law No. 5695, Creation of the National Registry, and its reforms; and\nmodification of Law No. 59, Creation and Organization of the National Geographic\nInstitute, dated July 4, 1944, and its reforms dated December 7,\n2010; Law No. 6043, Law on the Maritime Terrestrial Zone, dated March 2, 1977,\nwith its respective regulation; and articles 2 and 3 of Law No. 5695, Law for the\nCreation of the National Registry, dated May 28, 1975, and its reforms.\n\nConsidering:\n\n1°-That by means of Law No. 8905, the National\nGeographic Institute, hereinafter IGN, is established as a dependency of the National\nRegistry, which shall sign the contracts and agreements necessary for the\nexercise of its functions. Likewise, in accordance with Law No. 59, the IGN\nis the scientific and technical dependency governing national cartography,\ndesignated for the execution of the official basic Map and the basic geographic\nDescription of the Republic of Costa Rica, and for the studies, investigations,\nor work and the development of national policies of a cartographic,\ngeographic, geodetic, geophysical, and similar nature related to\nsaid works, for the purpose of supporting planning processes.\n\n2°-That Law No. 59 permanently establishes the IGN,\non behalf of the State, as the official authority in geodetic matters\nand in the spatial representation of the geography of the Republic of\nCosta Rica, its authority extending to activities of any kind\noriginating from the work entrusted to its charge.\n\n3°-That in accordance with Law No. 59; article 62\nof Executive Decree No. 7841-P, denominated Regulation to the Law on the\nMaritime Terrestrial Zone, the competence of the IGN is recognized for the delimitation of\nthe public zone of the Maritime Terrestrial Zone, and its officialization through\npublication in the Official Gazette La Gaceta; article 63 of Executive\nDecree No. 7841-P indicates that the National Geographic Institute must\npublish a notice in the Official Gazette for each portion of the\nmaritime-terrestrial zone in which it has demarcated the public zone.\n\n4°-That in Executive Decree No. 36642-MP-MOPT-MINAET,\n\"Regulation of Specifications for the Delimitation of the public zone of the\nMaritime Terrestrial Zone,\" it is established according to article 18° that for the\ndelimitation of the public zone of the Maritime Terrestrial Zone, the IGN may\nresort to two execution methodologies, indicated in articles 19 and\n20, corresponding to the delimitation of the public zone of the Maritime Terrestrial\nZone through the placement of boundary markers (mojones) and/or through digital georeferenced\ndelimitation, this for the purpose of expediting delimitations and providing\ngreater technical security to interested parties.\n\n5°-That in Executive Decree No. 33797-MJ-MOPT, which,\namong other aspects, determines the National Geodetic Horizontal Reference Network\nCR05, and its associated cartographic projection CRTM05, as the official system\nto which the coordinates of all geodetic, cartographic, and cadastral works\nexecuted in our country must be referenced, specifically indicating in article 11 that: \"The National Geodetic Horizontal Reference\nNetwork CR05 and the CRTM05 cartographic projection system shall constitute the sole official coordinate system for the Republic of Costa\nRica, from which all cartographic and geodetic surveys and activities\nundertaken in National Territory by any public dependency, person, or private national\nor foreign entity must be referenced.\" ; while article 7 indicates that \"As\ncartographic data is produced in the new CRTM05 cartographic projection system, the\nNational Geographic Institute shall publish, by appropriate means, that\ninformation which has been officialized.\"\n\n6°-That Executive Decree No. 40962-MJP, Update of\nthe Official Horizontal Geodetic Reference System for Costa Rica, declares\nin its article 1 that The official horizontal geodetic reference system for\nCosta Rica, denominated as CR05 and its materialization through the National Geodetic\nNetwork, changes its acronym to CRSIRGAS, as the official horizontal\nreference system for the Republic of Costa Rica, linked to the International\nTerrestrial Reference Frame ITRF2008 (IGb08), for the measurement epoch\n2014.59, and henceforth, changes and its updating shall be governed\naccording to the new definitions of the ITRF implemented in the continental network of the Geocentric Reference System for the Americas (SIRGAS)\ndenominated SIRGAS-CON, while article 2 establishes that The CRTM05\ncartographic projection system shall continue to be the official one for the cartographic representation of the national continental territory, extended for purposes of\napplication of this cartographic projection, up to the baseline of the territorial\nsea in the Pacific Ocean and the Caribbean Sea, this line defined in accordance\nwith articles 5, 6, and 7 of the United Nations Convention on the\nLaw of the Sea, as the starting point for computing the maximum breadth of\nall jurisdictional marine areas of the Costa Rican State.\n\nFor its part, article 12 of the cited decree\nreinforces the application of the CRTM05 cartographic projection as the official national\ncoordinate system to which they must be referenced in the continental\nterritory of our country, by indicating that The CRSIRGAS horizontal reference system\nand its associated CRTM05 cartographic projection for the continental\nterritory extended to the baseline of the territorial sea, and the\n\"Universal Transverse Mercator\" (UTM) cartographic projection, zones 16 and\n17 for the jurisdictional marine and insular areas in the Pacific Ocean\nand the Caribbean Sea, shall constitute the sole official coordinate system for the\nRepublic of Costa Rica, from which all\nsurveys and cartographic and geodetic activities undertaken in the\nnational territory by any public dependency, person, or private entity,\nnational or foreign, that undertake or contract geodetic and\ncartographic works must be referenced, contributing to avoiding public\nexpenditure and obtaining, on the other\nhand, reliable, uniform, and comparable geographic information.\n\n7°-That\ngeoreferencing to the national coordinate system as a mechanism to\ndelimit the public zone of the Maritime Terrestrial Zone enables the correct\ndelimitation of the public zone for the purposes of preparing regulatory\nplans, approving surveying plans, granting concessions in the\nRestricted Zone, and other aspects of coastal territorial planning.\n\n8°-That the georeferenced digital information on\ndelimitation of the public zone of the Maritime Terrestrial Zone held by the\nIGN is denominated the Digital Georeferenced Geodatabase (GDG) of the National\nGeographic Institute (IGN) for the Maritime Terrestrial Zone (ZMT).\n\n9°-That the IGN's GDG for the Maritime Terrestrial Zone\nis technically based on the application of the regulation established by: a)\nExecutive Decree No. 7841-P; b) Executive Decree No. 33797-MJ-MOPT; and c)\nExecutive Decree No. 36642-MP-MOPTMINAET, all previously cited.\n\n10.-That Law No. 7575, denominated Forestry Law, dated\nFebruary 13, 1996, in its article 16, establishes that the Ministry of\nEnvironment and Energy shall delimit on the ground the boundaries of the areas that make up the\nNatural Heritage of the State.\n\n11.-That Law No. 6043 establishes in its article 1 of\nCHAPTER I, General Provisions, that The maritime terrestrial zone\nconstitutes part of the national heritage, belongs to the State, and is inalienable\nand imprescriptible. Its protection, as well as that of its natural resources, is\nan obligation of the State, its institutions, and all inhabitants of the country.\nIts use and exploitation are subject to the provisions of this law.\n\n12.-That according to article 11 of CHAPTER I,\nGeneral Provisions of Law No. 6043, it establishes that the public Zone is\nalso, whatever its extension, that occupied by all mangroves of the\ncontinental and insular coastlines and esteros of the national territory.\n\n13.-That Executive Decree No. 36786-MINAET, titled Manual\nfor the classification of lands dedicated to the conservation of natural\nresources within the Maritime Terrestrial Zone in Costa Rica, published in La\nGaceta No. 217 of November 11, 2011, establishes among its objectives\nIdentifying within the Maritime Terrestrial Zone those lands that\nclassify as forests, of forestry aptitude (Class VII and VIII soils),\nwetlands (mangroves, esteros, rías, salt marshes, coastal lagoons, swamps,\nflooded forests, salt flats), to certify them and incorporate them as part\nof the Natural Heritage of the State (PNE).\n\n14.-That Executive Decree No. 36786-MINAET, in\npoint III.-Competencies for delimitation and certification, establishes that\nThe classification of lands within the ZMT shall correspond to the Conservation\nAreas (AC) of the National System of Conservation Areas (SINAC) and to\nduly accredited private professionals from the respective Professional\nColleges to classify forests, lands of forestry aptitude\n(Class VII and VIII soils), (mangroves, esteros, rías, salt marshes, coastal\nlagoons, swamps, flooded forests, salt flats), and wetlands.\n\nThe\nvalidity of the classification documents issued by private professionals\nshall be subject to the approval issued by the AC that has territorial\ncompetence. The SINAC ACs with jurisdiction in the ZMT shall also be responsible\nfor the verification, oversight, demarcation, and certification of the lands\nof the Natural Heritage of the State and the protection zones.\n\nThe location and delimitation of the areas of the\nNatural Heritage of the State within the Maritime Terrestrial Zone must\nbe carried out as part of the approval process for the Coastal Regulatory Plan\n(PRC), defined by Law 6043, since the Coastal Regulatory Plan is the\ninstrument of territorial planning that defines and locates all the zones to\nbe concessioned within the ZMT and for its classification at the level of\ncadastral plans.\n\n15.-The National Geographic Institute used the\nmethodology of Georeferenced Boundary Marker Delimitation to delimit the\npublic zone of the Maritime Terrestrial Zone of the estero/manglar Punta Mono Congo,\nin the district: 01° Chomes, canton: 07º Puntarenas, province: 06º Puntarenas.\n\n16.-That, through the \"Topographic report of the\nmanglar in Punta Mono Congo,\" located in Bajo Chontales, Golfito, prepared\nby Ing. Adriana Ibarra Vargas at the request of Ana Victoria Garro Vargas,\nidentification number 1-0377-0467, legal representative of the company: Eureka la\nPurruja Sociedad Anónima, as an interested party in the process, the\ntechnical information of the topographic survey for the delimitation of a\nsector of the estero/manglar Mono Congo in Golfito, Puntarenas, is presented to the IGN.\n\n17.-That the delimitation carried out has internal technical\nendorsement in accordance with official letter No. DIG-TOT-0813-2021 of December 22,\n2021, issued by the Official Limits Subprocess of the Topographic\nDepartment and Territory Observation of the National Geographic Institute. In\naccordance with the delimitation of the public zone in the sector of the\nmanglar Punta Mono Congo ecosystem, carried out by the Osa Conservation Area according\nto official letter SINAC-ACOSA-PNE-AD-009-2021 of January 18, 2021.\n\n18.-That article 140 of Law No. 6227 indicates that The\nadministrative act shall produce its effect after being communicated to the administered party,\nexcept if it grants only rights, in which case it shall produce it from the time\nit is adopted, a provision that must necessarily be related to article\n240 of the same normative body, which defines the suitable instrument for\ncommunicating acts of a generic nature by indicating that General acts shall be communicated by\npublication and concrete ones by notification.\n\nCOMMUNICATES:\n\nFirst.-That, in the month of June 2020, survey\nwork was carried out for the establishment of boundary markers georeferenced\nto the national coordinate system of the public zone of a sector of the\nestero/manglar Punta Mono Congo located in Bajo Chontales, district: 01º\nGolfito, canton: 07º Golfito, province: 06° Puntarenas.\n\nSecond.-The National Geographic Institute publishes the\ngeoreferenced digital delimitation of the public zone of the Public Zone of\n64 points that form part of the estero/manglar Punta Mono Congo located in\nBajo Chontales, district: 01º Golfito, canton: 07º Golfito, province: 06°\nPuntarenas, determined by means of the methodology used and validated by\nthe Osa Conservation Area of SINAC-MINAE.\n\nThird.-That the delimited public zone corresponds to\na sector of the estero/manglar of Punta Mono Congo in accordance with official letter\nSINAC-ACOSA-PNE-AD-009-2021 of January 18, 2021, issued by the Osa\nConservation Area of the National System of SINAC-MINAE.\n\nFourth.-That the public zone of the Maritime Terrestrial\nZone corresponding to a sector of the estero/manglar of Punta Mono
