Puede afectar\nal agua, la tierra,\nel aire u otros componentes del medio en el que viven seres humanos u otros organismos.\n\nDesarrollo sostenible: es el desarrollo que satisface las necesidades del presente sin comprometerse\nla capacidad de las futuras generaciones, garantizando el equilibrio entre el crecimiento económico,\nel cuidado del medio ambiente y el bienestar social.\n\nEducación ambiental: se define como un proceso permanente en el cual los individuos y las\ncomunidades adquieren conciencia de su ambiente, aprenden los conocimientos, los valores, las\ndestrezas, la experiencia y, también, la determinación que les capacite para actuar, individual y\ncolectivamente, en la resolución de los problemas ambientales presentes y futuros.\n\nMedio ambiente:  conjunto de elementos abióticos\n (energía solar,\n suelo,  agua y aire)  y bióticos\n(organismos vivos) que integran\nla delgada ca de la Tierra llamada biosfera, sustento y hogar de los seres vivos\n\nPlan de Acción Ambiental: conjunto de principios, objetivos, metas, programas y proyectos que se\nestablecen por un período determinado a mediano y largo plazo. En él se señalan las orientaciones y\nacciones en materia ambiental que debe seguir la Institución en los distintos componentes.\n\nPrevención de la contaminación: serie de procesos, prácticas, materiales o productos que evitan,\nreducen o controlan la contaminación, como por ejemplo, el recidado, el tratamiento, los cambios de\nprocesos, los mecanismos de control, el uso eficiente de los recursos y la sustitución de\nmateriales.\n\n3. PRINCIPIOS\n\nPrincipio de Responsabilidad Socioambiental: es el  compromiso  que  asume  la  organización para\ncontribuir al desarrollo económico sostenible, a través de colaboración con sus empleados, sus\nfamilias, las comunidades y la sociedad, con el objetivo de mejorar la calidad de vida\n\nPrincipios del  Derecho  Ambiental:  deberán aplicarse todos principios del Derecho Ambiental, de\nacuerdo con el marco jurídico nacional e internación subscrita. Con atención al principio\npreventivo, que busca prevenir y mitigar todos los posibles impactos en el medio ambiente con\nanticipación.\n\nPrincipios de los Derechos\nHumanos: deberán aplicarse todos principios de igualdad de las personas ante la ley.\n\nPrincipio  formativo:  promover la importación de conservar los recursos naturales,  mediante\nacciones de formación, sensibilización, participación y comunicación para contribuir con el\ndesarrollo sostenible, con el fin de elevar la ética ambiental, el compromiso responsable y el\nfortalecimiento organizacional.\n\nPrincipio de mejora continua: incentivar todos aquellos procesos de forma continua para mejorar el\nlogro y el alcance de los objetivos ambientales y el cumplimiento del plan de acción\npropuesto (indicadores de gestión ambiental).\n\n4.     \nOBJETO\n\n            El objetivo de la política está enfocado en llevar a cabo iniciativas y acciones\nrelacionadas con la prevención y reducción de la contaminación, el manejo responsable de los\nrecursos naturales, y la implementación de la acción ambiental social y educa a partir de la\npromoción de buenas prácticas ambientales entre sus personas colaboradoras.\n\n            5.      ALCANCE Y ÁMBITO DE APLICACIÓN\n\nLa presente política es de aplica      obligatoria, por parte todos los y las funcionarias de la\norganización.\n\n            6.      DATOS PARA\nLA IMPLEMENTACIÓN DE LA POLÍTICA\nAMBIENTAL INSTITUCIONAL\n\nEn el siguiente cuadro se presentan\nlos datos de las personas\nresponsables de la implementación de la política\n\n              7.     \nLINEAMIENTOS\n\nLa Municipalidad de Goicoechea se compromete a implementar los siguientes lineamientos:\n\nv  Crear estrategias para la gestión integral de los recursos\ninstitucionales (agua, energía, combustible, papel,\nresiduos, otros):\n\n.       \nAgua\n\nDesarrollar acciones\npara evitar el uso irracional y/o pérdidas del agua.\n\n.       \nCombustibles  fósiles\n\nAccionar programas para la minimización del consumo de combustibles y el mantenimiento correctivo y \npreventivo de la flota vehicular, con el fin de reducir las emisiones de efecto invernadero\nprocedentes de las actividades diarias, para contribuir con las iniciativas de carbono neutralidad\ndel país.\n\n.       \nEnergía\n\nDesarrollar acciones\npara el ahorro de energía,\npor ejemplo, en iluminación, sistemas\nde aire acondicionado, equipos de cómputo, electrodomésticos, otros.\n\n.       \nTratamiento de aguas residuales:\n\nImplementar medidas para la disminución en la generación de aguas residuales.\n\n.       \nGestión de residuos\nsólidos\n\nMinimizar los residuos generados, fomentando la reutilización de los materiales empleados\ny llevando a cabo una correcta\ngestión de los mismos\n\nv  Colaborar en la protección y conservación de la biodiversidad y de los ecosistemas cuando sea\nviable.\n\nv  Desarrollar procesos\nde educa ambiental\n(programas de formación, información y\ndivulgación) que complementen las acciones\nde gestión ambiental, donde se fomente\nla sensibilización y concientización sobre el uso sostenible del medio ambiente. It can affect\nwater, land,\nair, or other components of the environment in which human beings or other organisms live.\n\nSustainable development (Desarrollo sostenible): is development that meets the needs of the present without compromising\nthe ability of future generations, guaranteeing the balance between economic growth,\nenvironmental care, and social well-being.\n\nEnvironmental education (Educación ambiental): defined as a permanent process in which individuals and\ncommunities acquire awareness of their environment, learn the knowledge, values,\nskills, experience, and also the determination that enables them to act, individually and\ncollectively, in solving present and future environmental problems.\n\nEnvironment (Medio ambiente): set of abiotic elements (solar energy, soil, water, and air) and biotic\n(living organisms) that make up the thin layer of the Earth called the biosphere, sustenance and home of living beings.\n\nEnvironmental Action Plan (Plan de Acción Ambiental): set of principles, objectives, goals, programs, and projects that are\nestablished for a determined period in the medium and long term. It indicates the orientations and\nactions in environmental matters that the Institution must follow in the different components.\n\nPollution prevention (Prevención de la contaminación): series of processes, practices, materials, or products that avoid,\nreduce, or control pollution, such as, for example, recycling, treatment, process changes,\ncontrol mechanisms, efficient use of resources, and material substitution.\n\n3. PRINCIPLES\n\nPrinciple of Socio-Environmental Responsibility (Principio de Responsabilidad Socioambiental): is the commitment assumed by the organization to contribute to sustainable economic development, through collaboration with its employees, their\nfamilies, the communities, and society, with the aim of improving the quality of life.\n\nPrinciples of Environmental Law (Principios del Derecho Ambiental): all principles of Environmental Law must be applied, in accordance with the national legal framework and international subscriptions. With attention to the preventive principle (principio preventivo), which seeks to prevent and mitigate all possible environmental impacts in advance.\n\nPrinciples of Human\nRights (Principios de los Derechos Humanos): all principles of equality of persons before the law must be applied.\n\nFormative principle (Principio formativo): to promote the importance of conserving natural resources, through training, awareness-raising, participation, and communication actions to contribute to sustainable development, in order to raise environmental ethics, responsible commitment, and organizational strengthening.\n\nPrinciple of continuous improvement (Principio de mejora continua): to encourage all those processes continuously to improve the achievement and scope of environmental objectives and the fulfillment of the proposed action plan (environmental management indicators (indicadores de gestión ambiental)).\n\n4. \nPURPOSE\n\n The objective of the policy is focused on carrying out initiatives and actions\nrelated to pollution prevention and reduction, responsible management of\nnatural resources, and the implementation of social and educational environmental action through the\npromotion of good environmental practices among its collaborating personnel.\n\n 5. SCOPE AND FIELD OF APPLICATION\n\nThis policy is of mandatory application, by all officials of the\norganization.\n\n 6. DATA FOR\nTHE IMPLEMENTATION OF THE INSTITUTIONAL ENVIRONMENTAL\nPOLICY\n\nThe following table presents\nthe data of the persons\nresponsible for the implementation of the policy.\n\n 7. \nGUIDELINES\n\nThe Municipality of Goicoechea commits to implementing the following guidelines:\n\nv Create strategies for the comprehensive management of institutional\nresources (water, energy, fuel, paper,\nwaste, others):\n\n. \nWater\n\nDevelop actions\nto avoid irrational use and/or losses of water.\n\n. \nFossil fuels\n\nActivate programs for minimizing fuel consumption and corrective and\npreventive maintenance of the vehicle fleet, in order to reduce greenhouse effect emissions\nfrom daily activities, to contribute to the country's carbon neutrality (carbono neutralidad) initiatives.\n\n. \nEnergy\n\nDevelop actions\nfor energy savings,\nfor example, in lighting, air\nconditioning systems, computer equipment, household appliances, others.\n\n. \nWastewater treatment:\n\nImplement measures to decrease the generation of wastewater.\n\n. \nSolid waste management (Gestión de residuos sólidos)\n\nMinimize the waste generated, fostering the reuse of the materials used\nand carrying out correct\nmanagement of the same.\n\nv Collaborate in the protection and conservation of biodiversity and ecosystems when\nviable.\n\nv Develop environmental education (educación ambiental) processes\n(training, information, and\ndissemination programs) that complement environmental management (gestión ambiental) actions, where awareness-raising and consciousness about the sustainable use of the environment are fostered.
