el Reglamento General del Sistema Nacional de\nPlanificación, Decreto Ejecutivo N° 37735-PLAN de 6 de mayo de 2013 y los\nartículos 1°, 3°, 4° y 7° del Reglamento Orgánico del Poder Ejecutivo, Decreto\nEjecutivo N° 43580-MP-PLAN de 01 de junio de 2022.\n\nConsiderando:\n\nI.-Que mediante\nresolución número A/RES/70/1 del 25 de setiembre de 2015, la Asamblea General de\nlas Naciones Unidas aprobó la \"Agenda 2030 para el Desarrollo\nSostenible\", en la cual se establecen 17 Objetivos de Desarrollo\nSostenible y 169 metas enfocadas a lograr el desarrollo sostenible en sus tres\ndimensiones económica, social y ambiental, de forma equilibrada e integrada.\n\nII.-Que el Gobierno de\nCosta Rica suscribió la Agenda 2030 para el Desarrollo Sostenible cuyos\ncompromisos son coherentes con los pilares de desarrollo priorizados en los\ninstrumentos de planificación del Sistema Nacional de Planificación (SNP).\n\nIII.- Que el 9 de\nsetiembre del 2016, los Presidentes de los tres Poderes del Estado y del\nTribunal Supremo de Elecciones, junto a representantes de gobiernos locales,\ndel sector privado, de universidades estatales y de la sociedad civil, firmaron\nel \"Pacto Nacional por el Avance de los ODS en el marco de la Agenda 2030\npara el Desarrollo Sostenible en Costa Rica\" y sus derivados, asumiendo un\ncompromiso público para la consecución de los ODS.\n\nIV.-Que es necesaria\nuna estrategia nacional para la implementación de los ODS en Costa Rica que\nreúna a las instituciones públicas, el sector privado, la academia, la sociedad\ncivil y los gobiernos locales entre otras instancias, de manera que se\nfaciliten espacios de diálogo y coordinación para el cumplimiento de esos\nobjetivos, con sus respectivas metas.\n\nV.-Que en virtud de la\nestrecha relación que guarda la Agenda 2030-ODS con el Consenso de Montevideo\nsobre Población y Desarrollo (CdM), enfoque de\nderechos humanos, se considera necesario que la estrategia nacional de los ODS\nesté vinculada al trabajo de implementación del CdM\nen Costa Rica, de manera que se faciliten espacios de diálogo y coordinación\npara el cumplimiento de los objetivos y metas de ODS con los capítulos y\nmedidas prioritarias del CdM.\n\nVI.-Que de conformidad\ncon el artículo 12 bis del Reglamento a la Ley de Protección al Ciudadano del\nExceso de Requisitos y Trámites Administrativos (Decreto Ejecutivo N°\n37045-MP-MEIC del 22 de febrero de 2012) se procedió a tramitar el Formulario de\nEvaluación Costo Beneficio en la Sección 1 denominada Control Previo de Mejora\nRegulatoria, siendo que el mismo dio resultado negativo y que la propuesta no\ncontiene trámites ni requerimientos. The Technical Secretariat shall have the following powers:\n\n(...)\n\nb) Convene the meetings of the Council and of the Committee, as well as prepare the corresponding minutes.\n\nc) Formulate, promote, and follow up on the national SDG targets for 2030 committed to by the administrations that are incorporated into the various planning instruments, such as policies, plans, programs, projects, as well as in national, institutional, sectoral, and regional budgeting.\n\n(...)\n\nk) Follow up on the agreements of the Council and of the Advisory Committee.\n\n(...)\n\nm) Elaborate a national strategy for the planning, implementation, and follow-up of the SDGs with a prospective approach, integrating the economic, social, and environmental dimensions in accordance with Human Rights norms, the Montevideo Consensus on Population and Development (Consenso de Montevideo sobre Población y Desarrollo), National and International Law, and in concordance with the various short-, medium-, and long-term national planning instruments.\n\nn) Strengthen the Sustainable Development approach of the SDGs – 2030 Agenda with the Human Rights approach through the implementation of the Montevideo Consensus on Population and Development (Consenso de Montevideo sobre Población y Desarrollo), and other relevant instruments.\"\n\n\"Article 12.—Financing of the 2030 Agenda. The 2030 Agenda shall be financed with the ordinary resources of public institutions. Complementarily, the Ministry of Foreign Affairs and Worship, jointly with the Ministry of National Planning and Economic Policy, shall provide the necessary technical support in the area of development cooperation for the fulfillment of the SDGs in Costa Rica. This financing must be linked to the SDGs and their 2030 Agenda.\"\n\n\"Article 15.—Public Interest. The objectives and actions contained in this decree are of public interest. The promotion and implementation of the SDGs and their 2030 Agenda in local, municipal, and regional spheres is also determined to be of public interest. Thus, regional and local institutional bodies are urged to develop actions for the localization and fulfillment of the SDGs in the country's territories and communities.\"\n\nArticle 2.—It shall be effective upon publication.\n\nDone at the Presidency of the Republic, on the fifth day of June two thousand twenty-three." }
