y el 20 de diciembre\ndel 2022 mediante la resolución A/RES/77/242 de la Asamblea General de Naciones\nUnidas, se acordó la celebración de esta tercera Conferencia y se acogió el\nofrecimiento de ambos países para organizarla.\n\nVII.-Que\nel Gobierno de Costa Rica en su condición de coanfitrión de la Tercera\nConferencia de las Naciones Unidas sobre el Océano, albergará el \"Evento de Alto\nNivel sobre Acción Oceánica\", que se realizará los días 7 y 8 de junio del\n2024, en diferentes zonas del país.\n\nVIII.-Que,\ndel 9 al 14 de junio del 2025, se celebrará la Tercera Conferencia de las\nNaciones Unidas sobre el Océano, en Niza, Francia, para lo cual Costa Rica\ntrabajará junto con ese país para la organización de esta.\n\nIX.-Que\ncon el evento de alto nivel del 2024 se busca posicionar temas de relevancia\npara la agenda global del océano, así como impulsar acciones específicas para\natender la grave crisis ambiental que éste enfrenta.\n\nX.-Que\npara la preparación de este evento de alto nivel es necesario la conformación\nde un comité organizador interinstitucional, así como de un comité de apoyo que\nsea amplio y participativo, para que diversos sectores de la sociedad civil, la\ncomunidad académica y científica y las organizaciones no gubernamentales\ntambién puedan aportar al proceso.\n\nXI.-Que\npara Costa Rica es fundamental asegurar una participación amplia y efectiva\ndentro de los procesos hacia la Conferencia sobre el Océano y su evento de alto\nnivel, que incluya a los jóvenes, las comunidades costeras, a los gobiernos\nlocales, comunidades interesadas en particular pescadores artesanales,\ninstituciones científicas y académicas, organizaciones de la sociedad civil y\nsector privado que tengan interés en la materia.\n\nXII.-Que,\nen el marco de este evento de alto nivel, se invitará a líderes del sector\npúblico, empresarial, financiero, social, formadores de opinión internacional y\nnacional que interactúen con actores varios y tomadores de decisión de diversos\npaíses.\n\nXIII.-Que\ntal congregación permitirá el intercambio colectivo de ideas y experiencias\nexitosas en posibles soluciones para atender la grave crisis que enfrenta el\nocéano atendiendo temas como la contaminación, los impactos del cambio\nclimático y la pérdida de biodiversidad, acidificación, pesca ilegal no\ndeclarada y no reglamentada, economía azul, minería de fondos marinos,\ngobernanza marina, falta de conocimiento científico y transferencia de tecnología\nmarina.\n\nXIV.-Que\nmediante el acuerdo número AJDIP/117-2023 de la Junta Directiva del Instituto\nCostarricense de Pesca y Acuicultura y el oficio número DM-313-2023 del Señor\nMinistro del Instituto Costarricense de Turismo, se autoriza a dichas instituciones\npara participar en la organización del Evento de Alto Nivel sobre Acción\nOceánica.\n\nPor\ntanto,\n\nDecretan:\n\nDeclaratoria de\nInterés Público del \"Evento de Alto Nivel sobre Acción Oceánica\"\n\nArtículo\n1°-Interés público. Se declara de interés público el \"Evento de Alto Nivel\nsobre Acción Oceánica\", a realizarse en diferentes zonas del país, los días 7 y\n8 de junio del 2024, organizado por el Gobierno de Costa Rica.\n\nArtículo 2°-Cooperación institucional. Las dependencias del Sector\nPúblico y del Sector Privado, dentro del marco legal respectivo de sus competencias,\npodrán colaborar en la medida de sus posibilidades y sin perjuicio del\ncumplimiento de sus propios objetivos, para la exitosa realización del evento\nindicado.\n\nArtículo 3°-Beneficio fiscal. and on December 20,\n2022, through resolution A/RES/77/242 of the United Nations General\nAssembly, the holding of this third Conference was agreed upon and the\noffer of both countries to organize it was accepted.\n\nVII.-That\nthe Government of Costa Rica, in its capacity as co-host of the Third\nUnited Nations Ocean Conference, will host the \"High-Level\nEvent on Ocean Action\", which will be held on June 7 and 8,\n2024, in different areas of the country.\n\nVIII.-That,\nfrom June 9 to 14, 2025, the Third United Nations\nOcean Conference will be held in Nice, France, for which Costa Rica\nwill work together with that country for its organization.\n\nIX.-That\nwith the 2024 high-level event, the aim is to position topics of relevance\nfor the global ocean agenda, as well as to promote specific actions to\naddress the severe environmental crisis it faces.\n\nX.-That\nfor the preparation of this high-level event, the formation\nof an inter-institutional organizing committee is necessary, as well as a support committee that\nis broad and participatory, so that various sectors of civil society, the\nacademic and scientific community, and non-governmental organizations\ncan also contribute to the process.\n\nXI.-That\nfor Costa Rica, it is essential to ensure broad and effective participation\nwithin the processes towards the Ocean Conference and its high-level\nevent, including youth, coastal communities, local\ngovernments, interested communities, in particular artisanal fishers,\nscientific and academic institutions, civil society organizations, and the\nprivate sector that have an interest in the matter.\n\nXII.-That,\nwithin the framework of this high-level event, leaders from the public,\nbusiness, financial, and social sectors, and international and national opinion\nmakers will be invited to interact with various actors and decision-makers from diverse\ncountries.\n\nXIII.-That\nsuch a gathering will allow the collective exchange of ideas and successful\nexperiences in possible solutions to address the serious crisis facing the\nocean, addressing issues such as pollution, the impacts of climate\nchange and biodiversity loss, acidification, illegal, unreported and unregulated fishing, the blue economy, deep-seabed mining,\nmarine governance, lack of scientific knowledge, and transfer of marine\ntechnology.\n\nXIV.-That\nthrough agreement number AJDIP/117-2023 of the Board of Directors of the Instituto\nCostarricense de Pesca y Acuicultura and official letter number DM-313-2023 from the\nMinister of the Instituto Costarricense de Turismo, said institutions are authorized\nto participate in the organization of the High-Level Event on Ocean\nAction.\n\nTherefore,\n\nThey Decree:\n\nDeclaration of\nPublic Interest of the \"High-Level Event on Ocean Action\"\n\nArticle\n1°-Public interest. The \"High-Level Event\non Ocean Action\", to be held in different areas of the country, on June 7 and\n8, 2024, organized by the Government of Costa Rica, is declared of public interest.\n\nArticle 2°-Institutional cooperation. The dependencies of the Public\nSector and the Private Sector, within their respective legal framework of competencies,\nmay collaborate to the extent of their possibilities and without prejudice to the\nfulfillment of their own objectives, for the successful realization of the event\nindicated.\n\nArticle 3°-Tax benefit. This Executive Decree does not grant\ntax benefits, such as exemptions or any other tax\nbenefit, as established by article 5 of Executive Decree N° 40540-H\nof August 1, 2017.\n\nArticle 4°-Creation of the Organizing Committee. The\nOrganizing Committee of the United Nations Ocean Conference is hereby created, as\na temporary inter-ministerial coordination body, which will conclude its functions\nonce said Conference is held, and which will act\nas the general coordinator for the articulation and integrated management among the\ndifferent public sector entities that participate in the organization of the\nhigh-level event in Costa Rica in 2024, as well as the Conference that\nwill be held in France in 2025, indicated in article 1°.\n\nArticle 5°-Integration. The Organizing Committee shall be integrated by\nrepresentatives of the following institutions:\n\na. The\nMinistry of Foreign Affairs and Worship.\n\nb. The\nMinistry of Environment and Energy.\n\nc. The\nInstituto Costarricense de Pesca y Acuicultura (INCOPESCA)\n\nd. The\nInstituto Costarricense de Turismo (ICT).\n\n            The\ncoordination of the Organizing Committee shall fall to the Ministry of Foreign\nAffairs and Worship, which shall be responsible for the call for meetings, preparation of\nagendas and minutes, and follow-up on agreements. Likewise, in said Committee, there shall\nbe an optional participation of a member from the Presidency of the Republic.\n\nArticle 6°-Expanded Committee. The Organizing Committee may invite to its\nsessions representatives of other public or private institutions,\nincluding the scientific and academic community and organizations of\ncivil society, whose activities are related to the objective of this\nDecree, when it deems it convenient, who shall participate with voice, but\nwithout vote.
